The City Planning Commission met in regular meeting with Chairman Anderson presiding, PR~SENT: Mr. Anderson, Derky, Robertson, Smith, Sorenson, \ieickert, Klomp, Nicklin, Ross, 1.1ansur and Talley. ABSENT: fAr. Knutson. The minutes of the meeting of January 4th, 1951, were ordered approved as written and mailed, Pursuant to notice given, a public hearing was held on the matter of amending the Zon~ng Ordinance to eliminate certain uses, inclUding poultry and rabbi t slaughter, nolV permitted in Zone [J-1. Attorney Ardence Boller represented E. H, \;right and other owners, on North Third Avenue, and requested that slaughter houses be removed from permitted uses in Zone M-l, because of odors, flies, and the confusion of truck traffic on Third Avenue. Others favoring the amendment to the Ordinance were Lirs. Anderson, 20 N. Third Ave.; ~ws. Lola M. ~ay, 3b N. Third Ave.; W~. and Mrs. Harry 'fanner, 42 N. Third Ave.; Mrs, J, VI. Clark, 24 N. Third Ave.; ':1. K. LaRocque, 128 La Sie.r>ra Dr.; W~s. RUl;h I~. ':ioods, 37 11. 'l'bird Ave,; and E. H. ~:rie;ht, 44 N. Third Ave. They complained of odors, flies and scattered feathers as being a health menace. Also that heavy truck traffic on Third Avenue created a traffic hazard and endangered children crossing the street. 1iark Nottingham, 51 E. Longden Avenue, stated that the pro- perty complained of Ivas owned by the Hygiene Products Co., a corporation, of which he was a stockholder. He stated that poultry had been slaughtered on the southerly portion of the lot for the past 10 years. Also that the present building was constructed in accordance with zoning and buildin[ ordinances. If this use is now eliminated from Zone ~-l, the presQnt operator would have ammonopoly on the business in the City. ~~. Chas. B. l"aulkner, 481 Palm Drive, stated that he had inspected the plant in question and found it sanitary and conducted in a satisfactor:y- manner. City Attorney Nicklin pointed out that the present hearing concerned only the mat-cer of slaushl;er houses in general, and not only the one complained of. The Chairman announced that this first hearing TIas closed, and that the second hearing on the mantel' would be held on Februar:\, 1st. Petition of owners on North Third Avenue requesting that the Zoning Ordinance be amended to prohibit the use of residential property by conunercial vehicles as access to and from 1.i-l property was read. motion by I.ir, Berky, seconded by 1:.t.. Sorenson and carried that the matter be set for public hearing on F'ebruary 1st and 15th, 1951. ~ Communication from Agnes P. Barhart concerning the improvement of Briar Gate Lane was read. Motion by I:~. Smith, seconded by !c1I'. Heickert and carried that tile action of September 21st, 1950, avproving the requests of Robert Payton, 84 Palm Driv8; Agnes P. Earhart, 82 Palm Drive and Frederick C. ilicTntosh, 76 Palm Drive for division of property be rescinded, due to the failure of iir. ~cIntosh to enter into the cost of the improve- ment of the street. Robertson and carried that this Commission grant approval for dividing two lots off of Lot 14 and Lot 15, Tract No. 4870, facing Briar Gate Lane, and tp~ee lots out of lots 52 and 59, Santa Anita Colony, facing east on Briar Gate Lane, subject to the following conditions: 1. That each owner grant to the other owners an easement for inbresB and e&TeSS from the property. 2. That an easement fer water main and sewer purposes be Granted to the City of Arcadia, such easement to be 25 feet wide, ~lth 18 feet paved. 3. That sewers, water mains with fire h:pirants, and pavement be installed by the owners, .0: ... . . 4. That a barricade be constructed aC'20SS the end of Briar Gate Lane at the east line of lot 15. 5. That all improvement be done to the satisfaction of the City Lnginc.er. The alJplication of '.iilliam \:. Sorenson and carrie;d that the application be denied, as it would be the starting of another private street. -I y Application of 1,1a6nus L. ,Tensen, 1023 Arc::..dia Avenue, requested per- mission to amend tbe permission granted on December 7th, 1950, and divide the west 60 feet of the south 190 feet of lot 91, Tract No. 27::>1. ;.:otion by 1~. Berky, seconded by ~r. Smith and carried that the application be approved. The Regional Planning Commission submitted tentative map of Tract No. 15525, located south of Duarte Road and west of' Oak Avenue, for rec- ommendation, f.lotion by f.;r. Robertson, seconded by ;.;r, Berky and carried that this tract be recommended for denial, because it does not meet the standards of Arcadia. John G. l~ecker, 1119 S. First Avenue, and Adolph Bazant, 1230 S. Santa Anita Avenue, appeared before the Commission and discussed the pro- posed extension of Louise avenue southerly from Clrristina Street. They were advised to contact an engineer to prepare a tentative map of the area. 'rhe matter \'lus also referred to "iT. t.lansur to study. l.1r.
