SUBJECT: PLANNING COMMISSION MINUTES
The City Planning Commission' met in regular meeting with Chair-
man Knopp preSiding.
PRESENT: Commissioners Anderson. Balser, Berky. KnoPP. Pratt.
Robertson and Sorenson
ABSENT: None
OTHERS PRESENT: Hulse. Mansur, Nicklin, Rogers, McGlasson and
Talley
The minutes of the meeting of April 13. 1954-. were approved as
v~itten and mailed. '
Pursuant to notioe given. a public hearing was held on the ap-
plication of PasoadiaRealty Company for a variance on property on
Lucile Street to allow an extension of the present building for use
of United ParcelServlc.e. Mr. Baker, representing the United Parcel
Service, stated that the land on Which the variance Was requested is
owned by the United Par~el Service and cannot be used by them for
purposes for whioh it is presently zoned and that no other adjacent
land would lend itself to the improvement desired. No other person
desired to be heQl'd. The Chairman declared the hearing clo'sed and
referred the matter to the Planning Consultant and the City Mauag&l'
for r.eports. .
Pursuant to notice given. a public hearing was held on the ap-
plication of Chat'les C. Anderson and others for a change of zone
from Zone B-1 to Zone B-2 on property located at 1020, 1024- and 1028
South First Avenue. No communications were reoeived and no person
desired to be heard. The Chairman declared the hearing closed and
referred the matter to the Planning Consultant and the City Pllanag€iI'
for reports. '
The request of Don S. Sl ateI' to d1 vide property at Fa.1:rview A ve-
nue snd Park Avenue was reported on by Mr. Sorenson and Mr. Pratt.
The matter of deed restrictions on the proPEll"ty was disoussed. Mr.
Pratt suggested that it might be possible for the Commission to
ignore the tract restrictions and leave the responsibility up to the
owner. of the property. Mr. Mansur stated that, in his opinion, the
Commission should. not knowingly ignore tract restrictions and stated
that permission might be granted to divide the property subject to
complying with such restrictions. Motion by Mr. Sorenson, seconded
by Mr. Pratt and carried that permission to divide the westerly por-
tion of Lot 42, Tract 11969. having a frontage of 85 feat on Fairview
Avenue and a width of 42.64- feet at the rear, be recommended for
e.pproval subject to the owner complying with applicable tract
restrictions.
The request of Joseph M. Jahn. 501 East Camino Real. to divide
property was reported on by Mr. Balser and Mr. Pratt. Action on the
request was defe~ed and the City E~neer requested to show. the
relation between this division and propos ed Tract 1964-7. r.ater in
the meeting the matter was again considered. Motion by Mr. Balserp
seconded by Mr. Pratt and carried that permisaion to di vide s portion

of Lot $8, Traot 808. as listed below be reoommended for approval
subject to the reoordation of Tract 19647:
Paroel 1 - the West 48 feet of the south 216.2$ teet to be
dedicated for street purposes;
Parcel 2 - the East 57 feet ot the west 105 teet of the south
156.25 f'eet;
Parcel 3 - the East 71 feet of the west 176 feet of the south
156.25 feet;
Paroel 4 - the East 128 feet of the west 176 feet of' the
north 60 feet of the south 216.25 teet. to be included in
Traot No. 19647 as Lot No.1.
Second request of Henry W. Traver. 1570 South Tenth Avenue. to
divide property yas reported on by Mr. Knopp and Mr. Balser. A com-
lI1Unicstion fioom Mr. Traver stated that the lot depth had been in-
oreased fioom 114 feet to 130 teet and consented to a deposit to cover
cost of construction of curbs and gutters in future Camino Raal but
stated that such deposit must come from the proceeds of the sale of
the lot. Motion by Mr. Balser. seoonded by Mr. Knopp and carried
that pe~iselon to divide the ~est 130 feet of the south 65.5 feet of
the north 198.40 feet of Lot 37. 1~. A. Geier Tract. be reoommended
for approval subject to including in any esorow for the sale of the
lot a condition that funds in an amount to be estimnted by the City
Engineer be set aside and deposited with the City of Arcadia to pay
for construction of the ai'ol'"esaid curbs and gutters.
The re~eat of Mae ffl. Covell, 478 West Camino Real, to divide
property was reported on by Mr. Knopp and Mr. Berky. The applica-
tion requested permission to divide a lot 60 feet .in width. It was
the opinion of the Commission that a wideI' lot would be more satis-
factory and' that the width should be increased to 65 feet. Motion by
14:'. Barky. seconded by Mr. Knopp and carried that permission to
divide the East 65 feet of the north 140 feet of Lot 73.' Tract 6509.

