The minutes of. the rllflating of August 10, 1954, were approved as
Iv.rltten and mailed.
Pursuant tc .~ oo~tinuatlon ordered in the minutes of Aug-
ust 10, a public hearing on the proposal to change the zone from
R~l to R~O on cllrtain property on Huntington Place, Park Avenue D
Fllirview Avenue and Dunrte Road was held. Attorney Suttner stated
that be had fin.ished his case at the last meeting. Attorney
Jamas J. Coughlin appe..ll'ed before the Commission, representing
Martin J. stately and Dr. Emanuel Duke, each being property owners
on Huntington I'lace. Mr. Coughlin requested that the property of
his two cl1entr. not be changed to Zone R-O, calling attention to
the location of the property being on HUntington Place, which car-
ries heavy tra./;'fic, baing ~ar the site of the proposed new hospi-
tal.J> the Holy Angels Church. school and convent. the High School
and Santa Anita Race Track. He stated that all of the above men-
tioned USOl\l rSJld&red the property un1'it ror ohoice residential
uses and that ids cliants ~ould file an application for change of
zone to Zone B-3 or Zone C-l. in the very near .t'uture. Victor G.
Seidler, 341 J'alrview Avenlle, stated that Mr. Stately had been in
violation of zoning on his propertJ, had rented apartmants in his
dwelJ.1ns and had been cited to court and ordered to vaoate the
tenants; alRO, that he has not sbown good faith in abiding by the
traot reatr~.ction6. Mrs. :~lsanor Kallne, 300 Huntington Place p
stated that she was not favorable to any change of zone and felt
that presenc restrictions were adequate. Mr. Stateley stated that
at one 1oim!, the property WIlS zoned R-3 and that be desired to de-
velop it in accordance with the progress of the last few years. No
other perl?on desired to be heard. The Chairman stated that the
matter wO'.lld be held untiJ. the next meeting for i'urther study by the
Commisslcn and for a rep02't of the Planning ConsultaIlt.
Purlluant to notice given, a public hearing was held on the ap-
plicatioJI ot the Arcadia Unti'ied School District for a zone vari-
ance to ullow the erection and operation of school district adminis-
tration 1)1'fices, library, warehouses, garages and maintenaIlce shops.
The application all.lo included a request for approval of a lot split
and a cbumge of setback on Duarte Road. Superintendent Norvell Dice
presented the case for the school district and exhibited a plan ot
the property, showing the proposed location of buildings tor housing
sixteen 1,,;\1001 buses. 1;>,1elve other service vehicles and the various
maintenance shops. He stated that the School Board end all adminis-
trative Gervicsll Viera now housed in temporary buildings and tba t the
building progl'E.m of the district bad advanced to the point where a
permanent location was necessary. He stated that the maintenance

shops would be used as Q base of operations and that most maintenance
work would be done in the buildings on the various school sites. He
stated that an extensive search for suitable sites had been carried
on and that it was the opinion of the Board that the subject site ;Jas
most desu-ab1e from an economy and servioe standpoint. Plans call
for a six-foot wall around the property. paving of open areas to
eliminate dust, o1'1'-street parking for employees' and visitol:'S' cars
and landsoape treatment of the Duarte Road fl:'ontage. It was proposed
to locate the garages near the eas~ and west property lines with the
warehouses and shops located in the. c9ntl:'al portion of the property.
No maintenance services would be.' carl:'ied on on the south 100 feet of
the property which would ba used' for a quiet type use possibly for a
classroom building for daytime adult education. A protest petition.

Chal'les ~,. Meisner, 055 Magna Vista. He furthel' stated that the resl~
dents on MagJla Vista had hoped that Christina Street tIl1ght be extended
west and the subject property subdivided into R-l lots. Gilbert Rob-
~ins. broker, stated that he bad been l'equested by surl:'oUlldlng prop-
erty owners to investigate the possibility of seouring another site
1'01' the school use.and proposed that a site of about three aores,
looated on Morlan Place and now occupied by a riding acade~, be con-
sidered for the garages. warehouses and maintenance shops and that an
effort be made to acquire property now held as a part of the Arcadia
COUllty Park, located north 01' HUlItington Place and east of Holly Ave-
nue. for tbB location of the administration building. Viritten pro-
tests were also received from Herbel:'t A. Wegmann, owner of property
irmnediately west of the subject site, John Van Meter. 82 West Duarte
Road and Edward J. Jaros. 41 Magna Vista Avenue. Mr. Jaros included
a photostatic copy of a letter from the Pacific Mortgage Corporation,
stating that the location of the pt'Oposed school uses would definitely
damage the value of' his property, possibly as mucb as 50% 01' the value
of the land. Attorney Bishop Moore called the Commission's attention
to the effect 01' the additional tl:'af'ficwhich misht be loaded onto
Duarte Road which, in his opinion. is now a heaVily traveled boule-
vard. No other person desired to be heard. The Chau-man stated that
the matter would be beld for study and that the hearing would be con-
tinued until next meeting to reoeive reports f):oom the Planning
Consultant, City Engineer and Chief ot POlice.
