The City Planning COmmission met in regular meeting with Chairman Knopp
presiding.

'l'he m1nutes of the meeting of December 22. 1953, were epproved as written
end mniled.
The Commission considered and discussed the application of various owners
1'01' !l change of zone on Duarte hollll.' east 01' Baldwin Avenue from Zonae R-1 and
Rm2 to Zones R-3 ond C-2. 'l'he Secretary submitted a lIIap showing the present
zoning and on overlllf showine the zoni.n~ requested. Mr. Mansur submitted a
writtod report recollllllllnding the denial of the petition as presented, ond
recommending that consideration bo given to rezoning tor commercial l1se with
adequate off street parkine and the widening of Duarte R!lad, and for rezoning
part of the R-1 property to R-2. The Commissiol1 agreed that too lIlUch areIl is .
now zoned R-3. IEr. Robertson ste;tod he felt that thie particUl.ar area re'luired
further study, end that the block as a whole should 'be coneidered. Mr. Knopp
pointed out that the Commission now has under study a comprehensive zoning
plan for 'the commercial area. Mation by MT. Pratt. seconded by IJr. Gorenson
and esrried that the City Attorney be instructed to prepare a reuolution
recolDlll8nding the denial of the petition.
The request of Fred J. Darms, 300 Palm Drive. for penm.ssion to divide
the south 15 feet of lot 60, Tract No. 13188, lIIIlldne a new bu.ilding site facing
Albert '::lIf. was reported on by Mr. Belssr and IEr. Derlty. Mr. Beleer stated

division granted August 26. 1952. affecting property across the stroet, and
stated that a court case was nOl:l pending. He stated that the property owners

strictions, end urged that this epplication be denied. The matter of reao~

Motion by Mr. Robertuon, seconded by Mr. berky anti carned that Mr. Mansur be
requesttld to submit a report on the proposal.

Mr. SoreneOA that the request be recomnended for approval as being in sub-
stantial compliance i1ith the Zoning Ordinance. Said mation wae eeconded by

Request of Rogers Sales Company for pe1'lllission to mOve tow dwelli.ngo
onto a lot at 2l8~220 South Socond Avenue having existing builclings which
do not oonform to yard requiremante was considered. The City Attorney ruled
that Section 15~4c-b vrould allO\11 the non~conform:l.ng buildinge to remain, e.nd
would t!lke precodence over Section 3-5. The eppllcant offered to post a
bond to gum'alItee the completion of too moved in buildinge.
Motion by Mr. Pratt, seconded by Mr. J.nderson and curried that this
CollllDieeion recollllllllnd to the City Council that an ordinance be adopted to
require the posting of a bond to guarantee the completion of e:tIY buildinga
moved into or i1ithin the City.
Mr. Pratt diacUBsed the condition of' Second Avenue between Hu.ntinz-ton
Drive and Colorado Bouleva.rd. Motion by Mr. Pratt, aeconded by Mr. Balser
and oarried that the City Engineer be requested to investigate and report on
the possibUlty ot. opening Second Avenue into Colorado Bouleva.rd.
Motion by Mr. llDbert80D, seconded by Mr. Anderson and carried that the
City l\ttorney be instructed to institute the necessary proceedings to require
that non-conforming buildings be eliminated before additional construction
io made. Mr. Mansur '3aS instructed to investigate and make reco~13etione
on the matter.
Upon inquiry of the SecretBl7, the City httorney ruJ.ed that the term
"ravareed frontage" used in Section 1$"'C-3-d of the Zoning Ordinance abould'
apply only to a. "revltreed corner lot", as defined in the OrdiJlance.
The Secretary raised the question of issuing building permits for two
nparlment houses at 865 1'iest Huntington Drive 1rl.th the only nece&s to the
garages through the drivBl1!lYa at 855 and 675 \'ieet Huntington Drive. All of
the above property is owned or will be O\msd by one ol'lller, Jack !.lams.
Motion by Mr. Pratt. seconded by Mr. hldersoB and carried that a pennit be
granted only when and if a title report is i'urniehed shO\7ing recordation of
mutual easement 1'01' iDgress and egress affecting the thros lots, w1~ut elt'-
ception as to title.
The Secretary stated that the City Engineer had requested that enell
Commissioner study the proposed excavation ordinance recently subIJlitted, so
that some recollllllSJ:U1ation could be made at the next meeting.
ChaJ:rman Knopp requested thllt each Commissioner eubmit concretu
suggestions and recollllllandations for the plAnnil1€; and bettermem of the C1ty
during the coming yearo
