Quach, Administrative Services Director By: Henry Chen, Finance Manager/City Treasurer SUBJECT: PRESENTATION OF THE GENERAL FUND FISCAL YEAR 2020-21 YEAR ENDING RESULT, FISCAL YEAR 2021-22 MID-YEAR BUDGET REVIEW, AND PROPOSED PROJECTS FOR THE AMERICAN RESCUE PLAN ACT (“ARPA”) FUNDS Recommendation: Approve Use of ARPA Funds; Receive and File Reports SUMMARY Staff will review the General Fund Fiscal Year 2020-21 year ending result, Fiscal Year 2021-22 Mid-Year Budget status, and proposed projects for the American Rescue Plan Act (ARPA) Funds with the City Council at this meeting. No modifications are requested to the adopted General Fund Budget at this time. It is recommended that the City Council approve the use of ARPA funds as presented previously and provide additional direction on Budget items as appropriate. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), under Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT No adjustments are requested at this time to the adopted FY 2021-22 General Fund Budget. Contingent upon City Council direction, additional budget appropriations would come forth as each of the approved ARPA funded projects are instituted. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project and is therefore, exempt under, the California Environmental Quality Act FY 2021-22 Mid-Year Budget Review & Use of ARPA Funds February 15, 2022 Page 2 of 2 (“CEQA”); and receive and file the Mid-Year review presentation, and approve the proposed projects using the American Rescue Plan Act (“ARPA”) funds.