A communication from Bates Chevrolet. 850 South Baldwin Avenue.
re~e8ted that a small portion of the rear of their property now
located in Zone R-) be rezoned and made a part of Zone C-2 to conform
to the balanoe of their property. The Secretary was instructed to
notify them that it would be necessary for them to flle a formal ap-
plication for zone change.
The Commission considered the application of Sam V. Gordon end
others for a change of 30ne from ZoneaR-l and R-2 to Zona R-3. e.1'fect-
ing property on tho east side of First Avenue located between the
Amerlcan r.egion Club House and Foothill Boulevard. A report from the
City Manager stated that various city departments could foresee no
particular advantage or disadvantage in such a zone change. A l'e;Jol't
from the Planning Consultant stated that the property was desirable
for use as R-l and R-2. as evidenced by the present improvements, 'and
recommended against the gI'anting of the pel1.tion. The Secretary sub~
mitted a map showing the location of protests which were registered
at the hear ing. Motion by Mr. Robertson. seconded by Mr. Sorenson
and un'm11oously carried by roll call vote that the City Attol'l1ey be
instructed to prepare a resolution reoommending the denial of the
application.
The Commission considered the applicat10n of Market Basltet for

stated that he saw no objeotion to the granting of the varianoe pro-

surrounding developments it might be impossible to provide an addi-
tional amount of parking. Motion by Mr. Sorenson, seoonded by Mr.
Anderson and oarried that the City Attorney be .instructed to prepare
a resolution reoommending the granting of the ~plication and inolud-
ing a provision that Lot 3. tho balance of Lot 4. end Lots 5 and 6
be maintained for off-s~reet parking purposes as pre~ently developed.
The final map of Traot No. 20098, located south of Norman Avenue
and east of Eighth Avenue. was considered. A report from the City
Engineer was read. oa11ing attention to street right of way shown as
54 feet and that Lots 19 and 20 have less than 7500 square feet in
area; also setting out oertain reoommendations as to drainage ease-
ments and improvemants required. Motion by Mr. Pratt. seoonded by Mr.
Balser and oarried that the final map ot TraotNo. 20098 be reoom-
mended for approval subject to the recommendations and requ1r<3ments
as noted in the report of the City Engineer, dated April 27. 1954.
The final map of Tract No. 16665, located north of Colorado Boule-
vard at Arcadia Wash VlIlS coneidered. A report fi'Om the City Engineer
mald.ng oertain reoommendations as to drainage channels and required
improvements was read. A lengthy disoussion was had I'esarding the oon-
struotion and possible damage ~om a drainage channel across Lots 15.
16 and 17. including the possibility of requiring that the subdivider
post a bond guaranteeing maintenance of the ohannel and futUI"s protec-
tion of property owners and the City of Aroadia. Mr. J. 1'. Niohols.
627 Santa Hosa Road. stated that in his opinion there had been a
diversion of water and that the channels were not sufficiently pro-
teoted. Mr. rtobertson called attention to the faot that the tentative
map of this traot had been recommended for disapproval by this Commis-
sion and that approval had been given by the City Councll. Mr. Hulse
stated that if the Commission preferred, they might rafer the map to
the City Counoil without reoommendation. Motion by lllr. Pratt that
While this Commission is cognizant of the faot that lots inoluded in
this traot are not up to standard and had so reoommended on the tenta-
tive map, that the final map be reoommended for approval subject to
the recommendations oontained in the letter of the City Engineer and
subject to a satisfactory drainage easement baing dedioated to the
City of Aroadia or County of Los Angeles aoross Lots 15. 16 and 17,

I\1'ter further discussion. motion was made by Mr. Pratt, seconded by
Mr. Knopp and carried that final map of Traot No. 16665 be reoommended
for disapproval for the same reasons assigned in the action on ths
tentative mapp but if the City Council sees tit to approve the mapp
then such approval should oontain the follew/ing conditions:

Revised final map of Traot No. 20108, located on Firth Avenue at
Leda Lane was considered. The only revision of this mep was ohanging
Lots 7 and 8 from a depth of 180 feet to a depth of l~O feet. A
report from the City Engineer reoommended that the tract be approved
subject to the oonditions set out 1n his report of' Maroh 23. 1954.
Motion by Mr. Robertson. seconded by Mr. Hal sar and oarried that the
final map of Tract No. 20108 be l'aoommended for approval subject to
the following conditions:

Engineer, dated lIlarch 23, 1954. .

