SUBJECT: PLANNING C01MfJISSION MINUTES.
Too City Planning Commission met in regular meeting with Chair-
man Knopy pree1dlng.
PRESENT: Commissioners Ande;rson" Balser, Knopp" Pratt and
Sorenson. '
ABSENT: Commissioners Berky and Robertson.
OTHERS PRESENT: Forbes, Hulse, Mansur, McGlasson and Talley.
Mr. Nioklin entered too mee,tins at 9:40 P.M.
The minutes of the meeting of Jsnuary i2, 19$4, were approved
as written and mailed.
The matter of establ1ahing zoning on cl ty-owned propar>ty on
SiXth A:venue near Live Oak Avenue and property on Live Oak Avenue,
as, requested by too City Couneil, was considered. A written report
was received 1'rom the :planning Consultant recommending that no
illlll1ediate action be tal<en and that the City Attorney be requested
fol' an opinion as to the zoning status of this property and other
city property upon sale and that a study be made of the propel' zon-
ing and oontemplated development of all city propElt'ty. Motion by
MI'. Balser, seoonded by iill'. Sorenson and oB.ITied, that thi s Oomm1s-
a~on acoept the report of the PlanninS Consultant and follow the
recommendations set out in the report.
The request of Theodore B. Holmes, 606 E. Camino Real, for
pe:rmission to divide property was referred to Mr. Sorenson and Mr.
Berky to investigate and report.
The request of Zelma MSl'guerite Smith, 1702 S. Santa Anita
I\venue, for permission to divide property at the north extension of
Grace A venue was referred to the Subdi vis ion Committee for' investi-
gation.
A oommunication from Vi. fl. Scott, 2407 Sixth A venua, offering
to dedicate a portion of hi s property ibr the purpose of the exten-
sion of Rodell Place was considered. The matter was referred to M1'.
Balser to investigate and to Mr. Mansur ani the City Engineer for a
report.
A comrJun1catlon f'I'om P. R. Jerome, 156 :Y. Longden Avenue, re-
questing pormission to build a second dwelling on a lot containing
14,3$0 square foet Viall considered. Tho matter was referred to Mr.
So:r>enson to investiGate and also to Mr. Uansur and Mr. Nicklin for
a :r>eport as to the applioability of Section 15A-4 of the Zoning
Ordinanoe.
A communication from the Industrial Brush Company, 114 St. Jo-,
seph St., requested cancellation of the restriction in the zoning
va:rianoe Gl'anted to them by Resolution No. 2277, setting aside the
rear halt' or the property for automobile parking spaoe, and 0 frering
to substitute a restriction to parkingCll:LotJ.Blook 79. Santa Anita
Tract, located across the 81 ley 1'rom their present property. Mr.
M~'Ul' stated that he saw no objection since the Sl'ea proposed for

Pratt. seconded by Mr. Sorenson and carried that the City Attomey
be requested to prepare the necessary procedure to grant the re-
quest and that suoh prooedure shall include the proposed regulation
of automobile parking contained in Resolution No. 133 prepared by
this Commission but not yet adopted.
A communioation from the City Engineer. attaohing a rough
draft of the proposed ordinance to regulate excavation and fill of
property was considered and discussed. ~Hotion by Mr. Balser.
seoonded by Mr. Anderson and carried that this Commission approve
the proposed ordinance in prinCiple and that the details be worked
out by the City Engineer.. Building Official. the City Attomey and
the Planning Consultant.
The 'Seoretary stated that he had been requested to issue a
permit for a swimming pool in the required side yard of a corner
lot and asked for an opinion as to the legality of such a peI'lllit.
r~. Pratt stated that he felt pools should not be located in re-
quired side yards of corner lots. IIlotion by Mr. Pratt. seconded ,
by Mr. Balser and carried that the City Attorney be instructed to
prepare a resolution in accordance with Section lSA-1 of the Zoning
Ordinance. l'eoolllll1Elnding that swimming pools not be allOlVed to
encroach in the required side yard of a corner lot.
Notice from the Regional Planning Commission of a public heSl"-
ing affecting property on the west side of Res emead Boulevard south
of Huntington Drive. propes ed to be ohanged from Zone R-3 to Zone
C-l was considered and ordered filed.
The request of Hugh H. Stevens. 381 W. Camino Real, to divide
proporty was referred to Mr. Knopp and Mr. Balser to investigate.
The request of Martin Kordick to divide property south of
Laurel Avenue. east of the Santa Anita Vlash, was l'efe1'l'ed to the
Subdivision Committee to investigate.
The matter of drIveway easements oovering property at 855.
865 and 875 W. Huntington DrIve. d1 scussed at the last meeting,
was again brought up for discussIon. The Secretary stated that Jack
Morris. owner, had been informed by the title company that he could
not grant an easement to himself on his adjacent property. An
agreement form prepared by 1.1r. Morris. agreeing to grant reoiprocal
easements if and when any portion of the property was sold, was
read and considered. Motion by Mr. Pratt, seoonded by Mr. Sorenson
and carried that such an agreement would be satisfaotory to the
Planriing Commission if approved by the City Attornsy. Later in the
evening the C1ty Att"rney approved the agreement with the addition
of an additional paragI'aph to the effect that suoh agreement should
bl9 binding upon the heirs and assigns of Mr. MOI'X'is and his wife
~d that the agreement should be enforoible by the City of Arcadia.

