The City Planning Commission met in reguJ.ar meetingwlth Mr.
Balser presiding. as Chairman pro tem.

In the absence of Mr. Talley, Frank Forbes served aa seoretary.
The minutes of the meeting of April 27 were approved as \vritten
and mailed.
A revised tentative map of Tract No. 20316, located on Third Ave-
nue north of Camino Real was considered. A letter from the City
Engineer submitted an alternate street layout to eliminate the curves
in Third Avenue which were considered undesirable by him. TIe also
reoommended tw,t "An Street be shown GO feet wide instead of 50 feet.
Mr. Pratt suegested that one lot be eliminated on the east side of
Third Avenue to increase lot frontages and that "An Stroet be made GO
feet wide. Motion by Mr. Pratt, seconded by ~. rlobertson and carried
thut the map I,lS submitted be recommended for denial and referred back
to the subdivider to work with the Cit~ Engineer and the Planning Con-
sultant to provide a better layout of the tract. Later in the meeting
Mr. EriCkson, the broker handling the tltact, entered the meeting and
too matter was reopened for consideration. Mr. El'ickson felt that the
lots as shown on the alternate map. as prepared by the City ~ngineer.
were not desirable and that 60 feet was sufficient wLdth for .the short
cul-de-sac. Motion by Mr. Balser, seconded by Mr. Pratt and carried
that the prior action disapproving the tract be rescinded. Motion by
Mr. Balser, seconded by Mr. Pratt and carried that a revised tentative
map be prepared conforming to the layout suggested by the City J:.ngi-
~ and that the revised map be submitted to Mr. Pratt for inspeotion.
The Commission oonsidered a decision on the application of Pas-
cadia Realty Company for a zone variance to allow Iln addition to the
United Parcel Service building at Lucil~.Street and Santa Anita Avenue.
A communication from the City Manager stated that various department
heads had expressed no objection to the e;ranting of 1;he variance. A
report from the Plannlng Consultant stated that he saw no objeotion to
the granting of the variance provided the new addltion be set back 25
reet from Luelle street with entrance only througb the existing build-
ing and that off-street parking space be providea at the rate of 250
square feet for each 500 square feet of building area. The City Engi-
neer recommended that if the variance be granted, Uni1;ed Parcel Ser-
vice be required to construct a curb and ~tter along Santa Anita Avenue
adjacent to their property. Motion by Mr. Robertson~ seconded by Mr.
Sorenson and carried that tt,le City Attorney be instructed to prepare
a resolution recommending the Granting of the variance subject to the
recommendations ot' the Planning Consultant Ilnd the City .L:;nglneer.