Pursuant to notice given, a public hearing was held on the appli-
cation 01' Harold J. and Grace C. Packer for a zone variance to allow
an addition and alterations to the present building on the property at
250 West Colorado Boulevard. Attorney Ardene Boller represented the
petitioners and stated that his clients preferred to serve the trade
inside the building rather than drive-in tl:'ade and planned to close
the west outside wing. Alao~ that the present temporary storage bu1ld~
1ng on the northeast corner of the property would be removed as well
as the "covered uagon" siSJI. No other person desu-0d to be heard.
Motion by Mr. Robertson, seconded by Mr. Sorenson and carl:'1ed that the
City Attorney be instructed to prepare the necessary resolution to re-
commend approvaJ. at the granting ot the vari/lDce SUbject to the
removal of the storage shed. the "covered wason" sign and any other
existing violat10ns.
The Comm1asion considered a decision on the applioation ot Ander-
son-Robbins Co. and Leo R. liauer for a change of zone fl:'om Zone R-l to
Zonas R~2 and C~2 on propel:'ty at 1300 134 and 140 Duarte Road. A
report from the Planning Consultant called attention to the pending
changes in the commercial zones and stated that the ent11'e block on
])U.a%'te Road sbould be studied in connection with these changes. Motion
by Mr. Robertson, seconded by Mr. Daly and carl"ied that the City Attor-
ney be instructed to draw the necessary resolution to reoommend the
denial of the application at the present time and setting the matter
tor study atter the adoption ot the proposed commercial zone changes.

The matter of the request for change of setbeek on tbe property
above requested to be zoned C~2 was considered.' Motion by L~. Ander-
son, seconded by Mr. Daly and oarried that this Commission recommend
that no proceedings be instituted tor suoh a setback change at this
time.
A tentative map of Tract No. 18512, located on Greenfield Avenue,
between First Avenue and Second Avenue, and covering the same property
proposed for zone change mentioned above was oonsidered. Motion by
Mr. RObertson, seconded by ~~. Sorenson and'oarried that on aocount
of the proposed zone ohanges the above subdivision be recommended for
disapproval without prejudice.
The request of Joseph C. Doggio, 220 West Duarte Road, to divide
property was reported on by Mr. Sorenson and Mr. Balser. This re-
quest was to divide the Southerly 75 feet of the property and sell to
the owner at 1127 1::1 Monte Avenue and did not create a new lot with
street frontage. IIlotion by Mr. Sorenson, seconded by rAr. Balser and
carried that approval to divide the South 75 feet of Lots 3 and 4,
Trnct No. 10994. and to sell the property to the ovmer o~ the South
75 feet of Lots 1 and 2 of the same tract be recommended for approval.
A communication from A. R. Coke gave ful'ther information on the
business of packaging sandwiches. lie stated that the operation would
require a lI1llXimum of 800 square feet floor area and one full time
employee and two part time employees. Motion by Mr. Anderson, second-
ed by Mr. Daly and carried that the City Attorney be instruoted to
draw the necessary resolution to recommend that such business be in-
cluded as a permissible use in Zone C-2 provided it be limited to a
total of five employees.
A communication from Robert B. Rice. 636 West Lemon, requested a
classification of the business of raising nutria and also permiasion
to cover chinchilla pens ~ith an aluminum roof. He stated that he
now has on the property about 80 nutria and about 2500 chinchillas.
On account of a recent requirement of the St:\te }I'ish and Game Commis-
sion that nutria be housed in concrete pens. II~. Rice stated that he
had constructed ten such pens four feet by ten feet in size and de-
sired to construct eleven morEl such pens but had been stopped in his
operation by the BUildinS Inspector, the above mentioned concrete
pons to replace 52 wire pens. Motion by Mr. Robertson, seconded by
Mr. Anderson and carried that the City Attorney be instructed to
draw the necessary resolution recommending that the business of rais-
ing nutria be classified along with the business of raising poultry,
rabbits and chinchillas. The City Atto1"ney explained that the effect
of this classification would be to allow the change of pens required
by law but would not allow any expansion of the business. Also,
that. in his opinion, the proposed roof over the chinchilla pens would
be a structural alteration which is not allowed on a non-conforming
use.
