SUBJECT: PLANNING COMMISSION MINUTES
The City Planning Commission met in regular meeting. In the
absence 01' Chairman Knopp, Mr. Balser served as Chairman pro tam.
PRESENT: Commissioners Anderson, Balser, Berky, Pratt, Robert-
son and Sorenson
ABSENT: COlIIIl11ssionel' Knopp
OTH!mS PRESENT: Hulse, Mansur, Rogers, Talley and McGlasson.
Mr. Nioklin entered the'meeting at 8:55.
The minutes of the meeting of February 9, 1954, were approved
as written and mailed.
The request of Harold E. Everett, 130 East Syoamore Avenue, to
divide property was .reported on by rnr. Jl.ndel'son and Mr. Robertson.
It was agreed that the lot met all oity requirements. Mr. Robertson
stated that he understood the sale had been made and that, in his
opinion, realtors should make oertain that lot splits had been
authorized berors offering property for sale. Motion by rnr. Ander-
~on, seoonded by /41'. Robertson and carried, that per.m1ssion to
di vide the West 75 fest 01' the East 307.05 feet of the North 242
feet of Lot 4., Block 90, Santa Anita. Tract, be recommended for
approval.
A oommunication trom Zimco Electrio Suppiy Company, 136 West
Las Tunas Drive, requested a c1arifioation 01' their wholesale
electrical supply business in Zone 0-2. A subsequent communioation
requested that the matter be taken off the agenda for the present
time. The Chairmen orde1'ed the matter held in abeyance unt1l a
further request was reoeived trom the applicant.
A revised tentative map 01' Tract No. 20098, located east of
Eighth Avenue at No:rman Avenue, was oonsidered. One lot as shown
on the orig1na1 tentative map had been eliminated trom the revised /
map and all of the lots on the west side of the street were 75 feet
wide 01' more. A report trom the City Engineer was received, making
oertain recommendations partioularly concerning sewer easement
through Lot 20 end a Water DepSl"tment Une through Lot 13. Motion
by Mr. Pratt, seconded by 1\/Il'. Robertson end carried, that the re-
vised tentative map be 1'eoommended tor approval subject to the
oonditione set out in the report of the City Engineer.
A revised ~ of a lot split at the extension of Grace Avenue.
requested by Zelma Marguerite Smith, and consisting of three lots
plus the extension of Grace Avenue was considered. Motion by Mr.
Pratt, seconded by Mr. Robertson and oarried, that the division of
property as shown on the map be reoommended for approval subject
to the following oonditions: .
1. That the division line .between Paroe1 1 and Paroe1 2
be shifted to provide a minimum of 75-foot floontage on
Parcel 2.

2. That offer of dedication for future street or a
grant deed covering a one-foot wide strip be required
along the westerly end of proposed Grace Avenue and
along the northerly side of proposed Grace Avenue
West of Parcel 2.

The matter of the application of Herbert A. ~ollno and others
for a ohange of zone f'romZone R-2 to Zone C-3 on each side of
Duarte Road east of Baldwin Avenue. on which a public hearing had
been held was oonsidered. A written report from P4l'. Mansur was
read. X'ecoll!lllending the change of zone subject to the deeding 01:
property for the widening of Du9I'te Road. the opening 01: an alley
south of Duarte Road and the 01:1'91' of dedication for future street
at the rear of the lots on the north aide 01: Duarte Road. Mz>.
Anderson questioned the need of the 500-foot depth for businese
purpos~s and stated that he would prefer that the rear of the lots
be del1.Oted'to R-2 use on a future stl'eet. r4l'. lTatt stated that
he favored the present ohange but would still like to see a study
made of the entire area. Other members of'the Commission oon-
ourred with Mr. Mansur's l'eport. Motion by M1>. lTatt. seconded
by Mr. Robertson and unanimously c8I'I'ied by roB call vote, tllat
the City Attorney be instructed to prepare the necessary resolution
to recommend the change of zone as requested. subject to the 1:01-
1.0wlng condi 'tions:
1. Dedication or ten feet on each side of Duarte Road
for widening of the street.
2. Offel' of dedication as future street of a 30-foot strip
along the north end of Lots 41 and 42. Traot No. 3430, to
be used as one-half of proposed Aroadia Avenue.
3. Dedioation of' 30 feet for alley purposes at the south
end of Lots 4. 5 and 6. Tract No. ~090.
The applioation ot George H. Jelinek and others for a ohange
of' zone from Zone R-l to Zone R-2 on each side of' Duazota Road be-
ginning approximately 700 feet east of Baldwin Avenue end extending
east to La Cadena Avenue was considered. A written raper t from
1I'Ir. ManaUl' was read, reoommending the granting of the change 01'
zone subjeot to the dedication of lend for widening DuaI'te Road and
tor the opening of Arcadia Avenue. P4l'. Robertson stated that the
property was not now developed to its fullest extent and that. in
his opinion, a stUdy on a oomprehensive scale should be made of
the entire area. Other members conourred with Mr. Mansur'S report.
Motion by P4l'. Robsl'tson.seooncied 'by Mr. Sorenson and unanimously
carried by roll call vote. that the City Attorney be inetructed to
drmv a resolution recommending the granting of 'the ohange of zone
as requested, subject to the following conditions:
1. Dedication of ten .teet on each side of Duarte Road for
the widening of the street 1'01' the entire length of the
re-zoning. .
2. Offer of dedication as future stl'eet of 30 feet along
the northerly ends of Lots 43. .teL 47. inclusive. Tract No.
3430, to be used 1'01' the opening of proposed Arcadia Ave-
nue.
A cOlJllDunication from F%'ed N. Howser advised that he would be
out '01' town on this date and requested that. a decision in the mat-
ter of the application of' Helen S. Howser for a zone variance to
allow a gasoline sel'vice statlonat the southeast corner of'

