The City Planning Commission met in regular maet1ng with Chair-
man Knopp presiding.

~suant to notice given, a publiC hearing was held on the
application of Herbert A. Mo11no and others for a change of zona
from Zone R-2 to Zone 0-3 on each side of ~arte Road. beginning ap-
proximately .300 feet east of Baldwin Avenue and extending east
approximately 400 feet. A communioation from Minnie Cuccia, owner
of property in Zone C-2, favored the ohange. Attorney Ardene Boller
represented the applicants and stated that this present application
for Zone C-3. including the agreement to dedicate propeI'ty for the
widening of Duarte Road. had been submitted at the suggestion 0.1' the
Planning Consultant to. substitute reI' the application to change to.
Zone 0-2 previo.us1y submitted. Mr. Bo11er briefly stated the need
for more business property In this area and the adaptability 0.1' these

Zone R-l to Zone ;;:-2 on each side of Duarte Road" beginning approxi-
mately 700 feet ef,at of Baldwin Avenue and extending east approxi-
mately to. La Cadena Avenue. A cammunication fram Le Ray Andersan,
474 West Duarte Road, favored the ohange and requested that hie prop-
erty be included. A oommunication from Malcolm Davis, $34 West Du6l'te
Raad. opposed. the ohange an the grounds that the area 1s presently
developed to. R-L use and that any change mignt be detrimental to the
present improvements. Attorney Ardene Baller represented the appll-,
oants and poInted out the large deep lots in this area, stating that
they qou~d not be develaped to their best use under the existing R-I

Pursuant to notice given, a public hearing was held on the
applioation of Helen S. Howser for a zone variance to allow the con-
struotion and operation of a gasoline service station on a portion
of Lot 10, Tract No. 13487, looated at the southeast corner of Colo-
rado Street and Oakhurst Lane. A communication from Ernest c.
Renaud, owner of property on Renoak Way, protested the granting of
the variance, stating that the investment in residential p:r>operties
in the neighborhood should be protected. A letter from Rancho Sante.
Anita. Inc. also opposed the granting of the variance. A p:l ti tion
bearing twenty-five signatures of owners adjacent and nam' the prop..
erty opposing the change t1as presented and read. A oommunication
from Ranoho Santa Anita Residents' Association bearing signatures of
fifty persona opposed any ohange in the p:r>esent zoning. Fred N. HOt1-
ser presented a large soale map or the area, showing its relation to
the Santa Fe Railroad right-of-way, Santa Anita Turf Club, the
Frontier Drive-In Restaurant, the Frontier Motel and a nursery, stat-
ing that all of these developments tended to shot7 the oommeroial
nature or the area. He stated that the State Highway Department
estimates that 20,000 ca:r>s and trucks travel Colorado Street eaoh day.
Ho also requested that the City Attorney investigate the legal effect
of formal' zone variances on the present applioation. Verbal protests
to the granting of the pl)t1tion were registered by James Blum~ 38 East
Huntington Drive, representing twenty-five petitioners reslding in the
area; u~s. Helen E. Curol, 250 Oakhurst Lane; E. F. O'Oonnor, 270
Renoak Way; Ernie Taylor, 280 Oakhurst Lane; and Paul Gadber. 306 liar-
vardDrlve. No other person desired to be heard and the Chairman
declared the hearing olosed. The matter was referred to the Planning
Consultant, the COmmissioners. the Polioe Department and other
interested officials for oonsideration and report and speeifically to
the City Attorney to consider the errect or priCl' zoning.
Pursuant to notice given. a public hearing was held on the appli-
cation or La Verne H. Morse and Margaret I. Morse for a ZOne va:r>iance
f'or the purpOlS e of' growing, oul ti vating, propagating and sale or
orchids and similar plants on the west half of Lot 16, Los Robles de
Santa Anita Tract. located at the southeast oorner of Foothill Boule-
vard and Michillinda Avenue. A oommunioation from Glenn H. Hiatt pro-
posed purohaser and operator of the establishment stated that he
wished to amend the applioation to provide that his personal dwelling
be construoted on the .front portion or the lot and that the business
structul'e be oonstruoted in the rear facing Ml,ohilllnda Avenue. Com-
munications of protest from E. Van Dornick and lloward Garrison were
read, stating that the property is now limited to residential use by
deed restriotions and that any varianoe might only be an opening
wedge to other applications for business uses. Petitions signed by
seventy persons residing on Foothill Boulevard and in Rancho Santa
Anita protested the granting of any variarwe which \yould be in viola-
tion of present residential restriotions. Attorney Ardene Boller
represented ~~. Hiatt and presented an arohiteot's sketoh showing the
construction or the proposed cOlIllI>>rcial building. Photographs show-
ing th.e prer;ent oondition of the lot had been submitted with the
applioation. Mr. Boller stated that he had been informed that if
this va:r>iance were granted by the City, t.he Trustees of the Baldwin
Estate \'I1ould procure e. relaxation of the deed restriotions. .Mrs.
Betty Isabel MaoLeay. 1140 Foothill Boulevard and adjacent to the
proposed site, favored the varianoe on the grounds that the growing
and sale of orohidswould not be obnoxious 8l'ld would be much better
than the lot in its present ooncl1t1on. James P. Frazier. 600 Old
Ranoh Rond, also favored the applioation. Harry In. Vawter, Director
of aanoho Santi! Anita Property owners' Assooiation, presented
wr1tten protest a from the direotors of the Association, attaching a
copy of the oriBinal deed restrictions of the Los Robles de Santa
Anita Tract. He refe~ed to recent rezoning in the City of Pasadena

