MONTHLY REPORT – NOVEMBER / DECEMBER 2021
Highlights: Staff attended a variety of community and organizational events including the Arcadia
Chinese Association’s virtual Gala Fundraising event, Arcadia Historical Society, Women’s Club
luncheon featuring Gene Glasco, City virtual holiday lunch, and Library Holiday breakfast. In
addition, staff attended the Southern California Library Cooperative November meeting in which
public library directors across Southern California meet to discuss state and regional issues. A
few patron incidents arose this month. An unhoused individual sought medical attention. A
frequent library patron, who usually complies, refused to wear a face covering inside the building
and asked that the staff call the police to ask him to leave. Staff also took a deep dive into CA
Penal Code section 415 (Disturbing the Peace) and worked with the City’s Human Resource
Department to determine if this should be part of the Library’s Code of Conduct. It was determined
that the Library’s Code of Conduct incorporated this already by providing staff the authority to ask
anyone causing a disturbance to leave the library and/or the authority to call the police when
deemed appropriate. The Friends of the Library hosted their annual Half-Price Book Sale in
November. The California State Library began the process of creating a new five-year plan that
will guide funding, resources, grants, and services over the next five years for California libraries.
Adult Programs, Classes, Technology Literacy, and Events: Library patrons discovered
Hama Bead Weaving during the November Adult Recess and created pop-up cards in December;
craft kits were made available to adults who wanted a hands-on experience. December’s Adult
Recess program ended a very successful adult program which began as Color Me Calm in
December 2015 and transformed into Adult Recess in December 2016. Patrons loved the ability
to meet their neighbors and build community connections. Staff enjoyed getting to know patrons
on a first-name basis and the ability to connect with patrons who do not primarily identify as
readers. The most successful aspects of Adult Recess will be essential aspects of our 2022 adult
programs. November’s Learning Labs covered the Points of View Reference Center. This three-
part class reviewed Points of View Reference Center basics and advanced searching tools. A
microlesson was also shared on social media. Google Apps for Organization was also covered:
this three-part class reviewed Google apps in Gmail, Google Calendar, and Google Keep and a
microlesson was shared on social media. In December, Presentations 2.0 introduced students to
new methods of creating presentations. Students discovered Crello and Google Slides. A
microlesson was also shared on social media. Indulge Your Curiosity with Enki was the second
Learning Lab in December. This three-part class delved into using Enki to discover new genres,
books, and self-published authors. A microlesson was also shared on social media. The
November online edition of the International Film Program aired featured Hara-Kiri: Death of a

Samurai, while December offered Balloon, both on Kanopy. Viewers were invited to discuss the
film using the provided questions.
Teen Programing: Staff collaborated with the Wellness Center and Arcadia High School Library
to host Book Balance. Book Balance hopes to help teens tackle mental health and wellness topics
through literature and discussion. Anxiety Relief for Teens was discussed in November. Make-it
or Bake-it aired on November 24: students learned how to embroider. Staff collaborated with
Arcadia High School Wellness Center and Go-Team Therapy Dogs to host De-stress Fest on
December 9. This program took place on the Thursday before finals, during which students often
feel stressed, overwhelmed, and imperfect, to better support student wellness. Students
participated in mindful activities such as painting, tea making, and glitter jar crafting. Make-it or
Bake-it aired on December 16. Students learned how to create paper snowflakes. The most
popular activity was petting and cuddling with the emotional support animals provided by Go-
Team Therapy. Students expressed their gratitude for the fun, interactive, and purposeful
program.
Children’s Programming and Services: The In-N-Out Cover to Cover reading program
concluded in November with 919 active program participants who read and logged 12,984 books;
1,951 free burger gift cards were distributed to participants for their reading efforts. In November,
children ages two to four years old enjoyed three Toddler storytimes, as well as one Family
Storytime for ages two to eight years: over 80 people attended the four in-person, outdoor
storytime programs. In December, there were four early literacy programs offered during the
month with 63 children and their families attending the weekly in-person Toddler Storytime
programs and 13 attending the in-person Family Storytime.
In celebration of Diwali and diversity within the Arcadia community, Children’s Services staff
prepared and distributed 150 Diwali themed StoryCraft kits to families in November. An
accompanying recording with read-alouds and a craft
demonstration generated 63 views.
Gobble, Gobble Turkey Craft kits were distributed with an
accompanying video: 200 kits were given away and the video
attracted 97 views. Over 900 paper
cranes have been donated to the
Library’s 1,000 Paper Crane
Community Project by community
members and Library staff and are
displayed in the Jerry Broadwell
Children’s Room. The project is
inspired by a children’s book

