SUBJECT: PLANNING COMMISSION MINUTES
The City Planning Commission met in regular meeting.
Pursuant to appointment by the City Council, Mr. Harold L.
Acker assumed his seat as Planning Commissioner succeeding Commiso
sioner Ohurch Anderson and Mr. Prank E. Vachon assumed his seat as
Commissioner suoceeding Commissioner Robert Knopp, each ot the
above terms to run unt.n July 1, 1958.

OTHERS PRESENT: Forbes, Mansur, Nicklin, McGlasson and Talley
'rbe minutes of the meeting of December 14, 1954, were approved
as ~ritten and mailed.
Pursuant to notice given, a public hebring was held on the ap-
plication of Reuben V. Senior end others for a change of zone from
Zone 0-2 to Zone M-l on Dortions of Las funas Drive and Live Oak
Avenue east of El Monte Avenue. rhe petitioners were represented
by Attorney James C. Bone, who pointed out the individual owner-
ships of property and the uses of each parcel, stating thet several
of the uses now existing might more properly be classified in Zone
M-l than in the existing C-2 Zone. He also called attention to the
uses and less restrictive zoning on property In county territory on
the south side of Live Oak Avenue, stating that such uses were a
detriment to the develo~ment of the Arcadia property as high class
C-2 uses. Also, that .the aree under consideration _as bounded by
two major thoroughfares and the future channel for Arcadia ^ash,
making it more or less isolated from surrounding properties.
Mr. Reuben Senior, 119 ~eet Live Oak Avenue, Harry Fox, 82

West Las runas, each urged the reclassification of the property,
stating thet it ~as not praotical to develop the particular aree
into C-2 uses beoause of the heavy traffic on each boulevard and
the lack of pedestrian traffic.
A communication from Ross A. Himes opposed eny change to M-l
Zone, statinR: that in his opinion such a move would scale down the
caliber of business tenants and depreciate the neighborhood. Peti-
tions signed by 21 property owners, residin~ on Las lunss Drive and
Sandra Avenue, protested any change of zone for manufacturing pur-
poses, Verbal protests ~ere registered by John Godfrey, 111 ~est
Las 'runas, Bill Messick, 158 Sandra Avenue, Mrs. iiestland, 201 ..est
Las runas, Orner Dawson, 184 Sandra Avenue, Russell Farnum, 159 West
Las Tunas, and O. Glen Dollinger, owner of prlJperty at the north-
east corner of L~s runes and ~l Monte Avenue. All protested any
change of zoning, statIng that it would definitely depreciate prop-
erty values and that if such a change were made it would be neces-
sary to pet1t10n for a change ot zone on the north side of Las
Tunas Drive.

No other person desired to be heard. The Chairman declared
the hearing closed and requested that the matter be reported upon
by the Planning Consultant and City Engineer for consideration at
thl:l next meeting.
A communication from Edward J. Till of Stephen lv. Cunningham
and Associates requested that a decision in the matter of the peti-
tion of i. A. Valentine for a change of zone from Zone R-3 to Zone
c-a on the northeast corner of Second Avenue and Live Oak Avenue be
delayed for t~o ~eeke to allo~ the preparation and filing of a
general plot plan showing the proposed development ot the property.
The Planning Consultant submitted a written report cn the matter.
The Chairman requested that copies of the Planning Cansultant's
re~ort be submitted to each Commissioner and stated that decision
in the matter would be postponed until the next meeting.
Final map of fract No. 21140, looated on Third Avenue between
Lemon Avenue and Alster Avenue, was considered. rentative approval
had been given to this tract unddr Tract No. 20555. Motion by Mr.
Robertson, s~c~nded by Mr. Daly and carried that final approval be
reCommended subject to the following conditions:
I. Dedication in fee t"o the City of a lot at each end of
Third Avenue to control future development;
2. Deposit for improvements including 24 street trees at
$5.00 eaoh, 2 street name signs at $25.00 each. and the neces~
sery street lights as recommended by the Edison Company.
Final map of Eract No. 18512, located on Greenfield Avenue
Bouth of Duarte Road, was considered. A report from the City Engi-
neer called attention to the necessity of dedicating a 5-foot plantA
ing and sidewalk easement on each side of Christina Street and the
dedication of a 2-foot lot along the east balf of the south end of
Greenfield Avenue. Motion by Mr. ftobertson, seconded by Mr. Soren-
son and carried that flnal approval of Tract No. 18612 be recommended.
Later in the ~eeting, Assistant Engineer Forbes informed the
C~nm1ssion that Mr. Robbins, Subdivider of rract No. 18512, had re-
quested th&t certain construction costs be allocated to be paid by
adjacent prooerty to the east and west of the tract and that in the
optnion of the Engineer, such allooation of costs was not justiried.
Mr. Robbins stated that the improvement requirements for the tract
as submitted 'Bould be excessive without such allocation or costs and
that he would prefer to resubmit the tract, showing Greenfield Ave-
nue running through and connecting with Dunrte Road. Motion by Mr.
RObertson, sec~nded by Mr. Vachon and csrried that the recommended
approval of fract No. 18512, as noted above, be .ithdrawn and that
the subdivider be requested to resubmit the map along with his re-
qusst for allocation of costs.
Tentative map of Tract No. 21122, looated east of Sixth Avenue
and south of Longden Avenue, and reoommended for approval on Decem-
ber 14, 1954, was referred back to the Commission by the City
Council to reconsider ths fact that all lots .ere substandard both
8S to width nnd area. A revised tentative map was submitted by the
Subdivider, including additiorml property to increase the depth of
the lots. making all lots contain more than the required minimum
srea but leaving the widths at approximately 61 feet a8 previously
submitted.
E. A. Park, Subdivider, stated that 80me difficulty might be
eneountered in acquiring a portion of the property becaus~ of the