west of Miehil11nda Avenue, stating that eons1deratlon had been
givon to the City of Arcadia 1n plaolXlg the north side of Foothill
Boulevard in Zone R-l for a distanoe of 150 feet west of fUohill1nda
and in Zone R-3 for an additional 350 feet and felt that the same
oonsideration should be shown by the City of Arcadia by denying this
application. Verbal protests were registered by Herman Summer, 1150
West Foothill Boulevard and J. s. Monroe. 890 West Foothill Boulevard.
No other persons desired to be heard and the Chairman deolared the
hearing closed. The matter was refewed to the Planning Oonsultant,
the Commissioners and other interested officials for consideration
and report.

Pursuant .to notice given, ,a pUblic heElI'ing was held on the
application of Arcadia-Monrovia Realty for a change of front yard
requirements .on property fac1. ng on proposed Southview Road in Traot
No. 19503 (an unrecorded tract) to allow a 20-foot depth of front
yard instead of the requirod 25-foot depth. Mr. Marks stated that
this followed the same plan used in a preVious tract at the northwest
corner of Santa ~ta Avenue and Colorado Boulevard where garage
entrance is provided from alleys in the rear and a lo-root setback
from tha alley is required. He stated that the restrictions in this
tract would be similar to the restrictions in Tract No. 17329. There
VJaB no objeotion to the change and the Chairman declared the hearing
closed. Motion by Mr. Pratt, seconded by Mr. Robertson and unani-
mously carried that the City Attorney .be instructed to draw the '
necessary resolution to reoommend gr~ting of the requested variance.
Application of' Theodore B. Holmes, 606 East Camino Real. to
divide property was reported on by fill'. Sorenson and Mr. Berky. They
stated that while the lots would not have II. 75-toot frontage, they
would comply in area and would be an improvement to ,the neighborhood.
Motion by Mr. Sorenson. seconded by Mr. Berky and oarried that pe%'-
mission to divide the East 70 feet of the West 158.91 feet of the
North 126 feet of Lot 122. Aroadia Acreage Tract. be recommended for
approval.
Application of Zelma Marguerite Smith, 1702 South Santa Anita
Avenue. for permission to divide property at the north extension of
Grace Avenue was reported on by the ~ubdivision Committee. A report
from the Planning Consultant WfiS read stating that if the application
i3 approved, ~t\U'e street strips should be placed to prevent addi-
tional parcels being developed without proper'divlsions and dedica-
tions of street. It was the ooinion of the Subdivision Committee
that future ext<ensions ot this < development would be requested and
that access shOUld be provided to Santa Anita 01' Louise Avenue.
Motion by Mr. Pratt, seconded by &!r. Robertson and carried that the
matter be held for further study of an over all plan and that the
applicant file a tentative map of II. subdivision of the entil"e area
with the possibility of recording 1n separate tracts.
A propqsaL of W. R. Soott. 2407 South S1xth Avenue to dedicate
property for ~treet purposes on Rodell Place. west of Sixth. was
reported on by Mr. Balser. A report from the Planning Consultant
stated that ~ offered dedication would not conneot with any exist-
ing dedicatea. l:itreet and that 11' a dedication 1s made. it should
extend aoros~ the entire .north side ot the subject property to con-
nect with Ro.qe.:!,l Pla.ce n01r dedicated. It was the opinion of Mr.
Bal ser and th~ Cl ty Engint3er that the opening of Rodell Place we uld
be desirable. Motion by 141'. Balser. seoonded by ~4r. Anderson and
oa1'1'ied that the prasent otfer to dedicate be racolllll1ended for denialtand that the City Er.\ginee:r and Planning Consultant work with r4r.

