Tne City Planning Commission met in regular meeting with Chairman Anderson presiding. . PRESENT: M:r. Anderson, Berky, Iillutson, Robertson, Suith, Sorenson, Yleickert, Klotlp, Nicklin, l.Iansur and Talley. ABSENT: J,;r. Ross. Cornnunication from the City Clerk advised of the reap20intment of IJ:r. Church Anderson and J:.r. Gerard Knutson as members of the Planning COIlDllis13ion for terms of four years ending December 6th, 1954. The minutes of the meeting of November 16th, 1950, were approved as written and mailed. Pursuant to notice given, a public hearing was held on the appli- cation of Carl D. and Ruth B. Thomas and Collins Radio Corporation for a zone variance to allow certain cOIlDllercial uses on property located at the nOrth west corner of Santa Anita Avenue and Colorado Boulevard. The application was read. Letters fl"om the Chanber of Commerce and the Downtown Arcadia Business Association endorsed the project. Letter from Wali~er~Built Homes and Santa Anita Gardens Community Association pro- tested the granting of the variance. Letter from Rancho Santa .Anita requested that the matter be given careful consideration, with particular reference to the possibility of future applications. Attorney James Bone a Ld Attorney Kryne Van den Akker represented the applicants. WI. Bone summarized the surrounding zoning; the loca- tion of the Santa Fe tracks and the Forestry Station; and stated he had no serious objections to the reduction of zbne of the C-2 uses requested. I,lr. Van den Akker presented a pamphlet showing the type of material manufactured, an architects sketch of the proposed plan, and a plot plan. He stated that the first unit would employ between 300 and 350 enployees, on one shift. I ,. ~r. Bone stated that if the variance were eranted construction would begin within 6 nonths and be completed within 1 y€'ar thereafter. Verbal protests were registered by Robert Harris, 15 E. Fcn'est and Herb Braun, 316 Santa nosa, on the grounds that property values would be depreciated; the uses requested were too broad; traffic problems would be created; ground vibration uight result; and radio and television interference be caused. The Chairuan announced that the hearing was closed, and that a decision would be Biven at a future meeting. Pursuan t to notic e given, a public hearing \"Ias held on the matter of the acquisition by the County of Los Angeles of a right of way for a riding and hiking trail alone; the bank of the Santa Anita \';ash. J,ll'. E. I.. Lioret, trails coordinator for Los Angeles County, explained the trail as a part of the County system of trails to connect with the state trails running from Uexico to Oregon. Elmer Howell, president of Equestrian Trails, Inc., spoke in favor of the trail. John Lytle, Ken Banks and lirs. Carter objected to the trail on the ',lest bank of the wash. A re- port from llr. lIansur \'las read, recoI!lIilendinb that the trail be located on the east bank of the wash through Arcadia. notion by LIr. 8mi th, seconded by Lr. Robertson and carried that the report of l1r. I,Iansur be accepted, and recommended for ap~roval by the City Council. I . . The request of H. R. Hobson for penuission to divide the South 100 feet of the North 268.91 feet of lot 142, located on Sunset Blvd. north of Duarte Road, Tract No. 2731, into two 50 foot lots, was discussed. 1lotion. by 1lr. Berky, seconded. by 11.1'. 8mi th and carried that the applica- tion be approved. The request of J;!agnus L. Jensen to divide lot 91, Tract No. 2731, located at 1023 Arcadia Ave., into the Dest 60 feet and the East 80 feet, was disoussed. ~otion by I~. Smith, seconded by Llr. 3erky and carried that the request be granted. The request of James F. Hatcher to divide the South 90 feet of the East 114 feet of lot 2, Tract No. 13932, located at the northwest corner of Second Ave. and Las Flores Ave., was discussed. ~fution by Ill'. Robertson, seconded by }lr. Knutson and carried that the application as filed be denied, and the applicant refile and show the future use of the balance of the lot and the easement shown. Letter of R. G. Beagle requested a zone classification of the bus- iness of manufacturing f 10\'ler holders. Eotion by 1,11'. Robertson, seconded by I,ll'. Berky and carried that the re'luest be tabled for investigation as to the amount of metal to be melted. Application of Ethel l-:ae Sands for permisston to divide a lot located at the southwest corner of Florence Ave., and Palm Drive was referred to tlr. Sorenson and Llr. Knutson to investigate. The application of Frank rl. Kline for permission todi vide a lot at the southeast corner of Rodell Place and Fourth Ave., being the East 80 feb't of lot 13, Tract No. 14390, and the east 80 feet of a portion of'lots 21 and 22, Tract No. 13217, was discussed. Hotion by !.Ir. ~eickert, seconded by lir. Smith and carried that the request be granted. The application of Ephraim A. Antinsen and Karl O. Veith for permissiQ~ to build on an existing )0 foot lot on Longden Avenl1e, being the Hest )0 feet of the North )00 feet of lot 96, Arcadia Acreage Tract, was discussed. l~r. Veith stated that he could not acquire any additional frontage. l;;otion by 1ir. Robertson, seconded by !:lr. Smith and carried that the request be denied. l:otion by I.;r. Roberts_m, seconded by 1.11'. \leicl;:ert and carried that this Commission institute proceedings to consider the granting of a zone variance to permit the erection of necessary buildings and the use for public school purposes on a part of lot 6, Tract No. 949, located on De Anza Place, and that the matter be set for public hearing on December 21st, 1950. !,:otion by Ur. Knut.son and carried thatthis Commission recommend that the setback lines be changed on the north side of Genoa Street between First Avenue and Second Avenue from )0 feet to 22 feet north of the property line. Petition from property owners requesting the openinG and construc- tion of Louise Avenue approximately 950 feet southerly from its present terminus south of Christina Street was considered. Tentative map of Tract No. 15370, located at the north end of Louise Avenue and El Capitan Avenue, was referred to the subdivision cOl1l!uittee for reco.lI1!.!endation. Request of Edward G. L:arshall to divide property on the Vlest side of La Cadena Avenue south of Huntington Drive was referred to WI'. Sor- enson and Iur. Knutson for investigation. Uotion by Hr. ','/eickert, seconded by I"r. Berky and oarried that the request of the Frontier Drive-In for permission to erect a sign outside the setback lines be denied, and that the owner be notified that he might file an application for a variance from the setback lines. Application of H. G. Eccles to divide lot 78, Tract No. 12059, located at the northeast corner or Colorado BOulevard and Second Avenue, into three lots, each 68 feet wide, was referred to Hr.