stated that he was well acquainted with the ooner of the brooder
houuG and ~ou1d attempt to help 1n che plan of tbe Subdivider. Mr.
Robertson stated that because of the location of the tract adjacent
to Santa Anita ~ash and because the development of the tract would
eliminate unsightly rear yards. he had no objeotion to the sub-
standard \'Iidth of the lot.a. Motion by Mr. rlobertson, secended by
Mr. Sorensen and carried that first revised tentative map of Tract
No. 21122 be recommended for approval subject to the follo~lng con-
ditiona:
1. rhat funds be deposited for street lights in accordanoe
\'11th a plan to be obtatned from the Edison Company;
2. Phat a deposit be made for street tre8S end recreation fees
as required by Ordinance No. 860;
5. 'fhat all improvements oonform to existlne. oity standards;
4. That all property within the subdivision be annexed to the
City of Arcadia;
5. That the subdivision be developed with or atter Traot No.
18820.
A communication from Charles V. Pacini. 176 west Duarte Road,
requesced information ccncarn1ne the combination ot his lot witp a
101; on El Monte Avenue to provide sufficient area for three houses
or the dividing o~ a lot to provide sufficient area for two houses.
tIe was informed that he should make aoplication for a lot split
and that information would be furnished by the Secretary.
A communication from the remp1e City Chamber of Commerce re-
quested thbt the name of Sunset Boulevard within the City ot Arcadia
be changed to remple City Boulevard. atat1ng that Sun~et and femple
City Boulevards are one and the same street bnd th~t the major por-
t10n of said street is known as Temple City Boulevard. The Chairman
requested that reports be submitted by the City Manager, Fire
Dapartment, Police Department and the United ~tates Post Office.
Also, that publicity be given the Ill9.tter in the newspapers to obtain
the reaction ot the property ownera living on Sunset Boulevard.
A communication from the City Engineer etated that the Arcadia
Unified School District had offered for dedication the 50-foot street
leading from Eighth Avenue to the Camino Grove School site and re~
quested that the street be named Camino Grove Avenue. Also, that
the School District proposed to retain a two-foot strip at the West
end of the street rather than dedicate it to the City. fhe Chairman
requested that a map be prepared. ahowing the proposed street in
relation to other oroposed streets in the vicinity and that it be
submitted to the Subdivision Committee for recommendation.
A notioe from the Regional Planning COmL.iss1on of e public hear-
ing on an application for zone exoeption to a)low an addition to be
built to the First Baptist Churoh at 6027 North Baldwin Avenue was
ordered tiled.
The Commission considered the reoort of thd Planning Consultant
regarding changing the zone on the south side of 3untlngton Drive
bet~een Mlchil1inda Avenue and Holly Avenue. Mr. Mansur recommended
that the front 200 feet of the p~o~ert, be plaoed in Zone C-C with
possible variations to be determined atter the public hearing.
Motion by Mr. ~ly, secended by Mr. Vachon and carried that the City
Attorney be instructed to prepare the necessary resolution to
institute proceedLngs for the above zo~e change.

roe City Attorney presentod ResolutIon' No. 176, recommending
the granting of the application of Sam V. Goraon for a change of
zone from Zona R-l to Zona B-2 on property loca&ed at 802'North
First Avenue. Motion by Mr. Robertson, seconded by Mr. ~ly and
carried that the reading of the body of the Resolution be ~aivad.
Motion by Mr. Daly, secended by Mr. Robertson and carried that
Resolution No. 176 be adopted.
The City Attorney presented Resolution No. 177, instituting
proceedIngs for a change of zone on Duarte Road between First
Avenue and Second AVenue fram Zones R-l, R-2 and R-3 to Zones R-2,
C-O and C-l. Motion by Mr. Pratt, seoonded by Mr. Robertson and
carried that the resdIn~ of the body of the Resolution be waived.
Motion by Mr. Sorenaon, seconded by Mr. Daly and carried that
Resolution No. 177 be adopted.
'rhe City Attorney presented Resolution No. 178, recommending
the granting of the application of the Arcadia Unified School
Distrlc't for a zone veriance to permit the construction and opera-
tion of a public school on certain property north of Elkins Avenue.
The findings set out in the Resolution were read and discussed.
ldotlon by Mr. Robertson, seconded by Mr. Sorenson and carried that
the readl~ of the entire body of the Resolution be waived. Mo-
tion by Mr. Sorenson, seconded by Mr. Acksr and carried that
Resolution No. 178 be adopted.
l'he Secrtltary called attention to the msoting of the Southern
California Planning Congress to be held In Arcadia on Januury 13
and stated that more information would be mailed to the Comrnis'~
sloners.
