The City Planning Commission met in regular meeting \1ith
Chail'man Knopp pz>esiding.
PRESENT: Commissioners Anderson. Balser, Daly, Knopp. PI'att,
Robertson and Sorenson
ABSENT: None
OTHERS PRESENT: Hu1se~ Mansur, Nicklin, McGlaason and Talley
The minutes of the meeting of June 22. 195!h. were approved as
'fiI'i tten and mailed.
The COllIIII1ss10n oODSide~ed the deoision on the application of
Mrs. Leona Collomb" 471 West Duarte Road. for a .zone variance to
allow the construction and maintenanoe of a church lllld Sundq
school fo~ 0Ul' Savior Lutheran Church of kroadia. The Planning
Consultant submitted a report. oal1.1ng attention to the four items
%>equired to be shown before a zone v81'iance may be gt'anted. He
stated that. in his opinion. it was cbubtfu1 if these four re-
quired conditionahad been established.. He oalled attention to
the Tact that churches are allowed in Zones R-2 and R-3 end that
there was probably plenty of such area available for churoh con-
struction. and reoommended that the petition be denied. It was
the consensus of opinion of .the Commission that ..churches should'
not be allO\Ved. in the R-l Zone; also, that the location of another
church in this neighborhood might oause considerab1e traffic con-
jestion on Dus.l"te Road. They stated that they favored the estab-
lishment of churches within the City but thought that a better
location could be seoured. Commissioner Anderson stated that he
had discussed the matter with various people and disqualified him-
self from consideration of the varianoe. Motion by M1'. Robertson
that the applioation be recommended fOl.' denial for the reasons
stated above. Said motion was seconded by Mr. Daly and c81'r1ed by
the following vote:

The request of Owen Ke~. 1925 South Seoond Avenue. to.
divide property was !'Oported on by MJ:o. Sorenson and M%>. Knopp. A
report from the City Engineer made certain reoollD7lSDdations to be
required if the division were approved. The requested division

The request of Thomas Cosentino to di vide property at 1224-
South Second Avenue was reported on by Mr. Sorenson and Mr. Enopp.
Recommendations from the Oity Engineer were read. Motion by MI'.
SOl-enson, seconded by Mr. Knopp and carl-led that permission to
divide the North 80 feet of the south 126.2$ feet 01' the west
285.92 feet of lot 30, Tract No. aoa, be recOllIIlIended for approval
subject to the following conditions:

The request of John P. Vidican, 1127 West Duarte Road, to
divide property was reported on by Mr. Pratt and Ml-. Robertson.
Mr. Pratt reported that oonetruction was under way on the 1'ounda-
tion ror what appeared to be an ap,srtment bulld1llg. The Seoretary
stated that no building permit had been issued. Motion bY' Mr.

tabled to allow the matter of the building to be investigated and
the presentation ot a plot plan 01' the proposod bu11ding.
The l'equest 01' Dr. B. G.D1'ake, 32$ West Las Tunas D1'iveD to
divide property was reported on by Mr. Pratt and Mr. Robertson.
The property consists of" a lot 80 teet by 200 feet at the nOl'th-
west C01"!1er 01' Las 1'unae D1'ive and Warren \'lay. This 'lot is similar
in s1ze to other lots on LaS Tunas D1'ive. Mr. Robertson stated
that. in his opinion, it would be a mistake to start splitting the
corner lots of ~s subdivision. . The requested split would neces-
sitate the moving of an existing garage and the plans as submitted
do not show suff'icientroom for the relocation of a double garage.
Mr. Mansur stated that only the corner lots could be divided and
that it would probably be detrimental to the adjacent inside lots.
Motion by Mr. Robertson, seoonded by Mr. PI'att and carried that
the request be reoOllllllended tor denial.
The request of Joseph A. Josephsen. 623 West Norman Avenue..
to divide property was reported on by Mr. Balse1" and Mr. Daly.
Mr. Balser stated that the request oonformed to other divisIons
previously made in the neighborhood and that he ssw no objection.

Motion by Mr. Balser, seoonded bY' Mr. Daly and o81'r1ed that per-
mission to divide the East 61 feet of Lot 6. Tract No. 4869, be
recOIlIlIIended ror approval subjeot to the following oonditions:
1. That a sewer lateral be provided for the di vi dad pOI'-
tion of the lot.
2. That .a$2$.OO recreation fee be paid.
3. That water service be provided to the satisfaction 01'
the Water Superintendent.