A comm.n1cation from Myrtle M. Kessinger. 1210 South Eighth Ave-
nue. req,uested a variance to permit the raising of earth 1.7orms on her
property and also on the relll" of the property at 1202 Sout h Eighth
Avenue. The City Attorney stated that beoause the raislng of' el1nh
worms is not set out in the p~rm1ttad uses in Zona R-l, the business
was probably illegal. The Cha1rman stated that the applicent might
apply for a zone variance to cover the conditicn.

A report of' the City Engineer making certain reoommendations as
to lmproVEllOOnt of city perkways was considered. It was the consensus
of opinion that sidewal. ks in commercial and industrial areas if con-
structed should be of concrete and extend from the property line to
the curb. The requirement of conorete or asphalt driveway approaches
, was discussed and it was decided that where eoncrate sidewalks exist
approaohes should be of concrete; otherwise to leave it optional with

that this CommissIon approve of the work being done by the City
Engineer on this matter and suggest that he continue the work and
uhen in l.'inal form, present it to the City Council tor approval.
The report 01' the plAnning Consultant regarding changes in the
cOlllll1eroial zones was disoussed; also the advisability of' combining
ohanges of the text of the zoning ordinance \v1th aotual zone changes
of proparty in one hearing. The City Attorney stated that oombining
ohanges 1n the map and the zoning ordinance migpt be very oumbersome.
The Chairman advised separate hearings affecting changes in the com-
meroial zones and height 11m1ts in Zone R-3. 140t10n by Mr. Robertson,
seconded by M1'. Pratt and caN'ied that the C1 t;y Atto;on8Y be instructed
to prepare the neoessa:ry proceedings to hold publio hearings ooncern-
ing the proposed changes in cOlllllBroial zoning and also to hold a sep-
arate publio hearing concerning the proposed change of building height
in Zone R-3.

Petitions signed by approximately 156 residents regarding the
raisIng of poult~ referred to this CommissIon by the CIty Counoll
were oonslda:red. The Chairman requested thut copIes of the petition
and the accompanying letter be prepared and mo.1led to each OommIs-
sioner and the Planning Consultant for study.
Revised tentative map of Tract No. 20316. located on Third Ave-
nue north of Camino Real was referred to the Subd! vision Committee
for study and repol't.
The request or W. F. Robinson, 1054 MayflOll1er Avenue. for a
varianoe from rear yard requirements to parmi t an add! tlon to the
dwelling, extending within l2i feet of the exIsting garage was oon-
sidered. Motion by Mr. Knopp, seoonded by Mr. Pratt and carried
the.t the request be .recommended for SPPl'oval as being In substantial
oompliance \'lith the zoning orQ1nanoe.
Mr. BerJ;;v )rought up the lDI1tter of the proposed flood control
drainage channe). east or El Monte Avenue and the possibility of some
of the intersecting streets not having bridges construoted as set out
in a letter from the City ManageI". It was the oonsensus of op1n!on
of the Commission that all stl'eets should be bridged. Motion by lli1'.
Knopp, seconded by Mr. Balser and carried that this Commlssion recom-
mend that the City Councll should, under no oircUlIlStanoes, allOtv the
olosing of any street due to the improvement of Arcadia Wash. Chair-
man Knopp requested that a lettvr to the City Council on this matter
be prepared for his personal signature.
Motion by Mlo. Ba1.seI". seoonded by Mr. Pratt and olU'l'ied that the
City Attorney be instruoted to prepal'e the neoessary prooedUl'e for ,
reoonunending the amendment of Ordinanee No. 760 to regulate the l'81s-
ing of poultry' and small animals in Zone R-O the same as no\'l applies
in other 1'9siden1i1al zones.
J1Ilr. Mansur repol'ted on the proposed d1 vision of property of fJar-
tin Kordiok at Wigwam Avenue and Laurel Avenue. suggesting that
Wigwam Avenue be continued south along the channel of Santa Anita Wash
through Mr. Kordiokt a property and other propErty to the south and
because of the nature and location of the property that lots 01: approx-
imately 55-foot width be permitted. He was instruoted to further con-
tact Mr. KOl'dlck with the idea of presenting a new application for the
division of the property.
The City Attorney presented Resolution No. 137 pertaining to the
classifioation of sw1mming pools. The contents of the resolution
WEll'S disouesed. Motion by IIlr. Robertson. seconded by Mr. Anderson
and carried that the reading of the body of the resolution be \Valved.
Motion by t'lr. Berky. seoonded by Mr. Bal ser and oarried that Resolu-
tion No. 137 be adopted.
Chairman Knopp requested that the Oit:r Attorney report to the
Planning COllllllisslon the status '(jf various recommendations Whj.ch have
been made by this Commission and upon which the c~tr Council has not
yet taken final action. .
