PRESENT: Commissioners Anderson. Balser. Barky. Knopp and Sorenson ABSENl': Commissioners Pratt and Robertson OTlERS PRESENT: Hulse, ~Iansur, Nicklin, Rogers and Talley The IIlinutes of the meeting 01' October 13, 1953, were approved as 'IlTitten and ma:I.lad. . Pursuant to notice given. a second publlc hearing WIIS held on the application of various property owners to change the zoning on .Fa1l"liew Avenue from Balchdn Avenue to fIolly Avenue. from Zones R-l and R-2 to Zone R-3. Mads Madsen.S37 Fail"liew Avenue. John Nurfett.. 419 Fail"liea Avenue. Floyd Hil'l, 618 Fairv1ea Avenue and Sam Camarata. 1031 Holly Avenue. favored the change. stating that the property should be put to a more profitable use. A. ~I. Baker. 460 Fairviell' Avenus, spoke in opposition to the change, pointing out the undesirable uses that might occur if the property'l:lel"e developed to the maximum allowed by Zone R-3. He stated he would not oppose a change to Zone R-2. and thought that would allmf sufficient density for tat street. The Chairman stated that the Commission was trying to lead to the best plans 1'01' the future of tba Ci tYI that Arcadia was on the periphery of one of the largest cities in tha country, and that tbl pressure .1'01' changes would be great. but that the beet future for t.ha City, as a whole. sllould be kept in mind. The Chairman declared the hear.l.ng closed and :referred the matter to the Planning Consultant for a report and stated that a deoision would be made at a future meeting. Sorenson stated that in his op:l.p1on, the development ot this lot would be an improvemant in the neighborhood. Motion by ;.11'. Sorenson. seconded by ~Ir. Barley, end carried. that thllrequest be recormnendsd for approval. Request of. L. M. Duntley. 975 Singing Wood Drive, to divide property was referred to 111'. Berky and 111'. Water Super- intendent and Planning Consultant were read. 11rs. Arllne Saylin Fry stated that the location of the stable shown on the map was 1ncorrect, that it ocoupied a part of Lot 2. ~lr. Balser stated that it was not en ideal subdivision, but that he wuld not oppose the 50 toot street on account of it serving only three lots. !{otion by:>lr. Balser, seconded by t1r. Knopp, and oarried, that the tract be recommended for approval. Tentati're map of Tract No. 19653, located north of Camino Real and east of Tenth Avenue, was oonsidered. Reports of ths City Engineer, Water Superintendent and Planning Consultant ~lar~ read. Mr. Balser stated Lot 10 was not desirable. Mr. ;.lansur suggested that a plot plan be required. for Lot 10 to sho<r the possible development. Sayre, 861 La Cadena Avenue, requested permission to add a den on the rear of an eXisting dwelling with a :mar yard of 10 feet betMeen the proposed addition and an existing garage. Anderson, and carried, that the Ci t:t Attorney be instructed to prepare a resolution t.o recommend zoning as set out on a l!lBP prepared by the City Engi.naer. The Chairman asked that the City Attomayprepare a 1'eso1.ution recommending the mnendment of tha Zoning Ordinance as it appli9s to more than one house on a lot in Zone R-1, for adoption at thl next meetingo . . The City Engineer stated that he was gathering data on the Dllltter of required parking spaces. Resolution No. 126. recommending the granting of the application. of Joe E. Earll, and others, for a zone var:l.ance to allow the construction of an automobile service station and multipledl1lellings on the east side of Second Avenue. between Duarte /load and Alice Street. was read by the City Attorney and studied and dis- cussed.