Avenue and east of Eighth Avenue was refe1'l'ed to the Subdlv1a 10n

Mr. Larry Burks, 319 Fa1rv1ew Avenue, addressed 1;he Comm1ssion
regarding a lot split granted upon property at the soutmvest cornel'
of Huntington Place and Park Avenue. statinB that in his opinion
there was a possible violation of tract restrict~ons and t'hat a
similar applioation was possible on the lot at tb9 northwest corner
of Park Avenue and Fairvievl Avenue. HeV/as informed that the City
could neither enforoe nor brenk tract restrictions and that if
restrictions existed they could be enforced by the o\'lners of prop-
erty in the tract.

As requested by the Chairman at the last meeting, the Comm1s-
sion discussed suggestions and recommendations for the plenning and
betterment of the C1ty during, the coming year. Mr. Balser pre-
sented II program as f'ollows:

1. The possibility of regulating by ordinance the si:z;e
of houses as suoh regula,tionais removed by tho ex-
piration of' tract restrictions.

EncoUl'agement of' the subdivision of' land-locks d land
by inviting subdividers and O'Nners to make use of'
the futUl'e street plan prepared by this Commission
and by consulting with the City Engineer. Planning
Consultant and the Secretary of' the Commission be~
fore the filing of tentative subdivision maps.
The extension of' Baldwin Avenue from Colorado
Street to l<'oothill Boulevard. .
Planning for the futUl'e development of the civic cen-
ter and the possible purchase of land located to the
north, includi.ng the possibility of' sale of sny prop-
erty owned by the City and not reeded fOl' public
pUl'poses,

Consideration of the regulation of' keeping of poultry
and small animals in Zone R-O to conform to that now
required in ~one R-l.

The beautification of Huntington Drive from Michillinda
Avenue to Holly Avenue.
Consideration of the regulat ion end the enfoDcen:ent
of suoh regulation regarding walls, fences, shrubs, etc,
looated in city parkways, espeoially as they might be
cons idere.d safety ha:z;ards.
Mr. Sorenson suggested a study of the Zoning Ordinsnce wi th
the possibility of rezoning a portion of the area now zoned R-)
into Zone H-l.

Mr. Knopp suge;ested the following:
I. Possibility of the creation of !l joint planning staff
and the shlll'ing of expensas to serve thi s and other
areas, possibly inoluding Arcadia. 1!onrovia snd
Siwra Madre.
2. Recommending to the Council the setting aside of scme
funds each yelll' to assist in the opening of' new sub-
divisions by some aid in the pUl'ohaBe of key prop-
erties to provide access.
Ml'. Nicklin sUGgested a study and compilation of all setback
ordinanoes exl'sting in the City wi tb the thought or standardizing
such setbacks.
The City Attorney presented and read the title of Resolution No.
135, reoommending the denial of an application f'or a change of zone
from Zone R-l to ~one R-3, affeoting certain property on the north
side of Haven Avonue between Santa Anita Avenue and First Avenue. 'fhe
contents of the resolution were discussed. r.fotion by r!:r. Pratt,
seoonded by Mr. Balser and clll'ried that the reading of the bo dy of
the resolution be WM VEld. (.lotion by I,Yr. Sorenson, seconded by Mr.
Anderson and carl'ied that Resolution No. 135 be adopted.
