SUBJECT: PLANNING COMMISSION MINUTES
The City Planning Commission met in regular meeting,
PRESENT: Commissioners Acker. Daly. Robertson. Sorenson and
Vachon
ABSENT: Commissioners Balser and Pratt
OTHERS PRESENT: Forbes. Mansur. Nicklin. McGlasson and Talley
In the absence of the Chairman. Mr. Robertson served as Chairman
pro tempore.
The minutes of' the meeting of August 9. 1955, were approved as
written and mailed.
Pursuant to notice given. a public hearing was held on the appli-
cation of Manuel and Lee Maler for a zone variance to allow the prop-
erty in the rear of 312-314 East Huntington Drive to be used for
additional storage yard facilities in connection with the plumbing.

Drive. A communication from Gordon L. L~nd. Attorney. representing
Lida R. Harper owner of the property at 318-322 East Huntington Drive.
opposed the granting of the variance as being detrimental to her
property which 1s developed and being used as income residential prop-
erty. Mr. Lund addressed the Commission stating that the present
plumbing use being located west of the interveni~g lot was not too
detrimental but that if' it were extended up to Mrs. Harper'S property
line the noise. confusion and appearance of the use would be highly
detrimental. He also submitted photographs of the Harper property
showing present development.
Mr. Robert A. Casey. 15 West Huntington Drive. owner of the .front
portion of the subject lot and having sold the subject area to Mr.
Maler. urged the approval of the application stating that. in his
opinion. the present R-3 zoning of the property lying between commer-
cial zoning on Huntington Drive and the Sdnta Fe railroad at the south
was not a ,desirable use. Mr. Earl T. Harper. realtor. stated that the
Harper property was highly desirable for residential use. partially
)ecause of attractive oak trees on the property. No other person
i~sired to be heard. The Chairman declared the publiC hearing closed
lnd requested that each Commissioner view the property. He requested
~ report from the Planning Consultant and stated that a decision would
p'~obably be reached at the next meeting.

cation of Ralph D. Stogsdill and others requesting a change of zone

:111', Walter T. Shatford. Attorney. represented Mr. Stogsdill. stating
~hat the applicant and other witnesses were in the audience but that
in the interest of saving time for the Commission. he preferred not
to call on them unless there were opposition to the proposed rezoning.
No other person desired to be heard.
Some discussion was held among the Commissioners regarding crea-
tion of a buffer zone between the requested C-l and the existing R-l
zones. Mr. Stogsdill stated that he was purchasing the adjacent lot
on Baldwin Avenue Which would serve as a buffer and Margaret C.
Ingalls. owner of property adjacent on the east. stated that she had
no objection to the C-l zone because she felt the entire area was in
the process of change and planned on requesting her lot to be rezoned
to R-3 at some future date. Motion by Mr. Vachon. seconded by Mr.
Daly and unanimously carried by roll call v?te, that the City. Attorney

be instructed to draw a resolution recommending the granting of the
application for rezoning from Zone R-l to Zone C-l subject to the
necessary dedication for widening of Baldwin Avenue to 100 feet as
recommended by the Acting City Engineer.
The request of Shatford and Shatford for a determination of the
proposed zoning for a miniature golf course was discussed. A report
from the Planning Consultant stated that, in his opinion, a miniature
golf course most nearly resembled amusement parks, open-air theaters
and recreation centers provided for in Zone S-l. Motion by Mr. Soren-
son, seconded by Mr. Vachon and unanimously carried by roll call vote
that the City Attorney be instructed to draw the necessary resolution
recommending that miniature golf courses be included in Zone S-l.
The Commission considered a decision on the application of
James F. Murray for a zone variance to allow the property at 2710
South Baldwin Avenue to be used for commercial uses including a minia-
ture golf course on the rear portion of the property. Because the
subject property had been purchased by Mr. Stogsdill and was included
in the area recommended to be zoned C-I, it was felt that the variance
for commercial purposes was not required and that the requested minia-
ture golf course on the rear portion of the property would have no
street frontage and would be of no use unless combined with other
property. Motion by Mr. Acker, seconded by Mr. Sorenson and carried,
that the City Attorney be requested to prepare the necessary resolu-
tion recommending that the application be denied without prejudice.
Petitions for annexation and detachment affecting certain prop-
erty north of Elkins Avenue and east of Santa Anita Avenue in Tract
No. 18702 were considered. This proposed change in city boundary was
in accordance with recommendations made by the Commission upon the
approval of the tentative map to locate the city boundary on lot
lines. Motion by Mr. Daly, seconded by Mr. Sorenson and carried, that
the requested annexations and detachments be recommended for approval.
A communlcatlonfrom Egil Hopen requested a change of setback on
Lots 15 to 22, inclusive, Tract No. 18702. Inasmuch as these setbacks
are created by zoning ordinance, it was determined that an application
for variance from the setback requirements should be filed.
A communication from James Sheldon Riley requested a modification
of requirements for a lot split to eliminate the requirement of dedi-
cating property for the widening of Michillinda Avenue because of an
existing concrete block wall on the present proper.ty line. The
~hairman requested Mr. Vachon and Mr. Daly to act as a committee to
~o~tact Mr. Riley and Mr. Charles W. Frazier, purchaser of the north
J0rtion of the property and to report back to the Planning Commission.
Tentative map of Tract No. 19974, located on Third Avenue between
'''=..8 Flores Avenue and Alster Avenue was considered. Certain lots on
-.::.e east side of' Third Avenue were shown as less than 75 feet in width
'~tt did conform in general to the size of lots further east. The
::':.'Tailable land between Third Avenue and the improved section to the
east does not allow any widening of the lots. Motion by Mr. VaChon,
~cconded by Mr. Acker and carried, that tentative map of Tract No.
19974 be rec.ommended for approval subject to the conditions set out
ny the Planning Staff Committee as follows:
1. Show on the map all buildings not to be removed;
2. Clarify disposition of house and garage on Lots 2 and 3;
3.
Before final approval furnish a survey showing all buildings
within 10 feet of the outer boundary of the tract;
Lots 1 and 2 must have "future street" dedication released;
4.

