Mr. Anderson. Berky. KnoPP. Robertson, S~th, Sorenson. Weickert. Klomp, Mansur, Nicklin, Martinek and Talley. ABSENT: Mr. Ross. Mr. Martinek attended as a substitute for Mr. Ross. The minutes of the meeting of May 22nd. 1951. were ordered approved as written and mailed. Communication from the City Clerk advised of the appointment of Robert G. KnoPP. 940 Encanto Drive. as a member of this Commission to fill the vacancy created by the resignation of Gerard Knutsen, said term to expire on December 6, 1954. Pursuant to notice given. a public hearing was held on the applica- tion of Fred Sweeney for a zone variance to allow the property at 180 W. Huntington Drive to be cOnverted to a three unit apartment. No protests, either written or verbal, were registered. The Chairman announced that the hearing W~B closed, and that a decision would be given at ~e next meeting. \ .. Mr. Mansur submitted a written report on the application of Josephine Nicholas to divide property located at 1020 Holly Avenue, recommending that the application be denied until prOVisions are made to develop the interior of the block, possibly by the westerly extension of Fairview Avenue. Motion by Mr. Weickert, seconded by Mr. Smith and carried that the application be denied. J Application of Martha Luethke to divide property on El Monte Avenue was considered. Motion by Mr. Sorenson. seconded by Mr. Smith and carri- ed that permission be granted to divide as follows: The south 75 feet of the north 233.33 feet of the west 187.5 feet. and the south 75 feet of the north 308.33 feet of the west 187.5 feet of lot 59, Santa Anita Colony. ,Application of George Williams to divide property at 526 E. Longden Avenue was considered. Motion by Mr. Smith, seconded by Mr. Sorenson and carried that the request was granted, and that Mr. Williams be allowed to divide three 70 foot lots from the southerly part of the east 135.66 feet of Lot 2, Tract No. 8994. VApplication of Verona H. Young. 539 La Roy Avenue. to divide the south 50 feet of the north 110 feet of lot 1. Tract No. 6548, was con- sidered. Motion by Mr. Smith. seconded by Mr. Sorenson and carried that approval to divide be granted, provided the 50 foot lot be added to and become a part of the 60 foot lot to the north, and is not used as a separate building site. Application of Katie Mae English to divide property at 2331 S. Sixth Avenue was considered. Motion by Mr. Sorenson, seconded by Mr. Smith and carried that the matter be referred to Mr. Mansur to study in connection with the territory to the north to Longden Avenue, and to report back. Application of Edwin T. Long to divide property at 908 S. Alta Vis'ta Avenue was considered. Motion by Mr. Anderson that ~he request be grant- ed. Said motion lost for lack of a second. The Chairman appointed Mr. Robertson and Mr. Smith to investigate and report back. Application of Stewart-Mooney, Inc., to divide property on the west side of Fifth Avenue, north of Longden Avenue, was referred to ~~. Berky, Mr. Smith and Mr. Weickert to investigate, and to Mr. Mansur for a report. Application of Harry Gilbert to divide property at 166 Bonita Street was referred to Mr. Sorenson and Mr. Knopp to investigate. Communication from the Clayton Foundation for Research requested that the 20 foot building setback line on the south side of Duarte Road west of Baldwin Avenue be removed to allow the construction of a new building to the present property line. A letter from the West Arcadia Business Association endorsed the request. Paul Burkholder spoke in support of the request, and stated that Mr. Clayton would dedicate for the widening of Baldwin Avenue, but if the 20 foot setback was not re- scinded, the entire deal would be dropped. Motion by Mr. Robertson, seconded by Mr. Smith and unanimously carried by roll call vote that the application for the removal of the entire setback be recommended The Anderson PRESENT : t . -2- . , for denial, and that this Commission recommend that the setback be changed from 20 feet to 10 feet to conform with the other three corners. Motion by Mr. Smith, seconded by Mr. Weickert and carried that this Commission recommend that the offer of Rancho Santa Anita to dedicate for street purposes the intersection at Old Ranch Road and the north entrance to the Arboretum be accepted, provided arrange- ments are completed to have the area paved by the County. The matter of a zone change from Zone C-2 to Zone C-3 on Foothill Boulevard was discussed. Motion by Mr. Smith, seconded by Mr. Weickert and carried that the City Attorney be instructed to draw a Resolution recommending that no action be taken until a definite program and plan can be worked out for the territory/ Pursuant to notice given, it was announced that this was the time and place set for the second public hearing on the proposed amendment of portions of Sections 13, 15 and 16 of Ordinance No. 760, as con- templated by Resolution No. 46. Mr. Knopp disqualified himself and left the table, stating that he had signed the petition requesting the proposed amendments, and had been active in its submission. Emil Steck, attorney, appeared on his OYlIl behalf, and as a representative of the Arcadia ResidentA League. He traced the history of zoning in Arcadia, and particularly with reference to zoning for horse racing. He also cited the earnings of the Los Angeles Turf Club. He contended that the Los Angeles Turf Club was originally incorporated for the purpose of horse racing, and that the proposed elimination of certain uses from Zone 5-1 would not be inconsistent with the original zoning allowing horse racing, and would not make the property financial- ly unsound. He urged that the property of the Turf Club be continued as a horse racing plant only. At the close of his talk, he filed a written summary of his remarks with the Commission. Bryant Burton, attorney, continued by tracing the history of the proposed World Transportation Fair, and the organization of the Arcadia Residents League to combat it, including the circulation of the petition presently under consideration. He contended that any use affecting so many residents of the City should have strict regulation, and stated that the present business license ordinance did not give complete pro- tection. He requested the elimination of the six specified uses in Zone S-l, or that Section 13 should be amended to provide that larger assemblages of people for purposes other than horse racing should be subject to the regulations of Section 16, Paragraph B. He filed with the Commission a written summary of his remarks, and a copy of the transcript of the hearing on the application of the World Transpo~tion Fair. Victor Ford Collins, general cODDsel for the Los Angeles Turf Club stated that over a long periOd of time the Turf Club had had similar uses, and contended that they were legal uses, under the provisions of the Zoning Ordinance. He stated that the remarks about the Turf Club earnings were not correct. He thought the main objection to the crowds was the traffic confusion, and that the removal of the Pacific Electric lines and the widening of Huntington Drive would cure the condition. He urged recreational facilities as a morale builder. Jack Moore, 312 Vaquero Road, urged that the property should be used for racing, and not recreational purposes. Harry Cooke, 707 S. Old Ranch Road, complained of traffic conditions caused by the large gathering of people. In the absence of any other witnesses, the Chairman announced ~at this second and last hearing was closed, and that a decision would be rendered at some future meeting. Motion by Mr. Sorenson, seconded by Mr. Smith and carried that the meeting adjourn. f~.~~
