SUBJECT: PLANNING COMMISSION MINUTES
The City Planning Commission met in regular meeting, with
Chairman Balser presiding. .
PRESENT: Commissioners Acker, Balser, Pratt, Robertson,
Sorenson and Vachon
ABSENT: Commissione.r Daly

The minutes of the meet~ng of May 24 were approved as written
and mailed.
Pursuant to notice given, a public hearing was held on the ap-
plication of Lorraine M. and Robert H. Stettler for a zone variance
to allow the construction and maintenance of a two-unit residential
structure on a portion of Lot 5, Tract No. 13487, located at 241
Oakhurst Lane. ~~. Stettler addressed the Commission briefly stat-
ing that the use requested was less than that allowed by Ordinance
No. 636 in the same vicinity and Ordinance No. 652 on the same
property. Six owners of surrounding property had signed consent
to the granting of the variance. No other persqn d~sired to be
heard. The Chairman declared the hearing closed and requested the
Commissioners to view the property and also requested reports to
be submitted from the Planning Consultant and City Engineer so that
a decision could be reached at the next meeting.
Pursuant to notice given, a public hearing was held on the ap-
plication of Albert L. Daniels. for a zone variance to allow Lots
23 and 24, Block 75, Santa Anita Tract, located at 35 Indiana Street
to be used for the preparation of food products. Mr. Daniels brief-
ly addressed the Commission stating that the building was not suita-
ble for ordinary commercial uses but had been approved by the County
Health Department for the requested use.
Mr. George J. Smith, 1440 Cabrillo Road, proposed lessee, ad-
dressed the Commission and briefly described the operation of his
company. He also stated that the bUilding had been approved by the
County Health Department and that the only requirements were paint-
ing and ventilation of the toilets. He stated that there were no
obnoxious odors from any of the proposed operations. The Planning
Consultant reported that the building had been used for manufactur-
ing purposes in the past and that he saw no objection to the pro-
posed use at this particular location. Mr. Pratt inquired as to
parking area for employees and it was pointed out that ample park-
ing is prOVided on the property. Motion by Mr. Robertson, seconded
by Mr. Acker and carried, that the City Attorney be instructed to
prepare the necessary resolution to recommend the granting of the
application.
The Commission considered a decision on the proposed rezoning
of Live Oak Avenue between Santa Anita Avenue and Sixth Avenue as
contemplated by Resolution No. 186. A communication from the City
Engineer recommended that if the property were zoned for commer-
cial uses and it were at all possible alleys should be opened at
the rear of the property. A report by the Planning Consultant
reviewed the present uses on the property and across the street in
county territory and called attention to zone changes which had
previously been made at the northeast corner of Santa Anita Avenue
.and Live Oak Avenue and at the northeast corner of Second Avenue
and Live Oak Avenue.

