TO: ALL CITY COm~CIIlfEN AND PLANNING COl'illISSIONEHS SUBJ a::T: PLANtITNG CONHISSION i'illlUT'iS The City Planning Commission met in regular meeting with Chairman Balser presiding PRESENT: Commissioners Acker, Balser, D~, Pratt, Robertson, Sorenson and Vachon ABSE.'IT: :~one OTHERS PRESENT: Camphouse, ~.ansur, Nicklin, Rogers, HcGlasson and Talley The minutes of the meeting of March 22, 1955, and the minutes of the Modif~cation Conunittee meeting of April 4, 1955, were approved as written and mailed. J/ Request of Forrest L. Wilkinson, 1119 West Duarte Road, for a division of property was reported-on by~ Sorenson and Mr. Acker. The request was to divide a 140 toot lot in Zone R-3 into two lots being 65 feet and 75 feet wide. This lot width conforms with other lots in the vicinity;, Recommendation from the City Engineer was read. Motion by !-ir. Sorenson, seconded by Mr. Acker and carried that the request to divide the east 65 feet of lot 143, Tract No. 2731, be recommended for approval, subject to the following conditions: tl I 1. That a final map by an engineer or surveyor be filed 2. That a sewer lateral be provided for the new parcel 3. That 12 feet be dedicated for the future Iddening of Iluarte Road 4. That a ';25.00 fee be paid into the r~creation fund for the new lot. Request of Andrew J.Peters, 1422 South Tenth Avenue, to divide property and ,extend Loganrita Avenue was considered. This division would create one or new lot on the east of Loganrita Avenue and a double frontage lot between Loganrita Avenue and Tenth Avenue. Mr. Pratt stated that this request con- formed ~Ii th the approved master plan. Report of the City Engineer was read. Motion by ifr. Pratt, seconded by Mr. Robertson and carried that permission to divide the south 69 feet of lot 35, F. A. Geier Tract, by the northerly ex- tension of Loganrita Avenue, be reconunended for approval subject to the follow- ing conditions: 1. That a final map by an engineer or surveyor be filed 4~ 2. That sewer main and lateral be constructed 3. That the extension of LOganrita Avenue be dedicated for street purposes, and that 2 feet at theno,rth side of the lot at the end of the street be deeded in fee to the City 4. That 025.00 recreation fee be paid for each new lot created 5. That street plans showing all iinprovements required by the Sub- division Ordinance, including gas main and laterals, be submitted for approval and that all work be completed or bond posted to cover the cost of the work before final, approval by the City Counc il. Mr. Pratt stated that the division would meet all the requirements of the area when sewers were installed. Motion by Hr. Pratt, seconded by i'lr. Robertson and carried that permission to divide a portion of lot 2, Tract No,. 948, 136.41 feet in width, lying east of ,the east line of lot 46, Tract !lo. 1)184, and south of. the east extension of the north line of said lot 46, be recommended for approval, subject to the following conditions: 4~ 1. That a final map by an engineer or surveyor be filed 2. That satisfactory easements for sewers be dedicated to the City along the west line and north line ,of the property, including satisfactory easement for a manhole at the southwest corner of the parcel adjoining on the north. 3. That an eight inch sewer main be constructed in the easement along the westllne of the property. Sewer plan to be approved by the City Engineer. 4. That ~25.00 recreation fee be paid for the new lot created j Final map of Tract :10. 20211, located north of Elkins Avenue, and a map showing the proposed location of Ca.nyon Road extending from the north line of the tract to the proposed site of a new reservoir were submitted for approval. Letter from the City Engineer stated that he had not had sufficient time for a complete study of the matter,; pointed out some items that wojl1d require con- sideration and change; and requested that both matters be held for further study. Motion by Mr. Robertson, seconded by l'lr.Pratt and carried that both matters be held until the next meeting for study by the Subdivision COIIlIIIi.ttee and the City Engineer. Communication from the City Manager requested that the Commission consider the propriety of parking trucks, used in the collection and haUling of .1unk, rubbish, etc., in Zone C-2. It was the cons6DBUS of opinion of the Conunission and the Planning Consultant that such a use should properly be classified in Zone N-l. Notion by Nr. RObertson, seconded by l'lr. Pratt and carried that the city Attorney