Colorado street and Oakhurst Lane be continued until the next
rrwetlng. The Cha11'man ol'dared the 'lettel' filed and announced
that consideration of a decision on the matter would be contin-
uod until the next meeting.
The matter of the application of' La Verne H. Morse f'or a zone
v8I'iance to allow the growing and sale of orohidsand similar
plants at the southeast cornel' of Foothill Boulevard and Miohillinda
Avenue was considered. A written report f'rom Mr. Mansur was read.
recommending that the application be denied and stat~ng that the
City should not encourage the violation of' deed restrictions by re-
zo.n111g property f'OI' use not permitted by such restrictions. All
of the members of the Commission concurred with r.rr. rlansur1 s report.
Motion by !/lr. Pratt. seconded by rrl"r. Berky and carried. that the
City Attorney be instructed to prepare the necessary resolution to
recommend the denial of the application.
The Chairman appointed Mr. Sorenson, Mr. Robertson and Mr.
Balser as a committee to work with the Secretary in the preparation
of the budget for the year 1954-55.
A communication from Fred J. Long, 490 Leroy Avenue. requested
a variance to permit an addition to an existing dwelling to ba
located at 3l-foot setback from the front property line, stating
that it would comply with other houses in the vic1n1ty. The
Secre.tary reported that a survey of the area disclosed' that at
least three houses to the west and the adjacent house to the east
of the applicant's property are now oonstructed at a 30-f'oot set-
back although the Ordinanoe requires 35 feet. Motion by Mr. Robert-
son. seconded by Mr. Sorenson and carried, that the request be
recommended for approval as be~g in substantial compliance with
the requirements of' the setback ordinanoe.
The request of George E. Lewis and Robert H. Stettler for per-
mission to divide property at the east end of Oakhurst Lnne was
ref'erl'ed to Mr. Pratt and Mr. Berky to investigate.
The request of Edgar Dewees. 1416 South Fourth Avenue, for
permission to divide property was referred to Mr. Sorenson and Mr.
Balser to investigate..
A communication fram Arcadia-Monrovia Realty suggested that
the business of mortuaries be placed in a special use classifica-
tion to provide suitable of'r-street parking nnd attac~ed newsp~per
clippings indicating that similar action is being taken by the
City of Monrovia. The matter of proper zoning for mortuaries was
discussed. Motion by Irl"r. Pratt, seconded by Mr. Sorenson and
carried. that the City Attorney be instI"Ucted' to institute the
necessary proceedings to amend the Zoning Ordinance to place mortu-
aries in a special use zone and pending suoh amendment, that a
resolution be prepared under the provisions of Section 15, recom-
mending that mortUBl'ies be classed along with theaters. au~toriums
and other similar places of assembly and that one 'parking space. be
required for each foUl' seats in the building. The Chairm~ commended
the Arcadia-Monrovia Realty for bringing this matter to the attention
of the Commission.

A report from the City Engineer regarding the offer oflJ'J. R.
Scott to dedicate land for the opening of Rodell Place was read.
The Engineer recommended that the City acoept the dedication of.
. twelve feet additional width for Rodell Place from Sixth Avenue to
Leda Lane, providing dedication i,s made of a regular width street
conneot~. leds Lane with the dead end of Rodell located west of

Leda Lane. Motion by ~. Robertson, seconded by Mr~ Berl<y and
carried, that the Commission accept the recommendation or the City
Engineer and instructed him to contact the interested parties con-
cerning such dedication.
Mr. Bergh addressed 1;he Commission regarding parking area 1'01' ,
an apartment house located at 145 Golden West Avenue, stating that
when the ten-unit apartment \lTas constructed about two years ago
garage space was provided for rive' cars and open parking for an
additional five cars and that the present ownsI' desired to provide
more covered parking but that the available l;Ipace limited such
building to four cars. Rfotion by Mr. Berky" seconded by Mr. Andsr-
son and unanimously carried by roll call vote, that the idea of
providing nine garages for ten apartments be denied.
Mr. VJilliem Fraderic~. 316 East La Sierra Drive. addzoessed the
Commission regarding the divisioll of property at the end of Wigwam
Avenue south of Laurel Avenue. He was informed that the report
f'rom Mr. r€ansur had not vet been reoeived but that the matter would
be considered at the next meeting. '.
Resolution No. 137, proposing to govern the location. 01' swim-
ming pools, was disoussed. It was the opinion of the City Attorney
that a swimming pool is a struoture and as such could not be
plaoed in required f'ront, side 01' rear yards except in gonformanoe
with Seotion I5-C-3-d. It was the opinion of the Commission that
there would be no objection to a swimming pool oocupying the
required rear yard. The city Attorney was instructed to institute
the necessary proceedings to pZ"ohibit the constroction ot' a swim--
ming pool in the required slde yard on the street. side of' a corner
lot.
The City Attorney p:resented Resolution No. 138. recommending
the granting of a zone variance to pel'.lD1t deviation f'rom f'ront
yard requiI'ementain Tract No. 19503. Motion by Mr. Berky'.
seconded by Mr. RQbertson and oarried, that the reading of the
body of the Resolution be wa1ved. Motion by Mr. Robertson.
seconded by Mr. Pratt and carried. that Resolution No. 136 be
adopted.
