The City Planning Commission met in regular meeting with
Chairman Anderson presiding.
PRESENT: Mr. Anderson, Berky, Knopp, Robertson, Smith, Sorenson,
Weickert, Mansur, Nicklin, Ross and Talley.
ABSENT: Mr. Klomp.
The minutes of the meeting of July 24, 1951, were ordered
approved as written and mailed.
Pursuant to notice given, the second public hearing was
held on the application of Carl D. and Ruth B. Thomas and Aroadia-
Monrovia Realty for a change of zone from Zone R-l to Zone R-3 on a
portion of the property located at the northwest corner of Santa Anita
Avenue and Colorado Boulevard. Mr. Marks explained his plans for the
area, stating that it would be subdivided into lots, approximately
50 feet by 150 feet to an alley, and offered for sale for R-3 use.
That the tract would be restricted, and with architectural control.
Also that planting would be made to screen out the objectionable
features of surrounding property. Motion by Mr. RObertson, seoonded
by Mr. Smith and unanimously carried by roll call vote, that the
application be recommended for approval, and that the Ci~ Attorney
be instructed to draw a resolution to that effect. Mr. Smith explained
that his second was based on the presence of R-3 and C-2 property in
the immediate location, and to the location of the Santa Fe Railway
and the U. S. Forestry Station.
Pursuant to notice given, a public hearing was held on the
application of the Arcadia Non-Profit Nursery School for a zone
variance to allow the conduct of a nursery school at 1611 South Tenth
Avenue, in Zone R-l. A majority of the property owners within 300
feet had signed the application, favoring its granting. Mrs. Mary
McNiesh, president of the group, explained the owners not signed could
not be reached. Mr. R. H. Norton, owner of property across the street,
spoke in favor of the petition. Dr. Freeman Koch of Temple City,
Warden of the Church of the Transfiguration, stated that the Church
needed the use of the property now being used by the school. He also
stated that the school was beneficial to the community. No protests,
written or verbal, were registered. Motion by Mr. Knopp, seconded by
Mr. Berky that the application. be recommended for approval. Mr. Smith
stated that he did not question the need of the school, but thought
that the location in Zone R-l might be a poor location. Also that the
lot was narrow and would not provide sufficient parking space.
Mrs. McNiesh stated that the parents operated car pools, and that
provisions would be made for parking in the rear of the building, and
would not be a problem. Mr. Knopp amended his motion to provide a
three year time limit on the variance, renewable without a public
bearing, at tbe option of the City Council. The amended motion was
unanimously carried by roll call vote.
j Mr. Knopp submitt'd a favorable ~eport on the application of
Walter Eaton to divide property at 1731 South Sixth Avenue, as follows:
the West 60.84 feet of the East 130.84 feet of tbe South 115.62 feet,
and the West 76 reet or the East 206.$4 feet of the South 116.62 feet
of lot 113, Arcadia Acreage Tract. Motion by Mr. Knopp, seconded by
Mlo. Sorenson and carried that the application be granted.

Mr. Berky reported on the application of James B. Herman to
divide property at 1234 Short Street"stating ~hat a dwelling on the
spli~ would be in front of the existing.dwelling, and that the lot
would not have access to a street in Arcadia. Mr. Smith suggested
that the people of the area open a street to connect Short Street and
Armijo, to improve drainage conditions. Motion by Mr. Berky, seconded
by Mr. Smith and carried that the applica~ion be denied.
.; Mr. Smith reported on the applica~ion of Harry A. Horton to divide
property at 925 Mayflower Avenue. He stated that it was a reasonable
request, due to the original layout of the improvements. Motion by
Mr. Smith, seconded by Mr. Robertson and carried that permission be
granted to divide as follows: The South 52 feet of the North 112
feet of the East 150 feet, and the South 52 feet of the North 164
feet of the East 150 feet of lot 15, F. A. Seier Tract.
Application of Edward Marshall and J. W. Spichtig, owners,
and McDonald H. Ourtis, purchaser, of property on LaCadena Avenue
south of Huntington Drive, was considered. Mr. Sorenson reported that
the property had previously been under consideration, and that permission
had been granted to divide into 66,66 foot lots, and recommended no
change. Motion by Mr. Sorenson, seconded by ~~. Berky and carried
that the application be denied. Mr. Marshall stated that inasmuch
as the property was Zone R-3, he thought the request should be approved.
. Application of Earl A. Warren to divide property between
Second Avenue and Third Avenue north of California Street was con-
sidered. Motion by Mr. Berky, seconded by Mr. Sorenson and carried
that parcel No. I, being the North 91.4 feet of the South 323.85 feet
of the West 215 feet of Block 58, Santa Anita Tract, be approved, and
that parcels No.2, 3 and 4, being the North 183.4 feet of the South
323.85 feet of the East 200 feet of Blook 58 be denied as submitted,
but approved as two lots of 61 feet each, and one lot of 61.4 feet.
Motion by Mr. RObertson, seconded by Mr. Smith and carried
that the request of Mr. Warren that the setback on the west side of
Third Avenue, from California Street to the Santa Fe Railway, be
changed from 35 feet to 25 feet be recommended for approval.
Robert Walker, agent for G. Stanley Wheat, submitted a
tentative map of an unnumbered tract, being a subdivision of the
south 332.5 feet of lot 85, Tract No. 808, located south of 1009
Tenth Avenue. Mr. Smith stated that in his opinion, the depth of the
lots warranted a 75 foot width. Mr. Walker stated that the property
was substandard, in that the rear portion was at a low level and
virtually unusable. He stated that the intention was to improve with
a good class, three bedroom home. Motion by Mr. Smith, seconded by
Mr. Weickert and carried that approval be recommended, provided the
tract be divided into five lots of equal width, being approximately
66.5 feet each.
Communication from the City Clerk called attention ~o the
provisions of the City Charter regarding the election of Chairman of
the Planning Commission. Mr. Anderson suggested that the matter be
given some thought, and that he would call for such election at the
next meeting.

Communication from L. S. Turner, 1120 South Mayflower Avenue,
inquired about the intention of the P~anning Commission to open streets
to divide the rear of deep lots. The Secretary was instructed to
notify Mr. Turner that the Commission was working on the problem, and
that they would keep him informed.

The Secretary notified the Commission of the application
of Daniel J. Slattery for a zone variance to allow the use of an
auto wash rack on the west side of Santa Anita Avenue north of Hunt-
ington Drive, and that the matter was set for hearing at the meeting
of August 28, 1951.
Mr. Smith reported on the progress of the Subdivision Com-
mittee in their study of the Subdivision Ordinance, as contained in
the minutes of their meeting, attached to these minutes. Written
report from Mr. Mansur was read recommending a comprehensive general
plan of streets, adoption of a new subdivision ordinance which would
also include the lot split ordinance, and urging consideration of
having an aerial survey made. Mr. Lem Ward offered help in develop-
ing a plan ror the division of property west of Sixth Avenue and
South of Longden Avenue. He w~ thanked for the offer and told he
might be called on in the future. Motion ~ Mr. Smith, seconded by
Mr. Robertson and carried that the City Attorney be requested to
pre-pare a draft of a new subdivision ordinance, cooperating with Mr.
Mansur.

The City Attorney presented and read Resolution No. 50
recommending the granting of a zone variance to allow the operation of
a non-profit nursery school at 1511 South Tenth Avenue. Motion by
Mr. Knopp, seconded by Mr. Berky and carried that Resolution No. 50
be adopted.
Motion by Mr. Weickert. seconded by Mr. Berky and carried
that the meeting adjourn.
