The City Planning Commission met in regular meeting with Chairman
Anderson presiding.
PrlESENT: Par. Anderson, Knutson, Robertson. Smith. Weickert, Klomp
and Talley.

The minutes of the meeting or March 16th were ordered approved as
wr! tten and. mailed.
Copies of the resignation of' Robert J. Davis as a member of the Com-
mission and the acceptance by the City Council were read and ordered filed.
Pursuant to notice given. a public hearing was held on 'the application
of the Arcadia Sports Center f'or a zone varianoe to allow the operation of
a children's llll1ueement center. W. Alan Thody.attorney. represented the
applicant. Mr. Prank Kanne. attorney for the 1:.os Angeles Turf Club. verbally
objected to be proposed varianc'e. The matter was held in abeyance until
the applicant submits a list of the specific uses requested.
Pursuant to notice given. a pub.lic hearing was held on the applicat1.on
of Lloyd E. Jones for a zone variance to allow the construction of an
additional bu1J.d1ng ror use in the manufacture, fabrication and sales or
brushes on the property at 114 st. Joseph Street. Ardens Boller. attorney.
represented the applicant. R. H. Rishworth. 150 St. 'Joseph Street. spoke
in ravor of this applioation, but did not favor any other expansion of
manufacturing slong the street. No protest was registered. The matter was
taken under advisement.
Pursuant to notice given. a publiC hearing was held on the matter of
opening a new street westrrom Santa Anita Avenue. between Longden Avenue
and Palm Drive. The project was favored by Win. M. Holbrook. 51 W. Palm Dr.,
A. B. Nickerson, 39 w. Pa1m Dr., and Mrs. W. A. Best, 67 W. Palm Drive.
Opposing were G. S. Illir. 36 W. Longden Ave., P. E. Peterson. 86 W. Longden
Ave.. and Edmund Wolkowski. 83 w. Palm Drive. Writ~n protest had been filed
by four other owners. Motion by Mr. Smith, seconded by Mr. 'Neickert and
carried by roll call vote that the lIIatter be abandoned.
Motion by Mr. Robertson. seconded by Mr. Anderson and carried that the
J application or Silvio Osti to divide his lot on Santa Anita Avenue at the
easterly end of the above proposed streeD be recommended for approval..
CO/lllllUnication from Georgs H. Rice and eight other owners complained of
the operation of the National Guard armory at the corner of El Monte Avenue
and Duarte Road. Brig. Gen. Homer .c.. Eaton stated that the bids for the
new armory would be advertised on April 7th. and that in the meantime, he
would do all he could to better control the psrsonnel at the present location.
The reqnest or Walter Lockwood, 44 E. Longden Avenue, to divide his
lot was considered. Mr. Anderson reported that in his opinion, such a
division would depreciate surrounding property values. The matter was held
for two weeks, and Mr. Anderson volunteered to contact surrounding property
owners and determine their attitude.

The request or Mrs. J. W. Jacks, 2112 S. Sixth Avenue. to divide and
sell a lot 60 feet by 287 feet was reported on by Mr. Anderson. He reoom-
mended that the lot should be split in hall. The matter was held for two
weeks to allowmeasurelllents of the impro vemen ts.

Communication from Duncan Howard requested permission to divide two
lots 8Ild build two houo\les on his proPerty at the northeast corner of:
Solly Avenue and Lamon Avenue, in Zone R-O. Motion by Mr. Smith that the
request be denied. Said :motion was seconded by Mr. Anderson and carried
by t~e folloWing vote:
AYES: JIll'. Anderson, Robertson, Smith and Weickert
NOES: None
NOT VOTING: firr. Knutson
Heque st of E. E. Evinger to divide lots at the eal;lterly end of Dan1mere
Avenue was referred to Mr. Weickert and Mr. KnutsOn to investigats.
Communications from R. C. Smith and Mrs. Fred J. Miller requested that
action be taken on the petition to rezone Naomi Avenue between Baldwin Ave.
and Lovell Avenue from Zone R-l to Z'one R-]. The :matter was referred to the
entire Commission to investigate.
Communication from the Pacific Telephone and Telegraph Co. requested a
change of setback on Alice Street to allow them to add to their building to
the front property line. Mr. H. H. Watson represented the Company.
Realizing he importance of immediate expansion of the facilities, motion
was mads by Mr. Robertson hat the relNest be recommended for approval.
Said motion was seconded by JIll'. Knutson and carried by the following vote:
AYES: Mr. Knutson, Robertson and Weickert
NOES: Mr. Anderson
NOT VOTING: Mr. Smith.
Communication from Egll Hopen requested,on behalf of 'J1arren Fox. that
the name of Hazel Court be ohanged to de Anza Plaoe. Motion by Mr. Weickert.
seconded by Mr. Robertson and carried that the request be reoommended for
approval, subj ect to the owner paying all the costs involved.
Final map of Tract No. 16420. located an Seventh Avenue and Seventh
Place was considered. Motion by Mr. Smith. seoonded by Mr. Knutson and
carried that rinal approval be reoommended, subject to two reet future
street being shown on the northerly ends of the two streets.
Tentative map of Tract No. 16741, located at the southwest oorner of
Santa Anita Avenue and Camino Real, was considered. Motion by Mr. Weiokert.
seconded by Mr. Knutson and oarried tnat te,ntative approval be recommended,
subjeot to street grades meeting the a~prov$l of the City Engineer.
Tentative map of Tract No. 16786, looated westerly of the above Tract
iio.. 16741. was referred to the subdivision committee.
Tentative map of Tract No. 16712, 10cate4 on the westerly extensi.on or
Estrella Avenue, in Oounty territory. was referred to the subdivision com-
:mittee and Mr. Anderson to oontaot the Regional Planning Commission
COlIllIlUIlication from Charles W. Eliot offering to act as Planning Oon~
sultant was held for recommendation to the new City Council. The Secretary
was instructed to acknowledge re.oeipt of the letter.
Motion by Mr. Robertson, seconded by Mr. Anderson and carried that this
Commission recommend to the City Council that in all future subdivisions,
all street improvements, including water lines and sewers, be carried to
the property lines of all dead end streets.
On aocount of his business temporarily requiring his absence from the
City, Mr. Smith requested a leave of absence from the Commission for a
period of six months. Motion by Mr. Welckert, seconded by Mr. Robertson
and oarried that the request be recommended for appll'oval.

The request of Lloyd E. Jones for a zone variance at l~ St. Joseph
Street was further considered. Motion by Mr. Smith, seconded by Mr.
Robertson and carried that a resolution be lirafted recommending the
~anting of the request.
The Secretary notified the Commission of the filing of an application
for a change of zone on Fairview Avenue west of Sunset Blvd. from Zone
R-l to Zone B-3..
There being no further business, the meeting adjourned.