The request of F. R. Jerome, 156 West Longden Avenue. for per-
mission to build a seoonfi dwelling on a lot containing 14350 sq. f't.
was reported on by Mr. Sorenson. A report f'rom the Planning Con-
sultant stated that no provision of' the Zoning Ordinance would
automatically cover this situation but that there might be suf'f'io1ent
grounds for the granting of a variance to alloVl the request~ based
partially on the fact that an 80-foot flood control. right-of-way
adjoins the property on the west. The City Attorney, assuming the
correctness of dates as set out in the Planning Consul'tant's {Deport,
conourred with the re!lart. Motion by Mr. Sorenson, seconded by Mr.
Berky and carried that the request to build a second house be
recommended for approval as being in substantial oOlnpliance with the
requiremants of the Zoning Ordinance.
A request ot Hugh IT. Stevens. 381 West Camino Real, to divide
property was repol'ted on by Ml'. Knopp and Mr. Balsel'. Motion by Mr.
Balser. seconded by Mr. Knopp .and carl'ied that permission to divide
the North 85 feet of' Lot 48, Tract No. 10933. be recommended f'or
approval provided the improvements mest all yard requirements.
The request of' Martin Kordlok to divide propel'ty south of' Laurel
Avenue and east of the santa Anita Wash was reported on by the Sub-
division Co~ttee. A report from the Planning Consultant stated
that in his opin10n the lot a as requested wouldrequlre variances
before residenoes could be built. Motion by Mr. Pratt, seconded by
Mr. Balser and carried that the matter be held for further study and
that the Planning Consultant be requested to study the property
located to the south of this present application for the purpose of
submitting a proposed plan for the entire area.
Tentative map of Tl'act No. 20098. located south 01' No~an Avenue
and east of Eighth Avenue. was repcrted on by the Subdivision Com-
mittee. A communication from Harold D. owings, owner, and David P.
Slater, develope~r was read requesting that consideration be given
to the proposed 5~-foot street and to the lots less than 7S feet in
width because of the location of the tract and tha developmant ~or
the surrounding area. A report f'rom the Planning Consultant recom-
mended that an e1'1'ort bemade to dispose of the narrow south end 01'
the tract to adjaoent property owners which would shorten the street
and reduce the number of lots in the tract and would probably pro-
'vide more adequate means of sewage dispOSal. Mr. Slater submitted
floor plans and elevations of the dwellings proposed to be oon-
structed on the tl'act~ including plot plans for Lots 10 and 21.
~iotion by Mr. Pra'tt. seconded by Mr. Balsel' and carl'1ed that the
applioants be requested to submit a new tentative map providing 1'01"
the improvement with pavement, curb and gutter of' that portion of
Lot 1 shown as future stl"eet and shOlling all of the lots on the west
side of the proposed nOl'th-south stl'eet to have at least a 75-foot
width.
The request of Waltel' Q. Moore to divide two pil'cels of land
on the west side of Baldwin Avenue south of Hugo Reid Dl'1ve was
repo~ted on by Mr. Knopp end Mr. Berley. Motion by 1\71'. KnoPP.
seconded by Mr. Bel'ky imd carried that pe1'lll1ssion to divide that por-
tion of Lot. 6. Tl'act No. 949, lying west of Baldwin Avenue, beginning
1632.25 feet north of Huntington Dzoive and extending nOl'th 400 feet.
into four lots 100 feet wide be l"9oommended for approval and that
that portion of Lots Sand 6. Tract No., 949. ly1ngwest of Baldwin
Avenue and beginning 2032.25 feet north at Huntington Dzo1 ve and
extending north to Hugo Reid Dzoi ve to be divided into two paroels be
reoolll!ll9nded for approval, both approvals being subject to the
removal o:r demolition of' all the buildings on the property.

