The City Planning Commission met in regular meeting with Chairman Anderson presiding. PRESENT: Mr. Anderson, Knutson, Robertson, Sorenson, \feickert, Klomp, Nicklin, Mansur, Ross and Talley. ABSENT: Mr. Berky and Smith. The minutes of' the meeting of December 7th, 1950, were approved as Wl'i tten and mailed. Letter from L. C. Danver, 102 W. Floral Ave., requested that the public hearing in the matter of a proposed zone variance for Collins Radio Company be reopened to permit the hearing of interested parties. Letter from Raymond A. Darn Co., Arcadia Central Business District Property Owners Association and Ida R. Brady, 2614 W. Olive Ave., Burbank, recom- mended that the variance be granted. Six protest petitions bearing 552 signatures were filed. Attorney Bone submitted a new plot plan and archi- tects sketch of the proposed building. r~. Carl service, manager of the Western Division, explained the operation of the plant, and answered questions from the floor. Speaking in favor of the variance were Charles Faulkner, Uood Glover, Irving ~Ul'phett, rd!'. Albaugh, tw. Oood, Harry Vauder, Charles Dandridge, tw. Iliarks, !.!r. Otton, l,w. and Mrs. Thomas, and Mr. Fox. Speaking against were Harlan Nissen, Ben Mat~ingly, Mr. Danver, Lee Banks, Herb Fratt, and Iar. KinkleI'. The protests were primarily based on possible depreciation of surrounding proper~y values and ~raffic con- gestion. The Chairman announced that the hearing was closed and a decision would be given at a future meeting. Pursuant to public notice given, a public hearing was held on the matter of a zone variance to allow cer~ain property on De Anza flace to be used for school purposes. No protests were received. tw. Stonebacker inquired about landscaping of the plot, and was referred to the school officials. Resolution No. 37 recommending the granting of the variance was introduced and read. Motion by l~. Robertson that Resolution No. 37 be adopted. Said motion was seconded by 1ir. '.leickert and carried by the following vote: AYES: Jill'. Anderson, Knutson, Robertson, Sorenson and Weickert. NOES: None. ABSENT: Ur. Bel' ky and Smi tho The reques~ of Beagle Manufacturing Co., for a classification of the business of manufacturing flower holders was considered. Upon evidence that approximately 40,000 pounds of lead would be melted each month, motion was made by Mr. Robertson, seconded b~ j~. Sorenson and carried that in the opinion of the Commission, this business would not properly be classified in Zone M-l. Application of James F. Hatcher to divide property at the northwest corner of Second Avenue and Las Flores Avenue was considered. Motion by l'll.r. Robertson, seconded by Mr. Sorenson and carried that the request be appnoved, but that the sellers be notified that the Commission will not look with favor on the use of a ten foot private drive to open rear pro- perty and that conveyances have been made in violation of Ordinance No. 807. Application of Ethel Mae Sands to divide property on Florence Avenue was considered. Motion by Mr. Sorenson, seconded by &~. lUmtson and carried that the request be approved. Application of Edward G. Marshall to divide four 50 foot lots on La Cadena Avenue was considered. ~~. Sorenson recommended that the property .4 " . . . be divided into three 65 foot lots, but Mr. Marshall stated that this would not be satisfactory. Motion by ~~. Sorenson, seconded by 1~. Knutson and carried that the request be denied. After further discussion with Mr. Marshall, motion was made by !.!r. Sorenson, seconded by Mr. Knutson and carried that permission be granted to divide into three lots each of 66 2/3 feet frontage. Application of H. G. Eccles to divide property at the northeast corner o~ Colorado Blvd. and Second Avenue into three lots was considered. Motion by !lir. Robertson, seconded by Ii!r. Sorenson and carried that the request be granted. Application of Dennis F. Perry to divide property at the southeast corner of Sixth Avenue and Longden Avenue into four lots Vias considered. Motion by Mr. Robertson, seconded by !.ir. \ieickert and carried that the re- quest be granted. Emma D. Menninger requested that the name of "santa Fe Avenue" be changed to "Old Rancri Road". Motion by Mr. Knutson, seconded by [Jr. Soren- son and carried that the request be reconnnended for approval. Peti tion from the re.sidents of N. Third Avenue requested that certain uses be eliminated from the permissible uses in Zone M-l. The matter Vias ordered set for public hearing on January 18th and February 1st, 1951. Tentative map of Tract No. 15285, located in Santa Anita Highlands, was reported on by "he subdivision commi ttee. Motion by rl~. '.veickert, seconded by 1~. Knutson and carried that tentative approval be recommended. Tentative map ef Tract No. 15370, located at the north end of Louise Avenue and El Capitan Avenue was considered. The subdivision comnittee recommended that the subdivider contact Walter Lockwood and George H. Footitt, owners of property to the north, and ~hat the layout of the tract be changed to allow access to more property. The matter of the zone variance for Collins Radio Company was again considered and discussed. Vritten report of 1~. Mansur, planning con- sultant, was read. Motion by ~~. I<Dutson that the City Attorney be instructe~ to prepare a resolution approving the application in accordance with a revised plot plan correcting traf'fic problems involved, eliminatine; ob- noxious C-2 uses requested, and embodying the substance of the Planning Consultants recommendations. Said motion was seconded by Mr. Sorenson and carried by the following vote. AYBS~ 1~. Anderson, Knutson, Sorenson and Weickert. NOES: Jar. Robertson. ABSENT: lAr. Ber ky and Smi th.