entitled, Sadako and the Thousand Paper Cranes written by
Eleanor Coerr. Staff hosted an in-person Gingerbread
StoryCraft program outdoors on the Library lawn in December.
The 34 participants listened to gingerbread-themed stories and
made two gingerbread crafts. Two hundred gingerbread craft
kits were also prepared and distributed to families who did not
attend the in-person program; 60 families also viewed an
accompanying Gingerbread StoryCraft instructional video
prepared by Library staff. In December, as part of the Middle
Tuesday programs, 13 middle schoolers took part in stacking
cup and puzzle challenges to win gift card prizes. Also in December, Children’s Services staff
provided an in-person tour of the building for eight
homeschool family members and shared
information about available resources in the Adult
and Teen Services section, the Children’s Room,
Account Services, and the Friends’ Bookstore.
Some of the participants commented that they
were unaware of resources such as the monthly
book club selections, the Great Courses, and back
issues of periodicals.
Customer Services: Passport Services processed 122 passports in November and 124 in
December. Account Services Staff processed 1,692 holds in November and 1,495 in December.
Account Services aides have been training to cover absences due to illness and vacations, and
staffing will be increased by the addition of a new part-time tech after the interviews scheduled
for January.
Collections: Cataloging and Acquisitions continues working on Authority Database projects. This
is part of the routine work to keep our databases/catalog up-to-date, consistent, and error-free.
Occasionally, records are updated, for example, to reflect changes in accepted usage, as in the
recent updating of the terms used to describe the internment of the Japanese at the beginning of
World War II. At the request of Children’s Services, Staff ordered
new covers for the children’s magazines; new labels were made,
and the magazines were re-housed. They look very bright and
inviting. The most popular item in the Adult collection in November
was Shou Xi Yu Yi, by Rongpeng Xie, while in December it was
Xun Qin ji, by Yi Huang. The most popular title in the Children’s
collection for both November and December was the graphic
novel Pokémon Adventures, by Hidenori Kusaka. For teens, the
top title for both months was the graphic novel Naruto, by Masashi
Kishimoto. In December, the most popular item in the Adult
collection this month was Xun Qin ji , by Yi Huang. Staff continues
to weed in preparation for the upcoming RFID project; much
progress has been made. The Teen collection was extensively weeded making the shelves more
open and inviting.
Facilities and Technology: The vendor AMS received the library’s Wi-Fi equipment bid and
installation of new WiFi hotspots were updated in the auditorium and Children’s Room.
Preparations continued for the RFID project: The Library’s technology committee viewed
presentations from Bibliotheca and FE Systems. Information Systems continued to update the
Library’s web page, as well as to assist customers with their technology needs and questions.

Converge, the Library’s online payment system, has periodically been double charging patrons.
The initial payment shows as declined, once the payment is processed again, it is approved, but
later in the day the initial declined payment is also approved. Staff have been able to reverse all
duplicate payments before any issues with patrons arise and staff are working with Converge to
fix the problem. Chromebooks circulated seven times in November and eight times in December.
Staff and Training: Adult Services staff attended training in November on Workforce Support’s
Skillshare and Northstar programs, as well as an on-going class on Successful Supervision. In
addition, Children’s staff attended Touchpoints in Libraries Training and continued to participate
in the Building Equity Based Summers through California Libraries and Communities group. Other
staff took advantage of training including A Supervisor’s Guide to Understanding and Managing
Employees’ Rights: Labor, Leaves, and Accommodations. The New Aide rotation began at the
beginning of November. This quarter’s Account Services aides learned how to do basic duties at
the front desk such as check-ins and check-outs and creating new library accounts. In addition to
shelving and shelf-reading, the aides assigned to the three public service areas are given special
projects. Account Services aides help with Book drop check-in and the morning “pull” list,
searching for claims returns, and sorting materials. Adult Services aides help with weeding and
minor shifting projects. Children’s Services aides have had less time for special projects because
there is a higher volume of materials to shelve in this department. One of the computer aides was
trained to help with sorting and placing available holds on shelves. Computer aides will also be
trained on assisting with bringing in donations during scheduled times. Adult Services staff
attended training on creating winter reading challenges in December.
Outreach/Collaboration/Volunteers: Staff attended the Southern California Library Cooperative
meeting in December. This is a cooperative of 44 public libraries that work on public library
resource opportunities and grants. They have retained an outside strategic planning group to work
on a three-year strategic plan for the organization. They also reported out on the subcommittees,
including the Technology Committee and the Audit and Finance Committee. The California State
Library has also begun the process of creating a new five-year plan that will guide funding,
resources, grants, and services over the next five years for California libraries. Our library benefits
from membership with SCLC through grant opportunities and
resource sharing. A good example is a two-year subscription to
PressReader newspaper database which SCLC advocated for
and made available to member libraries. Adult Services staff
represented the Library at the Arcadia Chamber of Commerce’s
Virtual Job Fair. They also attended the PTA Council meeting and
the Arcadia High School PTSA meeting. Ed Anderson, of the
Arcadia Historical Society generously donated a rare and
collectible book for the Library’s Arcadia History Room collection.
The first edition, original hardcover book, is a biography of
Arcadia’s distinguished founding father and first mayor Elias
Jackson (Lucky) Baldwin.
Teen Services staff attend the Arcadia High School PTSA meeting in December, while the Adult
Services staff attended the December meeting of the Huntington Westerners and met with the
Department of Financial Protection and Innovation. Children’s Services staff attended Hugo Reid
Elementary School’s monthly faculty meeting and presented the Library resources and services
available to students, teachers, and parents. Staff hosted a Virtual Homeschool Exchange
meeting and showed parents the available electronic resources provided by the Library that
support student learning. Attendees noted they were not aware of these resources prior to
attending the program. Children’s Services staff partnered with Dana Middle School Librarian