Final map of Tract No. 15558. locata.d on Lads Lane between
'fhird Avenue and Fourth Avenue, was presented for approval. A report
from tho City Engineer stated that additional sewer laterals would be ;'
required but that sewer mains and street improvements were existing. V
He recollllIl9nded that- the utility lines serving the dwelling on Lot 4
be located before finsJ. approval ot' the tract. motion by I\'lr. Pratt,
seconded by Mr. Robertson and carried that the tract be recormnanded
for final approval subject to the location of the above mentioned
utility lines and that any necessary easements be shown on tne map
before presentation to the City Council for BPP!'Oval.
Final map of Tract No. 19769, located south of.Lemon Avenue be-
tween Santa Ani te. A venue and First A venue. was presented for approval.
A report from the City Engineer recommended approval of the tract but
stated that evidence should be submitted to the City showing the con- ./
sent of the School District to permit street drainage to flou onto
its property. Motion by Mr. Balser, seoollded by !Ill'. Pratt and car-
ried that approval of the tract be reoommended subjeot to the pre-
sentation to the City of the oonsent of the School Diatriot to
reoeive the drainage from the street.
A cOllllUunication fl-om James Ronal d Fetridge.arohi teet. on behal r
of Herbert Hezlep. Jr.. requested a variance in the front yard require-
ments of Lot 1. Traot No. 13184, located on Hampton Road west of Bald-
win Avenue, to comply with the tract restrictions which require 40
feet along the easterly 110 feet of the lot and 15 feet on the balance
of the lot. On account of the curved front line of the lot and its
relation to other lots In the tract, motion by Mr. Sorenson. seconded
by !Ill'. Anderson and carried that the yard requirements of the tract
be recommended for approvsJ. as being in substantial oompliance with
those required by the Zoning Ordinanoe.
Mr. Balser suggested that if the reper ts 01' the Planning Con-
sultant on various matters oould be made in time to be mailed out to
the Commissioners tor consideration while viewing different properties.

Mr. Knopp announoed that on account of a required business trip.
he would not ,be present at the next oommission meeting.
Tbs City Attorney presented Resolution No. 137. regulating the
location of swimming pools. The Chairman requested that copies be
sent to Mr. Pratt. Ml-. Robertson and JIill'. Berky for study and report
at the next meeting.
Mr. Knopp read a communication !'rom the City Attorney, reviewing
el1d analyzing the appointments of the members ot' the Planning Commis-
sion and setting out the expiration dates of any appointments made to
succeed the present mambership in order to comply with the require-
ments of the City Charter. The letter was ordered fUed.
There being no further busines, the meeting adjourned.