He also called attention to the large amount of property in
the vicinity now zoned for commercial uses which was still vacant.
He pointed out that regardless of the apparent lack of need for
additional commercial property that at least some of the corners
were probablyent1tl~d to commercial zoning to be in conformance
with other zoning which had already been granted. He recommended
that certain corners at Santa Anita Avenue, Second Avenue, and
Sixth Avenue be recommended for change of zone to Zone C-l and that
most of the balance of the property under consideration be recom-
mended for a cllange to Zone C-O, more particularly described in
detail as follows:
1. Lots 6 and 7, Tract No. 11438, at the northeast corner
of Santa Anita Avenue and Live Oak Avenue, on which a variance has
been granted f9r certai~ commercial us.es, to the C-l zone.
2. Lot 55, Tract No. 13217~ at the northeast corner of Second
Avenue and Live Oak Avenue, which was rezoned to C-l by Ordinance
No. 911, adopted April 19, 1955, to remain in the C-l Zone.
3. The easterly 212 feet of Lot 5. Tract No. 12670. at the
northwest corner of Second Avenue and Live Oak Avenue, to the C-l
Zone.
4. Lot 6, Tract No. 11382, at the northwe~t corner of Sixth
Avenue and Live Oak Avenue, to the C-l Zone.
5. Lots 1 and 2, Tract No. 13217. at the northwest corner of
Third Avenue and Live Oak Avenue, to remain in the R-3 Zone, pur-
suant to the request of the church.
6. Lots 8 and 9, Tract No. 11438. at the northwest corner of
Louise Avenue. Lots 19 and 20, Tract No. 11438, at the northeast
corner of Louise Avenue. The southerly 200 feet of part of Lot 65.
Arcadia Acreage Tract. Lots 2 and 3. Tract No. 12915. at the north-
west corner of Greenfield. Part of Lot 99. Arcadia Acreage Tract,
at the northeast corner of Greenfield. Lots 1 and 43. Tract No.
12915. Lots 4 and 5, Tract No. 12670. except the easterly 212 feet
of Lot 5. Lots 53 and 54, Tract No. 13217. at the northeast corner
of Third Avenue. Lots 32 and 33. Tract No. 13217, at the northwest
corner of Fourth Avenue. Lots 30 and 31. Tract No. 13217. at the
northeast corner of Fourth Avenue,. The southerly 200 feet of Lots
I, 2, 3 and 4, Tract No. 11382. Lot 5. Trac.t No. 11382. The south-
erly 200 feet of Part of Lot 1096 Arcadia Acreage Tract. All to be
rezoned to the C-O Protessional ffice Zone.
He stated that it would be an advantage to the area if alleys
could be secured in the rear .of the properties but that it would be
difficult to accomplish on account of irregular lot lines. He
recommended that before the zoning is adopted a l2-foot widening of
Second Avenue should be required from Lots 4 and 5. Tract No. 12670
at the northwest corner of Second Avenue and Live Oak Avenue. Also
that all property placed in the C-l Zone shOUld also be placed in
No. 1 fire zone and that all property placed in 0-0 Zone should be
placed in No. 2 fire zone. He recommended that consideration be
given to existing residential setback lines.
It was the consensus of opinion of the Commission that there
was not sufficient need for commercial property in the area to
warrant a general rezoning to Zone C-l and that the C-O Zone would
restore to the property the professional uses previously enjoyed
under Zone R-3 including Borne addi.tional uses. They all agreed
that alleys would be highly desirable but on account of the
irregular lot lines felt that it would be very difficult to open
such alleys. Motion by Mr. Pratt, seconded by Mr. Sorenson and
unanimously carried by roll call vote, that the City Attorney be
.instructed to draw a re.solut10n recommending a change of zone on
the north side of Live Oak Avenue between Santa Anita Avenue and
Sixth Avenue as recommended by the Planning Consultant and that the
City Council be informed that this Commission would. submit a later
recommendation concerning fire zoning and building setback lines.

The Commission considered a decision on the proposed amendment
of Sections 4 and 5 of the Zoning Ordinance relating particularly
to signs in residential districts as contemplated by Resolution No.
187. A report from the Planning Consultant was read recommending
that the ordinance be amended as follows:
Amend Paragraph 3 of Subsection A of Section 4 of Ordinance No.
760 (R-O Zone) to read as follows:
3. The following unlighted signs located not nearer than ten
(10) feet to adjoining premises nor nearer than five (5) feet to a
street line.
a. One (1) sign of not to exceed one (1) square foot in
area and containing only the name of the occupant.
b. One (1) sign of not to exceed four (4) square feet in
area advertisil1$ produc.ts raised on the premises.
c. One (I) sign of not to exceed four (4) square feet in
area advertising the premises for sale, lease or rent.
d. Temporary signs of not to exceed four (4) square feet
in area .giving the names of the contractors, engineers and
architects during the construction period.
e. Two (2) temporary signs of not to exceed. thirty-two
(32) square feet in area each, advertising the property for sale,
erected and maintained in a new subdivision during the period
an active sales campaign ls being conducted for such subdivi-
slon, but in no event for a period longer than six (6) months.
No other advertising signSr structures or devices of any character
shall be permitted in any 'R-O" First One Family Zone.
Amend Subsection A-I of Section 5 (R-l Zone) of Ordinance No.
760 to read as follows:
l. Any use permitted in the "R_O" First One Family Zone; one
family dwellings of a permanent character placed in permanent loca-
tions; private garages; carports.
Considerable discussion was held as to the effect of such an
amendment on existing signs. The present regulations in the zoning
ordinance for the removal of non-conforming buildings wa~ discussed.
It was the opinion of the Commission that the removal of .non-
conforming signs should not be under the same regulation as non-
conforming buildings and that a limit of six months time for the
removal would be ample. Motion by Mr. Vachon, seconded by Mr. Pratt
and carried, that the City Attorney be instructed to draw the neces-
sary resolution to recommend the amendment of Sections 4 and 5 of
the zoning ordinance as recommended by the Planning Consultant and
that a limit of six months time be set for the abatement of non-
conforming ~igns.
The request of Pat Carmical, 6j!4 We_st Norman Avenue, to divide
property was reported on by Mr. Sorenson and Mr. Balser. This re-
quest was to divide two lots having a frontage of 65 feet and 66.41
feet. It was pointed out that such a division conforms with other
divisions previously granted in the area and meets all area'~quire-
ments. The location of a future street on the west portion of this
property was discussed. The Secretary reported that Mr. Erickson,
proposed subdivider, had stated that he proposed to locate the street
on the Armstrong property immediately west of the subject property.
Motion by Mr. Sorenson, seconded by Mr. Balser and carried, that
permission to divide the East 66.41 feet of the north 214.33 feet of
Lot 35, Tract No. 4869, be recommended for approval subject to the
following conditions:
1. That a final map be filed with the City Engineer;
2. That a sewer lateral be provided for the westerly parcel;
3. That a recreation fee of $25.00 be paid.
The request of Karl W"-- Hart, ~ Eas.t Camino Real, to divide
property on Fifth Avenue was reported upon by Mr. Acker and Mr.