be requested to prepare a resolution recommend- ing that the parking of trucks used in the hauling business be classified as a use permissible iri Zone M-l. I The Secretary presented a map showing the property north of Live Oak " Avenue between Santa Anita Avenue and Sixth Avenue to. be studied fora propossd / change of zone. It was the consensus of opinion that a thorough study of the I area should be made, including the possibility of opening of alleys, and that I sufficient land should be included in the call for the public hearing. Motion \ by Mr. Sorenson, seconded by rlr. Vachon and carried that the matter be held I pending the preparation of an overlay map showing the land use of each lot. The matter of proposed C-D and C-l zoning on Huntington Boulevard between i'Iichilllnda Avenue and Holly Avenue was referred back to the Commission by the City Council with the suggestion that the area between 3aldwin Avenue and Holly Avenue be zoned C-D; the area west of Baldwin Avenue be left Zone R-) except the lots now used for medical buildings I1hich should be zoned C~O; that the lots at Baldwin Avenue now zoned C-2 be either left C-2 or reduced to C-l; and that the COIIlIIIi.ssion consider the placing of the Architectural Design overlJly over the area. Mr. Mansur stated that, in his opinion, the nonconforming uses west of Baldwin Avenue should not be zoned C-O, as that would allow the extension to several commercial uses never before enjoyed by the property. The present Zone C-2 at Baldwin Avenue should, not be changed to C-l unless the property on the north side of Huntington Drive is also changed to C-l. Also, that changing the zone of property east of Baldwin Avenue to C-O would allOli several uses never before possessed. Members of the Commission thought it best to le~ve the area in Zone R-) and to consider individual requests for variances for Ir.ed~::al buildings. Nr. Vachon expressed the opinion that if the area east of Baldwin Avenue were zoned C-o it would concentrate medical buildings near the proposed hospital, and discourage requests for variances west of Baldliin Avenue. The architectural design overlay was discussed, and Mr. Nicklin expressed the opinion that. it would not be possible to enforce this penal regulation unless a standard of building acceptable were set. Motion by Mr. Sorenson that this COmmission advise the City Council that the matter of zone changes on Hunting- - 2 - 4-12-55 . . ton Boulevard had b'een considered, but t.hat it was the opinion of the Com- mission that the whole area should remain in Zone R-3, and that individual reqllests for variances be considered, each on its own merit, and that the architectural design zone would be further considered. Said motion was seconded by Mr. Pratt and carried by the following vote: AYES: Commissioners Balser, D~, Pratt, Roberteon and Sorenson NOES: Commissioners Acker and 'Vachon Communication from the Planning Consultant recommended that the City take immediate action to acquire all of the 40 foot abandoned Southern Pacific Rail- road right of way between Huntington Drive and Huntington Place. or to acq)lire .any portion not being acquired by the County. If the entire strip cannot be acquired, at least acquire that portion opposite the site of the City Hall and the State Armory. Also, that a setback or 35 feet fr6m the northwesterly line of the abandoned Pacific Electric '1ailway right of way be estabHshed from Holly Avenue to a point 100 feet south of Huntington Drive, and that a 5 foot setback be established along the southeasterly side of the right of way from Holly Avenue to Huntington Drive. The report or the City Engineer regarding such setbacks was reread. Motion by 111". Eobertson, seconded by Mr. Vachon and carried that the Commission recommend the establishment of a 35 foot setback along the north- westerly line of the abandoned Pacific Electric Railway right or way from Holly Avenue to a point 100 feet south of Huntington Drive. Motion by Hr. Pratt, seconded by Hr. Acl(Br and carried that the COI1IIIli.ssion recommend the establishment of a 10 foot setback along the southeasterly line of the abandoned Pacific ;llectric llailway right of way from Holly Avenue to Huntington Drive. Robertson and carried that the Com- mission recommend that any portion of the abandoned Southern Pacific Railroad right of way between Huntington Place and Huntington Drive not being acquired by the County should be imme,iiately acquired by the City for public use. communication from Howard W. Young. 