The City Planning Commission met in regular meeting with Chairman
Anderson presiding.
PRESENT: Mr. Anderson, Berky, I<nopp, Smith, Sorenson, Weickert,
Klomp, Mansur, Nicklin, Ross and Talley.
ABSENT: Mr. Robertson.
Mr. Anderson announced that, as discussed~ the last meeting, this
was the time set for the selection of a Chairman for the comdng year.
The meeting Was turned over to the Secretary, who distributed pre-
pared ballots and requested each Commissioner to mark his selection
for a Chairman. The ballots were collected and counted, with the
following results:

The minutes of the meeting' of August 14, 1951 were ordered approved
as written and mailed.
Pursuant to notice given, a public hearing was held on the application
of Daniel J. Slattery for a zone variance to allow the establishment
and operation of an automobile wash rack on the west side of Santa
Anita Avenue, north of Huntington Drive. Written protests from
Everett Watt, A. K. and Margaret Barbour, Marie M. and Ross E. Wilson,
S. Morein and S. P. Gillam. Mr. Slattery stated that in his opinion,
the business would be a benefit to the neighborhood, and that the
building could be moved if future development should warrant it.
Keith Peck stated he thought it would bea desirable addition. Everett
Watt and S. Morein stated they desired a more worth-while development
of retail stares or service establishments. After all parties had been
heard, the Chairman announced that the hearing was closed, and a
decision would be rendered at a future meeting.
'Mr. Sorenson reported that the request of T. I. King, 1530 S. First
Avenue, to divide the East 75 feet of the West 200 feet of the South
101.25 feet 01' lot 1, Tract No. 808, was reasonable, in that it met
all requirements. Motion by Mr. Sorenson, seconded by 11Jr. Smdth and
carried that the request be granted.
JMr. Earl C. Warren made a second application to divide the North 50
feet of the South 323.85 feet of the East 200 feet of Black 58, Santa
Anita Tract. Motion by Mr. Smith, seconded by Mr. Sorenson and
carried that the request be granted.

, .,' vApplications from Edward G. Marshall, J. W. Spichtig and McDonald H.
Curtis for the division of lots 19 and 20, Tract No. 2828, were con-
sidered. Motion by Mr. Weickert, seconded by Mr. Smith and carried
that divistons be granted as follows~ Those portions of lota 19 and
20, Tract No. 2828, lying southerly of a line perpendicular to
Lacadena Avenue and passing through a point in the easterly line of
lot 20 distant 100 feet northerly from the southe~st corner thereof,
to be divided into two lots SO feet each, for financing purposes only;
and the northerly 100 feet of the southerly 2QO feet of lot 20, Tract
No. 2828. ,
JCombined applications were received from G. Stanley Wheat, Harold L.
Woodruff and Rex A. Flaherty to divide the southerly 332.5 feet of
lot 85, Tract No. 808, into five lots 01' 66.5 feet each. Motion by
Mr. Knopp, seconded by Mr'. Berky and carried that the applications
be granted.
JMotion by Mr. Smith, seconded by Mr. Sorenson and carried that the
application of Leo C. Beauchemin to divide that portion of the
north 80 feet of lot 124, Arcadia Acreage Tract, lying west of Seventh
Avenue, except the west 191.06 feet,thereof, be granted.
A petition bearing twenty-two signatures and letters from Vaiden C.
Ross and Mrs. Ray J. Kude complained of the operation of a neon sign
in the front yard of Edmund Wolkowski, 83 W. Palm Drive, in Zone R-l.
The matter was held for further study, and referred to Mr. Mansur to
investigate and to submit a recommendation on the operation of
lighted signs in residential areas.
The Subdivision Committee reported on the tentative map 01' Tract No.
17329, located at the northwest corner of Santa Anita Avenue and
Colorado Boulevard, and recommended its approval, subject to the
following Conditions:
1. Lots 1, 2 and 3 to be divided into two lots.
2. That no entrance or exit be allowed to Colorado Blvd.
3. All streets and alleys to be barricaded at the north
end and also to show provision for a two foot strip
of "future street".
4. Entrance to garages must be from the alley where alleys
are provided.
5. Tract shall be subject to all requirements of the
Engineering and Water Departments.
G. The street shown as being 50 feet wide shall have
standard width improvements with Darrow parkway
adjacent to the railroad.
7. The SUbdivider to furnish a letter of approval from
utility companies with the submission of the final
map.
e. Front setback on the interior lots to be 20 feet
instead of 25 feet.

9. Provide a 10 foot setback from alleys for all bUildings.
Motion by Mr. Smith, seconded by Mr. Weickert and carried that the
recommendations of the Subdivision Committee be accepted.
Tentative map of an unnumbered tract west of Sixth Avenue and south
of Longden Avenue was referred to the Subdivision Committee for recom~
mendation.
Communication from Lakewood Park invited the Commission to inspect
its development near Long Beach on September 14, 1951.
Motiob by 1~. Smith, seconded by Mr. Berky and carried that in the
future street names for new streets be submitted by the subdivider,
subject to approval by the Street Superintendent.
Mr. Wendell Phillips discussed a zone variance on Baldwin Avenue
north of Huntington Drive. He was told to contact the Secretary
during office hours.
City Attorney Nicklin presented and read Resolution No., 51 recommending
the granting of a change of zone from R-l to R-3 on a portion of the
prope~ty at the northwest corner of Santa Anita Avenue and Colorado
Boulevard. Motion by Mr. Smith, seconded by Mr. Knopp and unanimously
carried by roll call vote that Resolution No. 51 be adopted. .
Chairman Anderson requested the City Attorney to give a written
opinion on the matters mentioned in the note on the minutes of July 24,
1951, to be submitted preferably at the next meeting.
Chairman Anderson also requested that each Commissioner study the
proposed Ordinance governing signs, submitted by Mr. Mansur.
Motion by Mr. Smith, seconded by Mr. Knopp and carried that the
meeting adjourn.