City to dedicate lot at each end of Third Avenue for street
purposes.
A communication from Theron Demetrie requested approval of a plot
plan for a parking area in conjunction with a proposed private swim-
ming club to be established at 15 West Duarte Road. Motion by Mr.
Daly, seconded by Mr. Sorenson and carried, that the plot plan as sub-
mitted be approved subject to reserving the south 150 feet of the

property for off-street automobile parking purposes.
A communication from Arthur J. Will, Chief Administrative Officer
of the County of Los Angeles~ requested approval of the acquisition of
two parcels of property situated on Huntington Place and extending ap-
proximately 724 feet, into the Arcadia County P~rk, being a portion of
the abandoned Southern Pacific Railro~d right of way, to be used as an
.addition to the park. Motion by Mr. Sorenson, seconded by Mr. Vachon
and carried, that the request be recommended for approval.
Tentative map of Tract No. 21836, located on North Canyon Boule-
vard in the City of Monrovia, was submitted for ,recommendation.
Inasmuch as the tract is far removed from Arcadia city boundaries, the
matter was ordered filed.
The request of Joel M. Eastin, 130 West Duarte Road, for a con-
tinuation of time limit to comply with requirements of a lot split
granted August 3, 1954, was considered. The only requirement fulfilled
at the present time was the payment of the $25.00 recreation fee.
Motion bY Mr. Vachon, seconded by Mr. Acker aild carried, that this
Commission recommend that the time 11m1t for compliance with the re-
quirements be extended six months.
A communication from the City Clerk .referred to the Planning Com-
mission the matter of proposed interest charges to be added to amounts
allocated to be paid through subdivision trusts by property fronting
on a subdivision street and not entering into the improvement of the
subdivision. Alfred Allen addressed the Commission, stating that in
his opinion it wasn't so much a matter of interest to be paid but that
an interest charge would encourage the owner to develop property in
conformity with the subdivision developments .rather than let it lie
idle and unimproved. He stated that, in his opinion, it would also be
equitable to both the individual property owner and the subdivider if
10% were added to construction costs to cover overhead expenses. of the
subdividers. Mr. Robertson stated that he was in agreement with the
principle but ordered the matter held for discussion at such time as
the full membership of the Subdivision Committee was present.
The Secretary called attention of the Commission to the League of
Cali1'ornia Cities meeting in San Francisco September 20, 21 and 22.
All commissioners interested in attending such conference were in-
structed to notify the Secretary immediately.
The City Attorney presented Resolution No. 201, recommending the
reclassification from Zone R-l to Zone C-l of certain property at the
eJutheast corner of Baldwin Avenue and Las Tunas Drive. The contents
0: the resolution were discussed. Motion by Mr. Vachon, seconded by
Mr. Daly and carried, that the reading of the body of the resolution
be waived. Motion by Mr. Vachon, seconded by Mr. Daly and carried,
that Resolution No. 201 be adopted.
The City Attorney presented Resolution No. 202 recommending the
classification of the business of miniature golf courses as a use per-
missible 1n Zone S-1. Motion by Mr. Sorenson, seconded by Mr. Acker
and carried, that the reading of the body of the resolution be waived.
Motion by Mr. Sorenson, seconded by Mr, Acker and carried, that Resolu-
tion No. 202 be adopted.
The City Attorney presented Resolution No. 203, recommending the
denial without prejudice of the request of James F. Murray for a vari-
ance for a miniature golf course and certain commercial uses at 2710
South Baldwin Avenue. Motion by Mr. Vachon, seconded by Mr. Daly and
carried, that the reading of the body of the resolution be, waived.
Motion by Mr. Vachon, seconded by Mr. Daly and carried, that Resolu-
tion No. 203 be adopted. .
Mr. Mansur informed the Commission that he would be absent from
the Commission meeting of September 27 in order to attend the Planning
Conference in Montreal.
