SUBJECT: PLANIUNG COMMISSION MINUTES
The City Planning Commission met in regular meeting with Chair-
man Knopp presiding.
PRESENT: Commissioners AndeI'son. BaIseI'. Daly and Knopp
ABSENT: Commissioners Pratt, Robertson and Sorenson

The minutes of the meeting of May 25. 1954. were approved as
written and mailed.
Pursuant to notice 61 ven. a public hearing was held on the pro-
posal to create four commeroial zones as contemplated by ResolutIon
No. 14.9. Mr. Mansur outlined the proposed uses to be allowed in
each zone and the reasoning of the Planning Commission Xor making
such reoommendations. No oommunioations were received. Mr. Mar-
shall, owner of propel'ty at 504 West Huntington Drive, asked if any
survey had been made regarding changes o.f mne on speci:fio property.
He was told that no suoh SUI'vey had been made except some very bl'ief
l'ecommendatlons f1'om Mr. Mansur. He pointed out the need of study
of the ~ea near the proposed new hospItal. stating that suoh area
required certain businesses as doctol's' offices. clInics. florist's
shop, lunch rooms. gift shops, etc. No one spoke either Infever of
or in opposl tion to the proposed amendment. The Chairman deolared
the hearing closed and the matter was taken under advisement pending
a report from the Planning Consultant.
Pursuant to notioe given. a publio hearing WllS held on the pro-
posal to limit building heights in Zone R-3 as contemplated by Reso-
lution No. 150. No oommunications were received. Mr. Floyd Hill,
618 Fair'1iew Avenue, spcke in favor of l1m1ted building heights but
questioned the advi5~bility of limiting Zone R-3 to two stol'ies
while Zones R-l and R-2 allowed two and one-half stories. He was
told that Mr. Mansur had recommended the limit in Zone R-3.be placed
at two lUld one-half stories. Mr. Marks, 216 South First Avenue.
recommended that Zones R-l and R-2 be limited to two storles instead
of two End one-half. He was told that under the present proceedings
the Oommtssion had no authority to recommend any changes in Zones
R-l and R-2. No one spoke against the proposal, The Chairman
declared the hearing closed and the matter was taken under advisement
and the ~lanning Consultant was requested to submit a report.

ceIved and no one spoke in favor or llBainst the proposal. The Chair-
man declared the hoaring closed and the ilIIltter was taken under ad-
visement and the Planning Consultant was reque,~ted to submit a report,

ing and employee purking. All of the Commission agreed that the
~ea should not be zoned C;'2. Motion by !!IrQ Anderson. seconded by
fn.t-.. Bals3r and carried that the City Attorney be instructed to pre- .
pnro a resolution recommending the denial of the application for
Zone C-2 and granting the application to change the property to Zona
PR-2. said property to be develop6d as required by the Zoning Ordi-
nance for parking lots.

Revised map of Tract No. 20555. located at the west end of
Lemon Avenue and Alster Avenue. showing the location of buildings on
adjacent property was considered. A letter from Fred C. Erickson,
l'ealtor. gave more .information conoerning the reasons why more prop~
erty could not be secured to Increase the depth of Lots 4. 7 and 8.
~. Balser stated that apparently it would not be possible to
straighten the rear lot lines of' Lots 4 to 8. inclusiv9, and made e.
motion to recommend approval of the tentative map; Said motion
fUiled for laclr of a second and the matte!' was held ovor until the
nextmoeting.
Map of Tract No. 1877S. located on Colorado street between Hal'-
yard Drive and Princeton Road. was submitted as a. new tentative and
f'inal map. This traot was given final approval on February l7~ 1953.

final map of Tract No. 18775 be recommended for reapproval.
The requeat of Nadine Alsing. 4.11 East Longden Avenue. to dIvide
p~oP0rty wes reported on by ~ir. Balser. A previoua reque~t to dlvlde
a portion of this property was denied on March 23. 1954. because it
cUd not comply with the future street plan as laid out. The present
allpl1clltion is to d1 vide the North 120 feet which would be to the
n~rth line or a future 50-foot street. It was the op1nion of' the
Commission that if and when a future street is. oonstruoted through
this property. it should be 60 feet wide and that the present divi.
sion of property should be 11mited to 115 feet. Motion by Mr. Balser.
seconded by ~lr. Knopp and carried thn.t the applica.tion to divide the
North 115 feet of the East 96.78 :fee.t of' the West 188 feet of Lot Ill,
Al'cadia Acreage Tract. be recommended for lip pro val , provided such
proporty is used with property located at 2101.South Fifth Avenue.
A oom,lIunioation f1'om the Clty Engineer recommended reconsidera-
tion or the requirement or a dedication of a' 3D-foot alley. south of
Duarte Road and east of BaldllJin Avenue. beoause of the f'act that
Lot 6 had previously dedicated a 20-foot alley nnd the owner of the
East half of Lot 6 hI'S -x>ostructed a duplex 32 feet from the south
line of the lot. Tlu.. dedication of another ten feet VJould bring the
alley line \YJ thin two feet of' the existing building. Motion by Mr.
Anderson, seconded by r.lr. Daly and oarried that the COllllllission
reoommend that the present dedioation of 20 feet on the East half of
Lot 6 be approved as complying with the recommendation in Resolution
No. 142 until such time as the existing duplex is removed or con-
vertod to commercial usee. at whlch tlme an additional 10 feet shall
be required to be dedioated, and that the original recommendation of.

Mr. Floyd lUll raised the quer.tlon of the opening of a future
street through the Bates proparty on Baldwin Avenue.

matter of some manufactlU'ing In Zone 0-1 such as candy making.
specialty baking; also wholesale sales of a portion 0 f the"'pl:'Oducts
in commercial zones; hotels in Zone 0-1; and the limit of 5000
square feet of buildings in Zone C-l as it applies to a serIes of
separate buildings on the seme lot. Further di SCUB slon of the pro-

in Zone C-O with reference to the possibility of signs being plaoed
in such yard.
Mr. Anderoon announced that the Planning Con8l'ess meeting was
to be held in Santa Monlca on June 10 and invited the members of
the Oommission to attend.
Mr. Mansur announced that a publio hearing was to be held before
the Regional Planning Oommission on June 10.. regarding a v:1rlance
to allow an addition to a chlU'ch building at 6525 BaldWin Avenue.
No action was taken.
