The City Planning CommissIon met in reeular meeting with Chairman
hnderson presiding.
PRESENT: ~~. Anderson, Serky, Knutson, Robertson, Sorenson, Weickert,
Klomp, Nicklin, Ross and Talley.
ABSENT: 1w. Smith.
The minutes of the meetins of Lugust 3rd were ordered approved as
written and mailed.
Pursuant to notice e;iven, the second of two Pllblic hearinGS was held
on the application of R. C. Ellis for a change of zone from Zone R-l to
Zone R-3 on the northerly portion of lot 4, Block 89, Santa Anita ~ract,
located at the northeast corner of Colorado Boulevard and Lorena ,"venue.
No protests were registered. City Attorney Nicklin presented and read
]~esolu'tion No. 31, reconunending the denial of the petition for therezonine
as submitted, and recommending the granting of an R-3 zone variance in lieu
thereof. ]Jotion by I.<r. Robertson that Resolution i;ro. 31 be adopted. Said
motion was seconded by 1~. Weickert and carried by the followinG vote:

The application of Robert Payton, 84 Palm Drive, for permission to
divide his lot was considered. City Engineer Ross reported that he
favored sewer service for all property, and a means of storm water disposal.
He also reported that the Fire Chief had stated that the proposed private
road would not be sufficient width for fire equipment. Attorney Cornyn
represented the applicant. Ur. Alfred Allen stated that in his opinion,
the proposed prj.vate street was the only pl'esent possibility of developinG
the property. Motion by M.r. Sorenson, seconded by ~jr. Knutson and carried
that the application as presented be denied.
v Application of Valter Lockwood, 44 ~. Longden Avenue, to divide a 67
foot lot was considered. On account of the 10catiol1 of a dwellin[:, there
is no other property available. So that the property will not remain idle,
motion was made by ),:r. Robertson that the request be granted. Said motion
was seconded by ~~. Berky, and carried by the followin~ vote:

Application of Euphemia Aulenbrock, 22 E. Longden Avenue to divide a
70 foot lot was considered. Conditions sm'rounding this lot are identical
with those o,f the property of ffi.r. Lockwood, mentioned above. Motion by
1~. Veickert, seconded b~ 1~. Robertson and carried that the application
be granted.
Application of J. J. Truttman, 510 Palm Drive, to divide two 65 foot
lots at the end of Los Altos ~venue, was reported by l~. Berky. The east
lot would have only about 10 feet frontage on a street, and the west lot j
would have none. He r~ported that all owners, except one, favor.the west-
erly extension of Los Altos Avenue. ~.fotion by ;~. t\erky, seconded b;y Ilr.
Sorenson and carried that the application be denied.

Application of Agnes B. Steinle for permission to divide a 75 foot
lot off the south end of the lot at the southwest corner of ~alnut ~venue
and Holly ,.venue. Motion by JIJr. Berh-y, seconded by ;,Jr. Sorenson and
carried thElt permission be granted, provided the corner lot maintain the
regular setback of each street.
Application of Herschel K. Hargett, 383 Naomi Avenue, to divide an
SO'foot lot off the north end of bis property was considered. Motion by
~~. Sorenson, seconded by I~. Anderson ffild carried that permission be
e-,ranted.
Second application of Ellen M. Morgan to divide her property on Live
Oak Avenue into three lots each 69.18 feet wide, was considered, These
lots would be smaller than any other lots near. but two lots would be
wider. Motion by /.ir. Berky that permission be granted. Said motion VIas
seconded by Mr. Robertson, and lost by the following vote:

Tentative map of Tract No. 13725, located on Encino Avenue. partly in
Monrovia and partly in Arcadia, was considered. Letter of protest from
Fredricka };;oore. 931 So. Eighth ':,venue. was read. !'Jr. Frisbie, owner.
said that the proposed drain would be covered. The map was referred to
the subdivision committee for recommendation.
Letter from James Sheldon Riley. 1160 W. Orange Grove Avenue, regard-
ing construction of a wall along the west line of the lot. was read. The
matter was referred to llr. Knutson and &~. Sorenson to investigate.
Lette~ from J. E. Rognstad. 2636 S. Baldwin. requesting permission to
display advertising on a lot in Zone R-l located at the southeast corner of
Las Tunas Drive and Baldwin Avenue. was referred to l~. Berky and w~.
Weickert to investigate and report.
Co-operative Sign Co. requested permission to erect a sien at the
intersection of Colorado Boulevard and Colorado Place. As the request
does not conform with setback ordinances, motion was made by 1~. Knutson,
seconded by 1~. Anderson and carried that the request be denied.
Rancho Santa Anita requested permission to divide property north of
the Arboretum and west of Old Ranch Road. tw. Davies stated that the cost
of a dedicated street would be prohibitive. The matter was referred to ~w.
Robertson and tw. Sorenson to investigate and report.
City ".ttorney Nicklin presented and read Resolution No. 32 recommendine
the granting of a zone variance to allow the operation of a day ntwsery at
530 VI. Las Tu....las Drive. 1;'loti011 by Mr. Vieickert, seconded by IJr. Sorenson
and unanimously' carried by roll call vote, that Resolution No. 32 be adopted.
City Attorney Nicklin presented and read Resolution No. 33 recommending
the granting of a zone variance to allow the conduct of a church on a portion
of lot 33. t~cadia Acreage Tract. Motion by !~. Robertson, seconded by WW.
BerlG and unanimously carried by roll call vote, that Resolution No. 33 be
adopted.
Revised tentative map of Tract No. 16872, located on First Avenue south
of Camino Real, was considered. This map proposed First Avenue only 30 feet
wide from Camino Real south for a distance of 432 feet. Several property
owners spoke in favor of the tract. Others objected to the deletion of
the Camino Real prpperty from the tract. Motion by ;.!r. Robertson, seconded
by tiI', BerlG and carried that approval of the tract as submitted be
recommended. subject to the following conditions:
1. That the subdivider attempt to ~cquire the 30 feet needed to make
First Avenue a 60 foot street.

2. If unable to acquire the land, the subdivider shall include in the
bond GuaranteeinG the improvement of the tract, sufficient to pay the cost
of improving J..'irst Avenue full width .from Camino Real to Las Flores iwenue
when the 30 feet is acquired by the City.
3. Shol'l two feet "Future street" dedication at the north end of the
two streets east of First hvenue.

Commission recomnend that the City accept deeds for the opening of First
Avenue \'Ihen the subdivision bond for Tract No. 16872 has been posted.

serving as planninG consultant.
