He etated that for several years he had attempted t.o secure an R-,3 zoning on his property because of its 10cat10n on Huntington Place and being next to a Catholic convent. He also stated that h~ 1'elt other neighbors on Huntington Place alBo desired an R-) zone. He informad the ColllllIl.ssion that Attorney Fred .Howser vas to bave represented h1JIl but was not present. Mr. Pratt brought up the subject of the $2$.00 filing fee having boon re- quired and paid by the Arcadia ~ouncil of Cirl Scouts and stated that in his opinion such an organization ehouldbe exempt from paying the required filing fee. Motion by Mr. Pratt, seconded by Mr. Anderson and unan:1mously carried by roll call vot", thl<t this Collllllission recommend to the City Council that the $2$.00 rUing fee paid by t.lle Girl Scout organization be retundell. Zone C-2 on property located at 130. 134 and 140 ~st Du.urte Road. A communication from Gilbert L. Robbins and Leo R. NeuS IIIIlpllfied on the petition setting out the proposed use of the property as shOWIVproposed subdivision map of 'fract No. 16$12 and stating that property ownem both east and west had been con- tacted for inclusion in the subdivis10n but had indicated that they were not in- terested. Seventeen photographs submitted were explained in the letter. Mr. Bobbins addressed the Cmmnission. presenting further facts regarding the cost of developing the subdivision. including the dedication and i1Ilprovement of a strest opening into Duarte Road. Attorney Bishop Moore, representing Hoger Moore. owner of property at 150 East Duarte Road. supported the petitign for rezoning so far as 1t requested Zone 11.-2. stating that the approximate !iOO-i'oot depth of lots could not be etficiently used under the present regulations of Zone R-l. He op- posed the petition ask1ng for Zone C-2 on the front portion of the property. stat- ing that in his opin1on the area would not develop' to a desirable type of business development but rather liould probably be llIlIll1l shops and stores uh1ch would be detr1mental to the property owners and home owners in the area. Hr. Neuer addressed the Collllllission. stating that he had originally favored incllXiing a por- tion of his property in the Robwon Tract to the south but that neighbors vere not willing to cooperate. Mr. N. Ingwerson. 118 East Duarte Road, stated that he \faS opposed to spot zoning as represented by this petition. No other person desired to be heard. The Chairman declared the hearing closed and stated that the matter would be given further stUlV and requested that a report be made by the City !!;ngi.neer and the Planning Consultant. LaRue. 924 Holly Avenue. stated that he had no objection to the sone var1ance but insisted that consideration be given his request that a fence be constructed between his property and the subject property.
