The City Planning Commission met in regular meeting with Chairman Anderson presiding. PRESENT: Mr. Anderson, Berky, Knutson, Robertson, Smith, Sorenson, Weickert, Klomp, Nicklin and Martinek. ABS~NT: [~. Ross and Talley. In the absence of Secretary Talley, James Martinek of the Engineering Department was named secretary, pro-tern. A portion of the minutes of the mee"ing of September 7th, 1950, pertaining to the motion by ;;tr. Knutson regarding Tract i~o. 16872, was re-worded b;y I'll'. Knutson to read as follo\7s: "Upon reconvening, motion was made by nw. Knutson that the tract be approved the same as oat last meeting, except that the city of Arlla- dia shall be responsible for acquiring the necessary :;0 fee" of land at the north end of First Avenue, but shall not be responsible for any liabilities for the improvement of the street." I"ii th this correction, motion was made by I.Ir. Robertson, seconded by i,Jr. Berky and carried that the minutes of the meeting of September 7th, 1950, be approved. The minutes of the meeting of September 21, 1950, were approved as written and mailed. Pursuant to notice given, a publiC hearing was held on the application of Ingegerd Isakson for a zone variance affecting cer- tain property on the north side of Christina Street between First Avenue and Louise Avenue to be used for automobile parking for the Safewar Market now building immediately to the north. tIr. marks explained the proposed use of the property and how it would bene- fit "he church on First Avenue, which would also be able to use the lot for parking facilities. Those opposed to the variance, and their reasons were as follows: Mr. Dyche, 54 Christina street, stated that he purchased the lot for the purpose of raising a family, and does not want cars about, and would circulate a peti- tion against the variance. }.;1'. F.II. Robinson, 1031 Louise Al1enue, does not believe the variance will do the neighborhood any good; and believes the Sateway Store has enough parking space in their C-2 area without encroaching on R-3 property. Louise Cobb, 1030 Louise Avenue, does not believe the variance is needed. The matter was taken under consideration, with a decision to be given at some future meeting. Pursuant to notice given, a public hearing vas held on the application of CarOl E. and K. Patricia Foley for a zone variance to permit the erection of' a duplex on the property located at the southeast corner of San Miguel Drive and San Rafael Road. A petition bearing the signatures of '28 surrounding pro'perty owners \7as read, protesting the proposed variance. Letter of \Jesley Davies, manager of Rancho Santa, stated that they had no objection to the variance. The following persons were opposed to the var- iance. for th1l reasons given: Geo. Ii. Gilbert, lZS San Miguel Dr., for the precedent which would be set: R. 1/. Beatton, 106 San Miguel Dr., stated that within 300 feet 20 people opposed the variance to 4 in favor. Suggested that Dr. Foley build a dwelling and erect a fence to separate it from the C-2 area: L. B. Ford, 201 San Luis Hey, wants it to remain R-l: J. C. Beatton, 122 San illiguel, on account of the precedent: Howard Dauer, 134 San !,Jiguel, stated some people did not l'eceive notices of hearing. The . . Secretary pro-tern, mentioned to the Chairman that no notices were returned. F. R. Hoban, 208 San lliguel, stated that Dr. Foley wants the variance so he can have investment property. c. O. Royse, 135 San l,;iguel, stated no resident on San ;,iieuel favored the change. Others protesting were; Martha Jones, 210 San Antonia; Nil'. Titgemeyer, 305 San hiiguel; Lois Schultz, 118 San l\.iguel; and Mrs. Beatton, 122 San illiguel. The matter was taken under consid- eration, with a decision to be given at some future meeting. Pursuant to notice given, a public hearinG was held on the application of the Arcadia Non-Profit Nursery School As~n. for a zone variance to allow a portion of lot 33, 1<I'cadia Acreage Tract, to be used for a children's day nursery. Letter from the School District stated that on account of legal liabilities, .~hat property could not be used as an automoblle en'~rance to the school. Arline Saylin, 1820 S. Santa Anita, objected to the use of the easement aCross t11at property for an entrance. I.lrs. Strecker, 170 LeRoy, stated that items could be taken in by hand. Rev. Scroggie favored the variance. No protests were registered, Resolution No. 34, recommending the granting of the variance, was introduced and read. Motion by Mr. Smith that Resolution No. 34 be adopted. Said motion was seconded by Mr. Robertson, and unanimously carried. ~Ir. Alvin A. LaPlante explained his application for use of property at the west end of Los Altos Avenue for the growinB of flowers to the wholesale trade, and would conform to setback re- quirements. Mr. Nicklin explained the zoning of the property. No action was taken. Tentative map of Tract No. 150'73, located on the northerly extension of First Avenue north of Orange Grove Avenue, was dis- cussed. Motion by r,lr. 1iieickert, seconded by Mr. Knutson and carried that tentative approval be recommended. Application of V. R. Clal'ke, 648 ',J. Camino !'leal, for permission to divide his lot was referred to Ur. Robertson and ![x. Berky to investigate. Application of B. E. Rvinger for division of property on the easterly extension of Danimere Avenue was referred to t~. Smith and IJr. Knutson to investigate. Application of the Frontier Drive-In for permission to place a sign on an existing flood light pole was referred to 1~. Smith, Knutson and Talley to investigate. Application of Lodge Oil Co. to install a sign at the nonth east corner o.f Baldwin Avenue and Duarte Road was referred to the Same committee name above. Application of D. M. McDonald for permission to build a second dwelling on the south 66 feet of the north 280 feet of lot 26, Tract No. 34;;0, located on LaCadena Avenue, was referred t.o Mr. Sorenson and ~Ir. Anderson to investigate. 1~. V. J. Villano, the applicant for permission to build a second dwelling at 1626 S. Second Avenue, was informed that a zone varianca would be necessary. The matter of approval of the Los Angeles County ~aster Plan of Freeways was held for further study. The request for the County of Los Angeles for easements for riding and hiking trails on pr~perty owned by the City of Arcadia was held for further study. Motion by 1il'.