A repQlOt tram the Oity Engineer was read. oalling attention to the
fact that Lots 1 to 5. inclusive. are leas then 75 feet wide but
that all lots contain 7700 square feet or more end that the 70-foot
lots conf01'll1 to other lots previously approved in Tract No. 20316
adjacent. A report from the Planning Consultant stated that the
traot oomplied with the street plan as approved by the Commission
and that the northerly extension of Third A venue should bEl dedioated
and improved to oonnect with the ~roved portion of' Third Avenue in
Traot No. 17655. l\'Iotion by Mr. Pratt, seconded by Mr. Balser and
oarried that the tentative map of Tract No. 16365 be recommended for
approval subjeot to the following oonditions:

That the traot be developed with or lU"'ter the developl'llent
of' Tract No. 20316 in order to provide street drainago
and sewer connections.
2. That all improvel'll.ants comply with provisions of the Sub-
division Ordinanoe.
3. That the recreation fee required be paid.
A communioation from D. L. Boice" 536 West Camino Real. re-
quested permission to retain a guest houBe existing on the lot but
not shown on a plot plan wh9n the permit was issued for a new dwell-
ing on May 24, 1954. The lot oontains 21,253 square feet which is
insuffioient area for three dwellings. Motion by Ml'. Pratt, seoonded
by Mr. Daly and oarried that the request be recClllllll9nded 1'01' denial
and that tho applioant be instruoted that 1i' he wishes to proceed
with the oonstruo1t1on of the new dwelling, the guest house shall be
dem~lisPed 01' that he should file an app110ation for a zone variance
to p~1'mit its retent1on.

b1e for r.1:r. Mansur to rev:tew sheet maps 8, 14, 15 and 16 1'01' any
possible !'UtUt'6 streets that might be needed in the area. The Ohair-
man requested Mr. llI8m!lJlO to stu~ the above maps.
The Pllmn1"s C01IIID1ssion considered the appl1cat.1on of Wl111em J.
pauley, 1201 South Tenth Avenue" 1'o:r pEl1'm1ss1on to construct an addi-
tional house on the rear portion of his lot. This matter had twioe
been set 1'01' consideration by the Modifioation Oommittee which hed
failed to haw a quorum present. The applioation ce.I'ried the written
consent 01' all property owners within 65 feet and met all require..
menta. l\'Iotion by Mr. IIhoPP, seconded by Ml-. BalsEll' and oarried thEt
the application be approved.
The 01ty Attorney presented and reod the t1tle 01' Resolution No.
159. instituting proceedings for change of zane from Zone R-l to
Zone RooD on ce1't:ain property in the vio1nity of Huntington Place
and Park Avenue. Motion by Ml'. Robertson, seoonded b;y Mr. P:ratt
and carried that the reading 01' the body of .the Resolution be
ua1vad. Motion by Mr. Anderson, seconded by Mr. Balser and carried
that Resolution No. 159 be adopted.
The Oity Attomey presented and. :read the title of Resolution
No. 158, reoommending the amsndment of O:rd1nanoe No. 760 to l1m1t
the raising of poultry and smal.l AnimAls in Zone R-O. The contents
of the Resolution W81"e disoussed" Motion by Mr. Anderson, seoonded
by l'IJr. Daly and carried that the :reading of the boclJ' of tbe Reso-
lution be wa1ved. Motion by lI'lr. P:ratt, seconded by Mr. Robertson
that Resolution No. 158 be sdopted. Motion oarried.
The city Attorney presented Resolution No. 157, recommending
the amendment of Ordinance No. 760 by the creation 01' four oommercial

zones. Copies of the Resolution were given to eaoh COIIlllIissioner
for study and recommendation and return to the Secretary.
The City Attorney presented Resolution No. 160, recommending
that the activities of certain'youth groqps be included as a per-
missible use in Zone R-3. The question was %"aised as to Whetber or
not Y.M.C.A. and '.l.W.C.A. buildings should be included in Zone B-3.
The ma.tter was hold for study and possible reworcll.ng of the Resolu-
tion.
Pursuant to the requirEl1llents of the City Charter, an eleotion
of a ohairman and cha1I'man pro tam for the cnmi "'g year was held.
MI>. Knopp stated that he had enjoyed the privilege of being Ch9J.1o-
man 01' the Commission for the past two years, thanked tIle Commission
for the oooperation he had received and asked that he be relieved of
such duties. The eleotion was by written ballot with the following
