l1.equest of L. A. Zinia for a divisio~ of property at 136 \oIest Las Tunas Drive
!"as reported on 1:>y lJr. Sorenson and Mr. Balser. This property is presently zoned
C-2 and has frontage on both Las Tunas Drive and Live Oak Avenue. The request was
to divide the lot into two lots, one facing Las Tunas Drive and one facing Live
Oak Avenue. Motion by Mr. Sorenson, seconded by Mr. Balser, and carried that the
request to divide the tlorth 16~.37 feet of the west' 200 feet of the east 582.52
feet of lot 68, Santa Anita ColollY, except that portion in the Flood Control
Channel, be recommended for approval sub.iect to the following conditions:
1. That a final map be filed with the City Engineer
2. Sewer lateral be provided for the Live Oak Avenue frontage
3. Recreation fee of~25.oo be paid
4. Provide curb and gutters along the Live Oak Avenue frontage.
Tentative map of Tract No. 21714 located north of El sur Avenue between Tenth
Avenue and ~1ayflower Avenue wae considered. Letter from the City Engineer reported
that all lots contained more than the required area, but lie,re less than 75 feet in
width. The street was shown as less than 60 feet in width, but designed for f'ull
36 foot pavement. Report from the Planning Consultant stated that the tract com-
plied with the intent and purpose of the approved street plan, although the outlet
was shown to FJ. SUr Avenue instead of Hayflower Avenue. 'While the lots are shown
as 68.4 feet in width, they do conform to other lots in the vicinity. illred
Allen, SubdiVider, l!tated that he had not been able to secure property on the east
side of the proposed street, but that he hoped that additional property would be
added to the subdivision bei'ore final approval. He also stated that he was agree-
able to changing the map and setting up the 1 foot strip ~ong the east side of the
street in trust with the Trust Compaoy, rather than it being reserved by the sub-
divider. Also, that he would dedicate the full 12 foot parkway along the east side
of the street on the land marked "ParCel A" on the map. Hotion by 111'. Pratt,
seconded by Hr. Daly and unanimously carried by roll call vote, that tentative map
of Tract No. 21714 be recommended for approval, sub.iect to the following conditions 1
1. Dedicate a full 12 foot parkway along the east side of the street
marked "Parcel A"
2. Dedicate in fee to the City a 1 foot strip at the end of the street
marked "Parcel B"
3. Place in trust with the Trust COmpaoy a 1 foot strip along the east
side 01' the street marked "Parcel C"' and"Parcel D"
4. Dedicate a 5 foot planting and sidewalk ,easement along the west side
01' the street between ElSUr Avenue and lot 1

The Commission considered the report of the Planning Consultant on the
possible rezoning of Live Oak Avenue between Santa Anita Avenue and Sixth Avenue.
The report was read by the Secretary. A general discussion by the Commission
pointed out that it was doubtful if there was need for more cOllll1lercial property in
the area, due to the existing vacant commerciaJ.:q zoned land and vacant commercial
buildings. It I~as also pointed ou:t that during the past several years that the
north side of Live OU Avenue ,had been zoned R-3, and no developments had tUen
place. YJr. Vachon questioned the advisability of rezoning to Zone C-o due to the
fact that, in effect, it would only replace the uses which had been removed by the
change in Zone R-3. Letters from :Crank N. Rush, H. N. Berger, Louise vi. I-lordes,
J. M. CUlllllli.ngs, John L. Blake, Louise T. ,ashburn and Sam Pirlor pointing out the
need ror cOllll1lercial zoning were read by the Secretary. It was finally determined
that the City Attorney should prepare the necessary resolution to institute pro-
ceedings for a proposed change of zone, to Zone C-o or C-l on the property facing
Live Oak 1I,venue and that the Secretary should prepare a map showing the area to be
changed, along with variances and changes already made, future street locations,
and permissible parking overlay, and that the map should be submitted to the
Commission for approval before the institution of the proceedings.
The Commission considered the report of the Planning Consultant on the
possible, rezoning of the east side of Santa Anita Avenue between Huntington Drive
and Genoa Street. The report was read by the Secretary. The Planning Consultant
pointed out that the area in general was developed primarily for apartment houses
and that very little of the prOperty was vacant. He stated that, in his opinion,
it would be a mistake to rezone this property at this time; also that it might be
appropriate to grant a variance for a professional office at the northeast corner
of Santa Anita Avenue and Alta Street. The Secretary stated that some time ago
conununication had been filed willi the Commission stating that the above northeast
corner of Santa Anita Avenue and Alta Street had been purchased for use by a
medical building. The Commission agreed with the Planning Consultant that a ge~r-
al rezoning was not indicated at the present time and the report was ordered fUed.
Communication from Norvell R. Dice, Superintendent of the Arcadia Unified
School District, stated that the District was considering the purchase of the
southerly 4.36 acres of lot 2, Tract 949, located on the west side of Santa Anita
Avenue, north of the Pacific Electric Railroad right of way, for the establishment
of District Administration offices, Distr1ct Library. lisrehouse. Bus garage and
Maintenance Shops, and requested that the Commission approve the appropriateness of
the parcel for their proposed use. f10tion by Mr. Vachon, seconded by Hr. Pratt and
carried that. in accordance with Section IBko3 Of the Education COde. this Commis-
sion approve the, purchase of the site as being appropriate for the above mentioned
uses.
Conununication froJ1l the City Engineer recOllll1lended that the COmmission consider
the establishment of a setback line on each side of the former Pacific Electric
Railway right of way, south of Huntington Drive. which has been acquired by the
City for street purposes. He suggested a setback of 35 feet on the property on the
northwest side of the 19treet and north of the Civic eenter. and 5 feet on the pro-
perty on the southeast side. After discussion. the Commission held the matter for
further study and requested a report from the Planning Consultant. Also, that the
City Engineer's recommendation, and the Planning Consultant's report be sent to
each Commissioner for study.
There being no further business the meeting adjourned.
