Under the Brown Act, the Human Resources Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS REPORTS FROM CITY COUNCIL LIAISON 1. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. Approve the Regular Meeting Minutes from January 13, 2022. Recommended Action: Approve 2. REGULAR ITEMS a. Recommendation to Extend Eligibility List Number 21-07 for the Position of Firefighter. Huntington Drive, Arcadia. 01/13/2022 HUMAN RESOURCES COMMISSION REGULAR MEETING MINUTES THURSDAY, JANUARY 13, 2022 CALL TO ORDER – Chairperson Jeong called the Special Meeting to order at 5:30 p.m. via Zoom teleconference. PLEDGE OF ALLEGIANCE – Chairperson Kaitlyn Jeong ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners Jeong, Rodriguez, Rock, and Tseng ABSENT: Commission Member Eskander SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS – None PUBLIC COMMENTS – None REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS – None REPORTS FROM CITY COUNCIL LIAISON – None 1. CONSENT CALENDAR a. Approve the Special Meeting Minutes from November 4, 2021. Recommended Action: Approve A correction was made to the meeting minutes to specify Chairperson Jeong led the pledge of allegiance on November 4, 2021. AYES: Commissioners Jeong, Rodriguez, Rock and Tseng NOES: None ABSENT: Commissioner Eskander 2. REGULAR ITEMS a. Recommendation to Approve the Revised Classification Specification for the Position of Deputy Public Works Services Director. Recommended Action: Approve Paul Cranmer, Public Works Services Director, presented this item. Two main points the Department wants to revise is to add experience for utility billing as well as any combination language to provide greater latitude for the pool of candidates who may have varied experience but are able to perform the Deputy Director job duties. 01/13/2022 Commissioner Tseng asked if the driver for the change is due to an internal candidate who does not meet the current requirements, and whether the compensation will change with the revisions to the classification specification. Public Works Services Director Paul Cranmer stated t hat the primary driver is change in the market. The Department is seeing more highly educated candidates and fewer strictly field candidates. Human Resources Administrator Shama Curian clarified that changes to classifications are never processed individual people. In addition, the compensation will be the same as the current Senior Accounting Technician. Chairperson Jeong asked if the Par 3 golf course requires an ongoing management and whether any additional skills need to be added to the classification specification related to golf course duties. Public Works Services Director Paul Cranmer said management of the golf course is ongoing, including communication with the management company regarding financials, equipment purchases, or other materials. However, the classification specification, as proposed, sufficiently captures the skills needed to manage the golf course contract. It was moved by Commissioner Rock, seconded by Commissioner Tseng and carried on roll call to approve the revised classification specification for the position of Deputy Public Works Services Director. Roll Call: AYES: Commissioners Jeong, Rock, Rodriguez, and Tseng NOES: None ABSENT: Commissioner Eskander b. Recommendation to Approve New Classification Specification for Utility Billing Specialist. Recommended Action: Approve Paul Cranmer, Public Works Services Director, presented this item. The current Senior Accounting Technician for utility billing reports to Administrative Services Department. Due to the incumbent’s retirement, Public Works and Administrative Services looked at moving the position to Public Works so that utility billing could be housed in one area, rather than in a satellite office. Since Public Works is implementing a new billing system, this is an ideal time for the new person to start within Public Works. Human Resources Administrator Shama Curian also added that if residents had a question about their utility billing, they would go to Public Works and then sent Administrative Services. With the position in Public Works, residents would have a one-stop shop related to utility billing. 01/13/2022 Commissioner Rodriguez asked whether this position is a supervisor because the proposed classification specification states the person will be training others. Human Resources Administrator Shama Curian said the incumbent would cross- train the duties of the billing system to other administrative staff, not providing ongoing training. The proposed classification will be further revised to clarify the intent. Commissioner Rodriguez stated the organizational chart shows the position reports to the Director. Public Works Services Director Paul Cranmer explained this is the structure he prefers because the position is new and the billing system is new, so there will be an opportunity to assess workload and structure. Commissioner Tseng asked whether this proposed change adds a new person or if the position is relocating, whether there will be additional support for the incumbent, and whether familiarity with the new billing system is required. Public Works Services Director Paul Cranmer stated the position is being relocated to Public Works, the utility superintendent will lend support to the new position, and familiarity with the billing is not a requirement because it is a new system. It was moved by Commissioner Rock, seconded by Commissioner Tseng and carried on roll call to approve the revised classification specification for the position of Senior Code Services Officer.