Cheryl Tarsala to acquire a selection of middle school textbooks. The 21 books are available for
same day checkout at the Children’s Information Desk with an identification or Library card.
Children’s staff hosted six virtual class visits for 150 Longley Way Elementary School first and
second grade students as well as an in-person visit for special education students from Arcadia
High School. Book Buddies continued into November. Transition Partnership Program (TPP) and
Workability program resumed in October and continues into November and December. Students
along with their coach come in on Tuesday and Wednesday mornings. An Independent Student
Worker started on November 15. A blood drive event was hosted in the library’s west parking lot
in early December. Adult Staff conducted research for Arcadia Historical Society members
Beverly Street and Mike Vercillo regarding businesses that are no longer in business in Arcadia
for their Tid Bits, a regular feature in their newsletter. Tid Bits was created by Carol Libby.
Marketing and Publicity: The Library’s Social Media platforms continued to provide successful
virtual outreach to the local community. As noted in previous months, the number of followers of
the Library’s social media accounts continues to increase. Total participation in the Library’s social
media platforms rose from 3,384 in September, to 3,411 in October, to 3,469 in November, though
declining slightly in December. The Library regularly posts on Facebook, Instagram, Twitter, and
the Library’s YouTube channel. November’s book displays in the Children’s Room featured
Cooking with Young Chefs, Discover and Create, Happy Thanksgiving, Native American Heritage,
and “November Is…” Adult Services offered a fall-themed bulletin board and individual book
displays on Men’s Month or “Movember,” aviation-themed books, and books on writing for
National Novel Writing Month (NaNoWriMo). December’s bulletin board urged customers to “Beat
the Winter Blues” and featured books with blue covers.

Recommendation: Accept
SUMMARY
The Richard C. Seaver ’78 Trust wishes to donate $5,000 to the Arcadia Public Library.
Pursuant to City policy, any donation of $1,000 or more shall be approved by the City
Council. It is recommended that the City Council accept the donation.
DISCUSSION
The Richard C. Seaver ’78 Trust, has offered a $5,000 donation to the Arcadia Public
Library that will be used for the purchase of new books for the Adult collection. New books
are among the most sought after and popular items in the Library’s collection. Generous
cash donations such as this help the Library increase the number of new books available
to the residents of Arcadia beyond the current capacity of the City’s General Fund.
FISCAL IMPACT
The Library’s collection is enhanced by the additional $5,000 of new materials that will be
enjoyed by the public.
RECOMMENDATION
It is recommended that the City Council accept a donation of $5,000 from the Richard
C. Seaver ’78 Trust for the purchase of books for the Arcadia Public Library.

Lanterns are an important part of the traditional Lunar New
Year Celebration. Learn how to make three unique lanterns during
this hands-on workshop. Then use your newly made lanterns to
celebrate the Year of the Tiger! The program will take place
indoors in the Library’s Cay Mortenson Auditorium and all
participants, ages 2 years and older, must wear a face
covering throughout the program. Space is limited and

Stairway to the Stars
Fifty years ago, Arcadia’s float entry in the 1972 Pasadena Tournament of Roses was
called "Stairway to the Stars." It featured a large, stylized piano keyboard. The Arcadia
Rose Court, wearing blue and white, waved to the crowd from the float.

LIBRARY BOARD OF TRUSTEES
REGULAR MEETING MINUTES
THURSDAY, NOVEMBER 18, 2021
CALL TO ORDER – Chair Miriam Carter called the meeting to order at 4:32 p.m., in the
Conference Room of the Library.