lrnderson and others for a change of zone on property at 1020. 1024
and 1028 South F'irst Avenue from Zone R-1to Zone R-2. a rej)ort
!'rom the Planning Consultant stated that due to surrounding im-
provements and conditions. he saw no objoction to the Brantlng of
the request. Mr. Pratt stuted that he saw no need for the chanee
and that the Commission should attempt to avoid changes in the Zon-
ine; Ordinance as much as possible. Mr. Robertson stated that the
property was not adaptable to single family use and felt that the
change was warranted. Motion by Mr. Robertson. seconded by Mr. Sor-
enson and unanimousl~ carried by roll call vote that the City Attorney
be instructed to prepare a resolution recommending tho granting ot: the
application.
The petitions signed by Mrs. Ruth Brockstedt and others. m&ting
various recommendations concernlng the raising of poultry. were con-
sidered. It was agreed that the Commission would m~ke further study
of the petitions and arrange a dute for a joint meeting with the
Health and Sanitation Commission to consider the matter.
A tentative map of Tract No. 20555. located on Third Avenue be-
tween Lemon Avenue and Alster Avenue. was referred to the Subdivision
Committee for study and recommendation.
A communication from the City Engineer made certain recommenda-
tions regarding the requirements for maps of lot splits. suggesting
that such maps be required to be prepared by a registered engineer
or licensed surveyor and that the .$25.00 per lot recreation fee be
required to be paid tor all lots created by a lot split. Mr. Mansur
favored the recreation tee requirement but stated that requiring the
map to be prepared by an engineer or surveyor tn1ght be a hardship.
It Was suggested that the Secretary of the Planning Commission could
refuse to accept unsatisfactory maps tor 1'11ing. At the suggestion
of rar. Pratt. the matter WaS held over until the next meeing for con-
sideration bj the 1'1111 COllIIJ11ssion, and the Secretary was instructed to
prepare copies of Mr. Rogers' letter to be sent to all Commissioners.
A communication from the City l!:nglneer reconmended that the Zon~
lng Ordinance be amended to limit the height of fences in front and
side yards on corner lots to three feet and to permit solid concrete
block or wood fences. Motion by Mr. Sorenson, seconded by ~~. Robert-
son and carried that the City Attorney be instructed to prepare the
necessary proceedings for such an amendment.
A communication from the Regional P1ann~nc Commission, giving
notice of a hearing in Zoning Case No. 2741 proposing to change from
residential zone to neighborhood business zone certain property on
Backus Avenue in the East Pasadena district, W9S ordered filed.
Resolution No. 148, recommending the denial of the application
of Sam V. Gordon and others tor 8 change of zone fi'om Zones R-l and
R-2 to Zone R-3 on the east side of First Avenue south of Foothill
Boulevard. was considered. Motion by Mr. sorenspn, seconded by Mr.
Robertson and carried that the reading of the bollY pf the resolution
be waived. Motion by Mr. Robertson, seconded by tJr. Pratt and car-
rIed thut Resolution No. 148 be adopted.
Resolution No. 149. instituting proceec!1Jlgsre:!,a!;lve to the
amendment of Sections 2. 7, 8. 9. 10 and 15 of Ordinanoe No~ 760 and
the addition of Sections 0.1 and 8.2 to add oJ'dinance, and having
to do with the proposed creation of four comme.cial zones and
eliminating commercial uses now permitted in Z~e R-3. was discussed.
Motion by 1Ir. Sorenson, seconded by Mr. Iloberts~n and carried that
tbereading of tho body of the resolution be wa~ved. Motion by Mr.
Robertson, seconded by Mr. Pratt and carried tAAt Resolution No. 149
be adopted.

Resolution No. 150, instituting proceedings relative to the
amendment of Section 7 of Ordinance No. 760, and relating to the
building height within Zone R-3. was discussed. Motion by Mr. Pratt,
seconded by Mr. Robertson snd carried that t he reading or the body of
the resolution be wal ved. Moticn by Mr. Robertson. seconded by Mr.
Balser and Oal'l'1ed that Resolution No. 150 be adopted.
Resolution NO.15l, instituting proceedings relative to the
amendment of Section 4 of Ordlnanoe No. 760 by restricting the rais-
ing of poUlt17 and small animals in Zone R-O. was discussed. Motion
by Mr. Balser. seconded by li!l1'. Robertson and carried that the reading
of the body of the resolution be ws1 veda Motion by Mr. Sar enson,
seoonded by Mr. Pratt and carried that Resolution No. 151 be adopted.
, Resolution No. 152. recommending the extension of an existing
variance to permit an add! tion to the existing building occupied by
Marlmt Basket at 30 South Flrst Avenue. was conalde1'9d. Mr. Joseph J.
Shane, Vice President of the Market Baslret Oompauy, objeoted to Lot 3
being limited to parking use. He stated thEt the property was leased
by Market Baskst from Jefferson Standard Life Insurance Company until
1969 and that the Insurance company objectod to the above restl'iction.
He also oalled attention to the fact that Ms.-ket Basket had provided.
ample parking by leases with the Home Savings and Loan As ED ciation and
the United states Nat ional . Bank. Motion by M'r. Sorenson. seconded by
Mr. Robertson and carried that the parking resta>iction on Lot 3. as
set out in Section. 3 of the zoesolutlcn. be el1m1nated and that Resolu-
t!on No. 1$2 be adopt ed.
Mr. Floyd Hill, 618 Falzoview Avenue. addressed the Commission
zoolatlve to cezotaln automobile plU"king by Bates Chevrolet on propezoty
tacing Falrview Avenue. He was advised to report the matter to Mr.
Talley fOl' investigation.
Mr. Orth of 512 West Duarte Road. asked the Commission if maetings
on proposed 30ne changes would be open to the pUblic. Be was informed
that all Planning Commission meetings are public meetings.
Mr. Pratt reported on a meeting held on M8\r 10 by the Subdivision
Committee with various subdividers, 1'9garding problems ariBing in the
subdivision of property and the openinga!' streets along rear lines of
vlU"ious properties and stated that a summary of the conclusions reached
would be written and f1l1'n1shed to all of the Commissioners so that they
might be familiar with the procedure to be proposed.