A tentative map of Tract No. 18783, looated on Grace Avenue, was
considered. A report from the City Bngineer stated thst all lot areas
exceeded 7500 square feet except Lot 8 which 1s approximately 7350
square teet. Lots 6, 7 and 8 were shown as 70 feet wide. A report
from the Planning Consultant stated that the plan met the master
street plan and due to the fact that it would develop the rear of
several large parcels1 recommended the approval.. Motion by ~~. Robert-
son, seconded by !IIr. ~orenson and carried that the tract be recommended
for approval subject to the recommendations of the City Engineer and
the Planning Consultant.
A tentative map of Tract No. 19593, located on Third Avenue north
of Lo~den Avenue was considered. Reports trom the Cit~ ~ngineer and
Plsnq1ng Consultant. called attention to the fact that soveral of the

lots were less ti~n 75 reot in width and Lots 11 to 14 we~e of unusual
shape. Coyle Avenue was shown as 50 feet in width. Motion by Mr.
Robertson~ seconded by f,1r. Daly and carried that the tract as submit-
ted be recommended for denial with the suggestion that a new map be
submitted showing a different plan on Lots 11 to 14.
A tentatIve map of Tract no. 18702 and Tract No. 2021l~ located
nOl'th of Elkins Avenue was considered. Tract no. 18702 was located
partially within the City of Arcadia and partially within the City of
Sierra Madre. A report from the City Engineer stated that there were
extensive requirelll8nts of the tract concerning domestic water supply~
flood oontrol work~ cut and fill deed restrictions, access to the
pl'oposed recreational area along the east side of the tract and the
problem of' city boundaries runnine; through lots. Egil Hopen atuted
that progzoess had been made with the City of Sierra Madre toward
adjusting the city boundary line to tallow lot lines. Motion by Mr.
Robertson~ seconded by LIJo. Balser and carried that the tentative map
of the two tracts be recommended for approval subject to all the
recommendations and conditions contained in the letter of the City
Engineer, dated August 24~ 1954.
Tho request of Simon li. Butler, 1118 gl Monte Avenue, to divide
property was referred to h1r. Sorenson and ~~. Balser to investigate.
Tbe request of J. Bosman, 633 East Camino Real. to divide prop-
erty WaS retel'Z'ed to Mr. Pratt and Mr. Knopp to investigate.
A communioation from the City ~ng1neer's otfice stated that prop-
erty owners east of' Tenth Avenue had presented a petition for the
opening of Loganrita Avenue and were attempting to obtain the necessary
deeds for right ot way; the street to be improved under the Itz\prove-
ment Act of 1911. The petition represented that 58~ of the area
signed in favor, SS% appl'oved the project but did not sign and 17%
opposed. The property owners were asking approval ot the street layout
so that they might proceed wi th the necessary dedi.cations. It was the
oonsensus of the Commission that .from in1'ormatlon at hand tbe layout
appeared to be O.K.
A communication from Cole Madsen, BOO West Foothill Boulevard,
appealed the decision of the Modification Committee denying an appli-
cation for variance to allow construction of a fence higher than f'our
feet along Foothill Boulevard at Old Ranch Road. Motion by Mr. Robert-
son, seconded by Mr. Anderson and carried that the action of the
Modification Committee be sustained.
,The city Attorney presented and read Resolution No. 162, recom-
mending the granting of the petition of the RouD Catholic Archbishop
for a zone varianoe to allow aertBin property adjacent to the Catholic
School to be used for the const8uction, uintenance and operation of
a parochial school and playground. lJlotion by Mr. Anderson, seconded
by Mr. Daly and carried that the reading or the body of the Resolution
be waived. Motion by Mr. Balser, seconded by Mr. Daly and carried
that Resolution No. 162 be adopted.
The c1ty Attorney presented Resolution No. 163 recommending the
granting ot the petition of the Arcadia Council of G1J'l Scouts for a
zone variance to allow the property situated at 590 South Third Ave-
nue to be used as headquarters for the organization. Motion by Mr.
Anderson, seconded by Mr. Robertson and carried that the reading of
the body of the Reaol.ut1on be waived. Motion by Mt'. Sorenson,
seconded by Mr. Daly and oarried that Resolution No. 163 be adopted.
The City Attorney presented Resolution No. 164 recommending the
denial w~thout prejudice of the application ot Ralph D. Stogsdill for
a zone ~ariance to permt certain pl'operty located on Las Tunas Drive,
