The City Planning Commission met in regular meeting with Chairman
Anderson presidine.
PRESEl~: Mr. Anderson, smith, Sorenson, ~eickert, Mansur, Newell,
Ross and Talley.
ABSENT: lrlr. Berky and Robertson
The minutes or the meeting of May 8th, 1951 were ordered approved
as written and mailed.
Pursuant to notice given, a second pUblic hearing was held on the
Droposed change of zone from Zone C-2 to Zone C-3 on the property on
Foothill Blvd. between Tindalo Road and Fifth Avenue. 1~. wansur reported
on the present development of the territory. Communication from H. B.
Elbert, 1005 Northview Avenue, favored the change. Communication from
Ardene D. Boller and Jolm E. Vanderbur protested any change. Protest
petition signed by 14 property owners objected to any change. Verbal
protests were reGistered by wax Basey, 240 E. Foothill; W.R. Billing,
232 E. Foothill; Fred Kaufman, 230 E. Foothill; Emil Bolz, 1015 N. First;
1. Guardalabene, 322 E. Foothill; B.T. Napier, 300 E. Foothill; C.C. Wolf,
121 E. Foothill; and John Urben, 228 E. Foothill. Protests centered on
the fact that lots on the south side of Foothill were too snlall to pro-
vide the proposed parking area. The Chairman announced that the hearing
was closed, and that a decision would be rende~ed at some future time.
Pursuant to notice given, it was announced that this was the time and
place set for pUblic hearing on the proposed amendment of portions of
Sections 13, 15 and 16 of Ordinance No. 760, as contemplated by Resolu-
tion No. 46. Attorney Emil steck, representing the Arcadia Resident.s
Leae;ue, stated that he needed more time to prepare his case, and asked
that he be allowed to present the case at the second hearing set forth
Jtme Ebh. Attorney Arnold N. Cannon, representing the Los Angeles Turf
Club, also asked to present his case on June 12th. These requests .vlere
approved by the Commission. No other person asked to be heard. The
Chairman announced that the public hearing would be continued uptil JW1e
12, 1951, at the hour of 8:00 o'clock, P.M.
Communication from Attorney Ardene D. Boller requested a change of
setback from 75 feet to 60 feet rrom the center of the street for the
property located at 101 W. Huntington Drive, owned by B. H. McDaniel.
Motion by Mr. Smith, seconded by Mr. ~eickert and carried that the matter
be held for study.
/ The request of E. N. Lindgren to divide property at the southerly
extension of Briar Gate Lane was considered. Rep ort of ~,\r. Mansur
recommended the denial of the application on the grounds of insufficient
access, and no provision for maintenance of the private road. Fire Chief
Nellis reported that the layout was not satisfactory ~o his department.

tion be denied.
. Application of Frederick C. McIntosh to divide property at the east
extension of Briar Gate Lane was considered. Motion by r~. Smith, seoond-
ed by WlI'. Sorenson and c,arried that the application be denied, because of
the same conditions applying to tre property of Nr. Lindgren.
Application of Josephine G. Nicholas to divide property at 1020 Holly
Avenue was considered. Motion by Mr. sorenson, seconded by A~. Smith and
carried that the matter be referred to Mr. Mansur to investigate tb.e possi-
bility of Fairview Avenue bell1g extended west.
J Application of Ellen M. Morgan to divide property on Live Oak Avenue
was considered. n;otion by Mr. Smith that permission be granted to divide
as follows: (1) The west 68.33 feet of lot 54; (2) The east 19.17 feet
of lot 54 and the west 49.16 feet of lot 53; (3) The east 38.34 feet of
lot 53 and vacated Granville Avenue adjacent on the east, all in Tract No.
6641. Said motion was seconded by Mr. Sorenson and carried by the follow-

\ Jipplication of Lina Danielson to divide the west 50 feet of the prop-
erty at 1149 Sunset Blvd. was considered. Motion by Mr. ~eickert, seconded
by ~;r. Smith and carried that the application be granted, subject to the
existing garage beinemoved to clear the new lot line.
Application of Rancho Santa Anita, Inc., to divide property located
north of the Arboretum into three lots was considered. wotion by Mr. Smith,
seconded by r.ir. \leickert and carried that the application be approved,
subject to the following conditiohs:
1. That a 60 foot wide easement for water and sewer lines from Golden
West Avenue to Old Ranch Road be dedicated to the City.
That sewers be constructed in the easement.
That the easement remain a private road, With 20 feet paved.
That suitable reservations be made in the deeds to the property,
so that the 60 foot easement may be dedicated for street purposes
if and when re~uested by the City, and at no cost to the City.
v Revised applicatien of J.E. Rongatad to divide property at the south
east corner of Palm Drive and El Monte Avenue was considered. This appli-
cation contemplated the dedication and improvement of the southerly half
of Palm Drive easterly from El !;lonte Avenue. Motion by Mr. Smith, second-
ed by Mr. ~eickert and carried that permission be granted to divide as
follows:

jAPp1ication of Graham Brothers, Inc., to divide property located north
of Sycamore Avenue and ea,st of the Santa nnita Wash, being parts of lot 7
and 10, Block 94, santa Anita Tract, into four lots was considered. Moption
by Mr. Weickert, seconded by b~. Sorenson and carried that permission be
granted, subject to the following conditions:
(1) Construct water and sewer line from Sycamore Avenue to the satis-
faction of the Water Superintendant and City Engineer.
(2) Dedicate easements for the above water and sewer lines.
(3) Provide 30 foot private road right of way from sycamore Avenue,
with 24 feet paved to conform to City specifications.
(4) ~rovide accurate survey map.
Notice from the Regional Planning Commission of a public hearing on
May 24th on an application to establish a used building material storage
yard, solid-fill dump, etc. on the property south of Live Oak Avenue and
West of Peck Road was referred to Th~. Mansur to protest on behalf o~ the
City.
The Chairman appointed I,{r. Smith, Sorenson, Vleickert and Mansur as a
committee to bring in a reoommendation for amendments to the Subdivision
Ordinance.