PUBLIC COMMENTS – None
REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Wang reported on a very
profitable fundraising sale at the Bargain Box Thrift Store. City Councilmember Cheng reported
on Councilmember Roger Chandler’s passing and informed the Board that the memorial service
will be private. He reported that the vacancy left by Councilmember Chandler will be discussed
by City Council at the end of November; updated the Board on recent ACA, Diwali, and Arcadia
High School events, and the successful Arcadia clean-up day. Councilmember Cheng also
described the well-attended Veteran’s Day commemoration and discussed his efforts on behalf
of local veterans. Trustee Renfrew reported on the Friends’ book sale in early November: the sale
netted $800 or so and helped reduce the Book Store’s inventory. The next sale is planned for
April. She also mentioned that the Friends are receiving many donations of Chinese-language
books and could use volunteers to help sort them; she asked as well for more volunteers for the
Book Store. Trustee Delphey informed the Board about the new signage for the Book Store in
honor of Doris and Jerry Selmer. The Friends will meet again in January.
REPORTS FROM THE DIRECTOR
Announcements / Statements / Future Agenda Items
Director’s Update: Director Bradley invited the Board to the Library’s Holiday Staff Party on
Thursday, December 16, and invited them to participate in the Secret Santa gift exchange. She
reminded the Board that the Library will be closed on Christmas and New Year’s Eve. Library staff
will participate in the Downtown Arcadia Holiday Festival on Saturday, December 4.
Financial Report: FY 2020-21 YE Close; October 2021: The year-end report for 2020-21 is
almost complete: 90.32% of the budget was spent, which is within budget. The current report runs
through the end of October, it also shows that the Library’s spending is on target.
Monthly Statistical Report: October 2021: Director Bradley noted the gate count has been low,
but many things are still being done remotely. The number of reference questions has increased,
however, as have program attendance and the number of passports processed. A discussion
about the percentage of fines paid and collection procedures followed.
Monthly Report Narrative: October 2021: The Director reviewed the October monthly report
and discussed PressReader, the new newspaper and magazine database, staffing issues, and
building repairs.
Trust Account Report – Friends of the Library: Director Bradley presented the Trust Account
report and explained the Friends of the Library’s purpose, organization, and how the funds the
Friends raise support Library programming. She went over how this year’s funds were allocated
and what they will be used for in detail.
Staff Reports to City Council: Yamada Enterprises for Phase Two of New Furniture. The
expenditure covered in this Staff Report will fund the second, and final, phase of a project to
update the furniture in the Children’s Room. This order will add new study carrels along the wall
opposite the ones installed this past fiscal year. The new carrels will allow better sightlines for
staff and offer customers charging outlets.
Staff Update: The last applicant from the most recent Library Aide recruitment list was
interviewed. With less than three applicants on the list, a new Aide recruitment will open in the
near future. The current recruitment for two half-time Library Techs will close on November 29.
Applicants who can move up through the organization as they gain experience are particularly
valued.
COVID-19 Updates: Director Bradley reminded the Board that the only protective measure that
the County Board of Supervisors requires is that masks be worn in the building. For the time
being, such other measures as social distancing or temperature checks are not required.
Policy Manual Update: Fines, Renewals. Library staff presented a proposal to automatically
renew items for one three-week period to decrease fines and improve customer service. A lengthy
discussion followed about how the plan would work and how statistics would be collected.
Holiday Celebration/Staff Cookies: The Director asked the Board if they would like to continue
the long Library Board tradition of bringing cookies for Library staff before the holidays. The Board
agreed to take turns providing five dozen cookies (homemade or store-bought) each day before
and after the Christmas break. Chair Carter offered to updateTrustee Seaver. The schedule will
be as follows:

Gilb Museum of Arcadia Heritage: Museum staff are getting ready for the Snow Festival on
December 4: they will provide materials for a snow globe craft. The Museum participated in the
Recreation Department’s celebration of Veterans Day: 115 guests visited the Museum to see the
new veterans’ kiosk.
Calendar of Activities for Children’s Services: December 2021: It was noted that the Calendar
needs to be corrected as the Library is closed on December 24. Director Bradley noted that
programming will resume in the auditorium in December.
Calendar of Activities for Adult and Teen Services: December 2021: The Teen Librarian is
actively recruiting for the Teen Advisory Group (TAG) Team and hoping to restart the Smart
Squad in January. Chair Carter suggested the Library do more to promote Library programming
at the Recreation Center, including advertising Library programs on the digital board.
Flyers/Articles/Posters/Attachments: The Director encouraged the Board to read the attached
article on Brooklyn Public Library’s successful efforts to encourage the public to return materials
without resorting to fines. She also reviewed flyers promoting the Library’s new online resources.
Library Board Photo: The annual Board Photo was taken earlier in the meeting as Trustee
Seaver needed to leave early.