Vachon. The proposed division consisted of two lots each 92.5 feet
wide and 81.5 feet deep which conformed to a division approved
November 9, 1954, on the same property. Motion by Mr. Acker,
seconded by Mr. Vachon and carried, that permission to divide the
South 92.5 feet of the north 185 feet of the west 81.5 feet of the
east 92 feet of Lot 43, and the South 92.5 feet of the north 211.5
feet of the west 81.5 feet of the east 92 feet of Lot 43, Tract No.
808 be recommended for approval subject to the following conditions:
1. That a final map be filed with the City Engineer;
2. That recreation fee of $25.00 each be paid for the two new
parcels created.
The request of Mrs. ElviraL. _O~rn, 402-1{@s_t_kmon Avenue,
to divide property was reported-on by Mr. Sorenson and Mr. Balser.
On February 17, 1949, permission was granted to divide 50 feet by
150 feet off the west portion of this lot but the property never
was actually divided. The present request proposed dividing 43.41
feet by 129.33 feet, having ~ area of 5614 square feet, off the west
side of the property and 60 feet by 131.41 feet off the south por-
tion facing Holly Avenue. Because of the small size of the lots and
the fact that a frame garage would be located on the new lot lines
motion was made by Mr. Sorenson, seconded by Mr. Balser and carried,
that the request for division as submitted be recommended for denial.
Revised tentative map of Tract No. 20642, located south of Foot-
hill Boulevard and east of San Carlos Road was considered. The
Secretary reported that a meeting of the subdivider, the subdivider's
engineer, Mr. Bone, property owner to the east, the Planning Con-
sultant, the City Engineer and the Secretary in an attempt to work
out a street along the Santa Pe Railroad track to provide general
traffic circulation in the area had been unsuccessful. Also that Mr.
Bone as of this date had stated he would not give any property for
street purposes. A communication from the Division of Highways
recommended that every effort be made to prOVide access to the
tract other than from a new street intersecting Foothill Boulevard.
Mr. Robertson stated that in his opinion a prior map showing
access from San Carlos Road was more desirable but that such map
had been disapproved by the City Council. The property of Mr. Asder
to the west was discussed and it was agreed that such property would
have aocess through future street dedioations. Motion by Mr. Robert-
son, second~d by Mr. Pratt and unanimously carried by roll oall vote,
that revised tentative map of Traot No. 20642 be reoommended for ap-
proval subject to all fees and improvements required by the Subdi-
vision Ordinanoe.

A oommunication from the Union Oil Company of California re-
quested the removal of residential setbaoks on portions of Lots 6
and 7, Traot No. 11438, located at the northeast oorner of Live Oak
Avenue and Santa Anita Avenue. The City Attorney called attention
to the fact that Resolution No. 2321 granting the variance for com-
meroial uses on this property was adopted on December 16, 1952, and
that under the provision.s of Section 16 of Ordinance NO.7. 60, as(6mo.
amended by Ordinance No. 878, such varianoe became null and voiq!atter
i~sadoption because of not having been used. Motion by Mr. Robert-
son, seconded by Mr. Sorenson and carried, that the Secretary be
instructed to inform the applicant of the expiration of the variance
and also that subject property is now under consideration for change
of zone and a ohange of setback line.
The request of the Goodyear Tire and Rubber Company for per-
mission to do incidental tire recapping in a proposed retail tire
and accessory store to be located at 55-57 East Huntington Drive
was discussed. Ordinance No. 160 now provides that tire reoapping
be done in Zone M-l. Motion by Mr. Vachon, seconded by Mr. Pratt
and oarried, that the request for recapping in Zone C-2 be recom-
mended for denial beoause of the faot that it is now provided for in
Zone M-l.

