The City Planning COll1Il1i.ssion met in regular meeting with Chairman Balser
presiding.
PRESENT: Cononissioners Acker. Balser, Daly. Pratt, Robertson, SorellBon
and Vachon.
ABSENT: None

Pursuant to notice given. a public hearing was held on the application of
Ben F. SIIlith. Inc.. for a zone variance to permit the propel"tyat250 liest
Colorado Boulevard to be used for an automobile service station. A scale model
of the lot and proposed improvement was exhibited. A letter from the Standard
Oil Compatl3' requested that the setback be changed to allow the pwnp islands to
be located 12 feet from the property lines of both Colorado Place and Colorado
Boulevard. Letter from Fred N. Howser, owner of property across the street.
stated that if this variance were allowed, he ~lou1d renew his application for a
station at Oakhurst Lane and Colorado Boulevard, .a.nd would expact it to be
granted. Hr. I:verett ";attstated that in his opinion there was a difference
be'b-reen the sub,1ect property and that of lIr. Hoswer in that the subject property
now has a variance for commerc:l.a1 purposes. Mr. Frank Brophy of. Standard Oil
stated that much research had been done. to coordinate this plan with the
channelization to be done by the state Higlmey Department. ~Ir. Robertson re-
quested that information be supplied sho,1ing the flow of traffic' .around the
station. IIr. SIIlith stated that this would be supplied. :~o other person de-
sired to be heard. The Chairman declared tile hearing closed as far as public
testimon;y- was Qoncerned. and requested that reports be submitted by the Safety
Cononittee and the Planning COllBultant. He also requested all oommissioners to
view the property and study the model.
The Commission considered a decision on the, application of Lorraine M. and
Robert H. Stettler for a zone variance to permit a duplex at 241 Oakhurst Lane.
Report of the Planning Consultant stated that this request was not out of line
with other variances pre)tiousJs' granted, on the same street. Motion by Hr. Pratt.
seconded by ~f1-. Robertson and caITied that the City Attorney be instructed to
prepare the necessary resolution to recOlTlDlend the granting of the variance.
Request of Donna R. Echols" 428 ::~Du~ Ro~, to divide property on
Fifth Avenue, partJs' in Arcaaia and partly in Monrovia. was reported on by
Hr. SorellBon and Nr. Acker. Report of the City Engineer recommended thllrt land
be dedicated for widening both Fifth livenue and Duarte Road, and called attention
to the fact that after such dedication. the proposed parcel would contain less
than 7500 square feet. 111'. Pratt and 111'. Robertson objected to granting the
division with less than the required area. Mr. Sorenson stated that no more land
\-las available and that the division, with a new dwelling, would be a definite
improvement to the street. Motion by Mr. Sorenson that permission to divide the
north 97 feet of the south 315.6 feet of the east 82.5 feet of lot 50, Tract
No. 808. be recOlll11lended for approval. subject to the following conditiollB:
1. Dedicate the east 10 feet of the property for widening Fifth Avenue.
2. Dedicate the north 12 feet of the property for widening Duarte Road.
3. Increase the frontage of the new lot from 91 fee,t to 97 feet,

Request of Jl!.!!-ep.fi ~ushner, 1210 S.QJLth Fourth Avenus, to divide property on
Fifth Avenue \~as reported on by Nr. Sorenson and ~lr. Acker. The request was to
divide the east ll8 feet of lot 19. Tract No. 18616, bec!ll1Be of the location of
a chicken house over the rear line of the lot. The house was being used only
for the storage of unused chicken equipment and old lumber. The location of
this building had not been shown on the maps of Tract No. 18616 during approval
of the tract. Motion by Mr. Acker, seconded by Mr. Sorenson and unan1moUs],y
carried by roll call vote th~t the application be reconunended for denial.
Request of Hp.JlllltlJ&an, 2JS113. S~SJmta Anita Avenue, and Albert Case,
2512 South Santa Anita Avenue"to, divide property and extend Louise Avenue, was
reported on by Mr. Daly and r,lr., Halser. The applications proposed that each
parcel be divided into four lots. Mr. Daly stated that the division should be
presented as a recorded subdivision. Mr. llansur agreed and read the definition
of a subdivision from the state }lap Act. 110tion by1'lr. Daly, seconded by
Mr. nalser.and carried that the requests be recommended for d~ \dthout pre-
judice, and suggested that the matter be resubmitted as a recorded subdivision.
Tentative map of Tract No. 11485, located on Highland Oaks Place north of
Elkins Avenue. was considered. Heport from the Staff Subdivision COIJllIlittee
stated that all lots TrTere liell above m1ni.mum width and area, and the street was
satisfactory, and set out certain recommended conditions fOr approval. Mr.
Robertson stated that the proposed name of the street would be confusing.
Mr. Hopen objected to the dedication of ,theeaster]y extension of Elldns Avenue
and stated timt it had now been offered for dedication as a future street. Also
that the triangular parcel of land south of th'3 above extension was under ease-
ment to the County Flood Control District and could not be deeded to the ad-
joining property owner except by purchase. Notion by Mr. rtobertson, seconded
by Mr.. Pratt and carried by roll call vote that tentative map of Tract No. 11485
be recommended for approval, subject to the following conditions:

That the name of "Oaks Plaoe" shown on the map be changed to Highland
Oaks Drive, and the name Of. Highland OakS Drive in Tract /lio. 202ll
north of Elld.ns Avenue be changed to some suitable name.

Street improvements shall be satisfactory to the City Engineer,
Paving shall be a minimilm of 42 pounds per square foot of plant
mix paving,
4. Water, sewerage and gas laterals shall be inst!llled to all lots.

5. The City shall be granted an easement for sewer and utility pur-
poses over the 30 foot Flood Control Distriot easement at the
norther]y end of the street. This easement shall also be paved
with plant mix paving, if a satisfactory access road to the north
cannot be obtained around the easter]y boundary of the subdivision.
A 60 foot strip of private land from the present end of Elkins
Avenue to the Flood Control District property line shall be dedicated
as a future street,

Tentative map of Tract No. 21924, located on Rose Marie Drive and Florence
Avenue was discussed. Letter from a committee of property owners pointed out
that. this subdivlsion was proposed by private owners joining together in escrow
and that they had funds in escrow to PaV for the improvements by private con-
tract. It had been impossible to pool all the land. consequently proposed lot
lines followed closely present holdings, making several of the lots less than
75 feet wide, but in all cases more than 7500 square feet in area. Letter from
Angeline l)avis Jones, 469 PaJJn Jrive, stated that she had of1'ered easements for
SelieI' and utilities at no expense to herseU. Report of the staff Subdivision
Committee pointed out undersize lots and cases where it might be possible to
improve them. Also improvements and fees to be required if' the tract were
approved. Hr. Hoffeditz, engineer for the owners, stated that they could not
change the lot lines on account of separate ownership, loans, etc. He stated
that the owners committee had exhausted every possibility over a period of four
months, and that It had worked a hardship on maz:w of the participants to raise
the money to pey the costs of the subdivision. 111'. Faulimer cOlllpared this tract
with many others approved within recent time, stating that this was superior.
Hr. Klein also substantiated the above statements. The Commission cOl1llllended the
owners for the effort and thought that had been put into the plan, but thought
that another trial might result in bringing lots up to 75 feetJl1inim11l1l width.
Motion by Mr. Pratt, seconded by Hr. Robertson and unanimously carried by roll
call vote that the tract as submitted be recommended for denial. Nr. Robertson
suggested that the owners committee meet with the City staff in an effort to
work out the matter. The Chairman requested that the Cityl!:ngineer contact the
owners of 468 and 536 i.rest Vlalnut Avenue in an effort to obtain a more equit-
able division of land in the lots.
First revised tentative map of Tract No. 18241, located on Encino Avenue
was considered. Report from the staff committee pointed out that one lot on the
west side of the street had been eliminated to provide a minimum lot width of
77 feet, but that the lots on the east side of the street remained at 71 feet
as shO\m on the originaJ. map. Mr. Uobertson connnendedthe subdividers for the
progress made, and stated..that the elimination of one lot on the east side of
the street would bring the tract in cOlllpliance with' the subdivision ordinance.
Motion by Mr. RObertson, seconded by [11'. Vachon and unanimously carried that
the tract as stibm1ttedbe recOl1llllended for denial.
Final maps of Tracts No. 18820 and 21122, located on Eighth Avenue south of
Longden Avenue, liere considered. Approval of these tracts, had been held pending
the cOlIIpletion of annexation proceedings. Letter from the City Engineer set out
fees that should be paid. It was agreed that lot 19, Tract No. 18820. should
be removed from the map because it would serve no purpose in that the two tracts
are to be recorded simultaneously. Motion by Hr. Pratt, seconded by tlr. Robert-
son and carried that final maps of Tracts No. 18820 and 21122 be recommended for
aIlProval. sub.1ect to the payment of the follOwing fees:

tlr. Sorenson and Mr. Acker reported on the request of FUante Realty for
permission to use the property at 412 East Huntington Drive as a rest home. As
rest homes are not provided for in the zoning ordinance, motion was made by
Mr. Sorenson, seconded by Mr. Acker and carried that if' such a use is desired,
application for a zone variance should be submitted.
The matter of annexation of certain property on the west side of Baldwin
Avenue south of Camino Real was considered. Mr. l~ranklin HamUton of the firm
of O'MelveIliY' and V..;yers, stated that two lots had inadvertantly been omitted from
the proposed annexation, and should be included. l'JI'. NickliIi stated that the
City CouncU actually annexed on Its aim motion, and that consent to taxation in
full end a revised approval of the BOWIiary Commission would be necessary.
Possible zoning was discussed. Mr. Jernhard owner of the corner of Camino neal,

stated the owners wanted suggestions as to what part miGht be acceptable as
commercial. llrs. Sophia Johnson stated she felt the property properly belonged
within the Arcadia limits. The possibility of an alley parallel with Baldwin
Avenue was discussed. Motion by Mr. Robertson. seconded by Mr. Pratt and carried
that the matter be referred to the staff to meet with the owners and make a
recOllll1lendationto the Conunission.

The matter of attempting to provide some limited manufacturing uses for the
area on the north side of Live Oak Avenue between Las Tunas Drive and the Arcadia
Wash, referred back by the City Council. was discussed. A1;torney Arde.ne Boller
stated that .the owners had no objection to constructing a fence or wall to di-
vide the property from Las Tunas Drive, and. had agreed to exclude all undesirable
uses nOli inCluded in ZOne M-l. Motion by Hr. Prai:;t, seconded by Mr. Robertson
and clUTied th~t the matter be .referred to the Planning Consultant and the staff
to study and sUbmit a report to the COl1lm1ssion.

Request of the ROman. catholic Archbishop for division of property at
400 \Iest Huntington Boulevard was referred to I.fr. Vachon and Mr. Daly to investi-
gate.
Notice of a hearing in Zoning Case 3009-($) to change the northwest corner
of Michillinda and Huntington Drive, in County territory, from ZoneR-3 to Zone
C-2 was ordered filed.
Request of the Chief Administrative Officer of Los Angeles County for
approval of the locatlon of a riding and hiking train along Santa Anita liJash
north of Foothill Boulevard was considered. ;teport from the Planning Consultant
stated that about 90% of the right of way from the Rio Hondo to Foothill Boule-
vard had been obtained along the west bank of the ;.,rash. The proposed section
north of Foothill Boulevard started on the west bank and crossed over to the
east bank to avoid adjacent improvements. Motion by Nr. Sorenson, seconded by
l'.r. Vachon and carried that approval of the proposed location be recommended.
l.fr. Vachon reported that the Conunittee was studying possible rezoning of
West Huntington Boulevard, but desired more time before reporting.
The City Attorney presented Resolution No. 19$ recommending the granting
of the application of Albert L. Daniels tor a zone variance to permit the pre-
paration of food products at 35 Indiana street. I~otion by ~lr. Pratt, seconded
by l~. Vachon and carried that the reading of the body of the resolution be
waived. Hotion by Ifr. Sorenson. seconded by ?-Jr. Acker and carried that Resolu-
tion No. 19$ be adopted.
The City Attorney presented Resolution No. 196 recommending the amendmant
of the zoninE; ordinance as it pertains to signs in residential areas. Motion by
Hr. Vachon. seconded by YJI'. Sorenson and carried that the reading of the body ofthe reso~ution be waived. 110tion by Mr. Vachon, seconded by Mr. Sorenson and
carried that Hesolution No. 196 b.e adopted.
The Secretary advised that in accordance with the provisions of the city
charter, the Commission should elect a chaiman for the following year at the
next meeting. The matter was ordered on the agenda for the .next meeting.
There being no further business, the meeting adjourned.