1103 El Sur Avenue, requested that his fOJ'lller request to address the Commi:ssion regarding proposed Tract No. 21714 be oancelled. The matter was ordered filed. Request of Lewis J. Smith, 11 \Jest Las Flores Avenue, for a change of setback on Santa Anita Avenue from 50 feet to 30 feet affecting lot 2. .Tract No. 9860, at the northwest corner of SaI1ta Anit~ Avenue and Las Flores Drive, was referred to ~lr. D~ and Mr. Sorens~>n for study and report. Communication from the City F..ngineer relative to the opening of a street along the east side of the Flood Control Channel for Arcadia Wash between Duarte Road and Huntington Place. through the high school site, was read. Notion by Mr. Robertson, seconded by Mr. Sorenson and carried that the Commis- sion reaffirm its former decision that a street in the above location is urgen'::- ly required. Communication from the City Engineer recommended that if the property on Duarte Road from a point east of First Avenue to and including the four corners or' .Second Avenue is rezoned to Zone C-l as contemplated by the City Council, that the C-l property should be made a part of Fire Zone No. 1 and that a.fter the dedication of property for the widening of Duarte Road and Second Avenue, the present setback requirament in Zone C-l be removed. Motion by I,ir. Pratt, seCOnded by Mr. Da4r and carried that tha above recommendation be recommended for approval. Mr. Ch'il'les B. Faulkner. 481 Palm Drive, addressed the COIIIIIIi.a~i:')n relative to the opening of Florence Avenue north from Palm Drive, and the ll~~e:l~ion of Rosemarie Drive. He submitted a map showing the proposed location of the streets, and stated that the owners hoped to submit a regular subdivision map providing for lots approx:lmately 70 feet by 125 feet in size. Also, that at the pIresent time three oWners ,at the present west end of Rosemarie Drive had not consented to join in the subdivision. It was the oonsensus of opinion that a regular sub- division map along the lines outlined, and sholling all streets 60 feet in width would be looked on with favor. - 3 - 4-12-55 . . . . Leon Allor, representing the Vance Corporation of Glendora, addressed the Commission and requested permission to construct a 12 foot by 27 foot swimming pool at 141 East Foothill Boulevard for demonstration and sales purposes only. He stated that the property would be fenced with a chain link fence 6 feet high. Motion by Hr. Pratt, seconded by Mr. Daly and carried that such a use be recommended for approval as a use permitted in Zone C-2. 111'. Floyd Hill, 618 Fairview Avenue and Mr. Stewardeon Budworth, 646 Fairview Avenue, addressed the Commission relative to the reported acquisi- tion by the City of Arcadia of prOperty on Fairview Avenue, now zoned R-3. for use for a fire stati"on or public library, and stated that the neighborhood vigorously objects to such use. The Chairman advised them to contact the City Manager about such acquisition, and stated that if a change of zone were pro- posed, the interested property owners would be given an opportunity to be heard. Mr. Mansur submitted a report. prepared by himself, the City Engineer and the Building Inspector. proposing amending the Zoning Ordinance as it regulates signs in the residential zones, in order to eliminate present inconsistencies. The matter was thoroughly discussed. Notion by]tir. Vachon, seconded by Mr. Pratt and carried that the City Attorney be requested to prepare a resolu- tion to institute proceedings to amend the Zoning Ordinance as follows: lIAl1iend Section 4 of Ordinance No. 760 (R-o Zone) to read as followSI '3. The following unlighted signs located not nearer than ten (10) feet to adjoining premises, nor nearer than five (5,) feet to a street line. a. One (1) sign of not to exceed one (1) foot in area and containing only the name of the occupant. b. One (1) sign of' not to exceed four (4) square feet in area advertising products raiaed on the premises. c. One (1) sign of not to exceed four (4) square feet in area adver.tising the premises for sale. lease or rent. d. Temporary signs of not to exceed foUr (4) square feet in area giving the names of the contractors. engineers and architects during construction period. No other advertising signs, structures or devices of any character shall be PE1rmitted in any "R-O" First One.,.Family Zone. I II "Amend Section 5 (R-l zone) by adding paragraph 4 to read as follows: '4. Any use pennitted in the "R-O First One-Family Zone. I " Hr.