A communication from Filante Realty Associates requested that
property located at 412 East Huntington Drive and presently zoned
C-2 and R-3 be allowed to be used as an ambulatory rest home for
men and women. The Chairman requested that Mr. Sorenson and Mr.
Acker view the property and repor.t back to the Commission.
The petition of Harry C. Robinson and others for annexation of
certain territory on the west side of Baldwin Avenue from Camino
Real to a point south of Norman Avenue was considered. A communi-
cation from O'Melveny and Myers stated that the applicants desired
that the property be zoned C-2 if and when annexed. Mr. Robinson
stated that it was his opinion that Carolyn E. Bernard, owner of
property at the southwest corner of Camino Real and Baldwin desired
C-2 zoning and that the other property ownerS would be pleased with
C-l zoning on the Baldwin Avenue frontage and R-3 zoning on the
excessive depth lots. ~1e Chairman requested Mr. Acker and Mr.
Vachon to view the property and study the area with particular at-
tention to the suggested C-l or C-2 zoning and that t~report
back at the next meeting.
A communication from Arthur J. Will, Chief Administrative
Officer of the County of Los Angeles, enclosed copies of a map
showing the proposed location of a riding and hiking trail in the
Santa Anita Wash north of Foothill Boulevard. A letter from the
City Engineer stated that the county had been requested to relocate
the trail to follow the east bank of the wash north of Foothill
Boulevard in order to avoid the more fully developed property which
had been complied with on the attached maps. The Planning Con-
sultant stated that he had previously recommended that the trail
follow the east bank of Santa Anita Wash in its entirety. The
Chairman referred the matter to the Planning Consultant to investi-
gate and report on the present statue of the trail throughout the
City.
Tentative map of Tract No. 21833, located on WecJ.gewood Street
west of Golden West Avenue in county territory was submitted by the
Regional Planning Commission for recommendation. The map proposed
lots apProximately 54 feet wide and 155 feet deep. Motion by Mr.
Sorenson, seconded by Mr. Robertson and carried, that tentative map
of Tract No. 21833 be recommended for disapproval as not complying
with Arcadia minimum standards.
First revised tentative map of Tract No. 18241. located on
Encino Avenue south of Duarte Road, was submitted and referred to
the Subdivision Committee for report.
Mr. Alfred Allen addressed the Commission and stated that a
problem had arisen in connection with proposed Tract No. 21714.
located north of El SUI' Avenue. One property owner thus far failed
to Join in the tract which would require a street width of 35 feet
and a pavement width of 23 feet for a length of 114 feet. It was
suggested that the tract be handled as two final maps temporarily
eliminating the center section. Mr. Robertson stated that per-
sonally he could not recommend the approval of such a street width.
No further action was taken by the Commission.
The Planning Consultant submitted a verbal report on the possi-
bility of a future street located between Camino Real and Norman
Avenue and west of Holly Avenue which report had been requested by
the Modification Committee. He stated that in his opinion it would
be impractical to plan a street in this location on account of the
location of present buildings and lack of access to an established
street.
The City Attorney presented Resolution No. 192, recommending
the denial of the application of Irline V. Davison for a zone
variance to permit the property at 812 West Huntington Boulevard
to be used for a professional office building. Motion by Mr.
Vachon, seconded by Mr. Pratt and carried, that the reading of the
body of the resolution be waived. Motion by Mr. Sorenson, seconded

No. 192 be waived. Motion by Mr. Sorenson, seconded by Mr. Vachon
and carried that Resolution No. 192 be adopted.
The City Attorney presented Resolution No. 193, recommending
the classification of booklet assembling and b1.nding as a use per-
missible in Zone C-2 and the business of pickle processing as a use
permissible in Zone M-l. Motion by Mr. Acker, seconded by Mr. Pratt
and carried that the reading of the body of the resolution be waived.
Motion by Mr. Sorenson, seconded by Mr. Vachon and carried, that
Resolution No. 193 be adopted.
The City Attorney presented Resolution No. 194 recommending the
reclassification of real property on the north side of Live Oak
Avenue between Santa Anita Avenue and Sixth Avenue to Zones C-O and
C-l. The contents of the resolution were thoroughly discussed and
considered. Motion by Mr. Robertson, seconded by Mr. Pratt and
carried, that the reading of the body of the ~esolution be waived.
Motion by Mr. Vachon, seconde.ci by Mr. Sorenson and carried, that
Resolution No. 194 be adopted.
There being no further business the meeting adjourned.
