PRESENT: Commissioners Acker, Balser, Daly, Pratt, Rcbertson, Sorenson and Vachon ABSENT: None OTHERS PRESENT: Carozza, Nansur, Nicklin, l1cGlasson and Forbes The minutes of the meeting of September 27, 1955. were approved as written and mailed. A cOlTllllUI11c lItion from the Ci t;y Attorney relative to the proposed W.o Zone was read. There was considerable discussion regarding the height of blli1cings in the W.o Zone being limited to one story or 20 feet whereas R-3 allows two and one-half stories or 35 feet and every use allowable in Zone R-3 is permitted in W.o. The City Attorney pointed out that if the height requirement is amended, then the side yard requirements specified for Zone R-3 should be made applioable to Zone W.o. There was discussion regarding rear yard requirements and review of plans. The Chairman requested the Planning eunaultant to confer llith the City Attorney regard- ing the solution to the problems and sublllit a report at the next meeting. The request of Edwin Anderson to divide property located at 1011 Na,vfiower Avenue was reported on by Hr. Sorenson and Hr. Acker. A ;report from the City Engineer was read. Nr. Monvenna of the Finley Engineering Corporation stated that the request fOr lots 55 and 59 feet in width lIaS to allow a drivewa.y to be con- structed beside the existing dwelling on the southerly parcel and to preserve a tree in the parkway. i1otion by Vll". Sorenson. seconded by Hr. Acker and carried that the request to divide the northerly 114 feet of the easterly 147.92 feet of lot 18. F. A. Geier Tract, into two lots having 55 foot and 59 foot frontages be recOllllllended for approval subject to the following conditions: 1. That a final map be furnished the Cit;y Engineer's Officej 2. That a sewer lateral be installed for the northerly parcel; 3. That a recreation fee of !;,25.OO be paid for the new lot created. The request of R. I,J. Drl!8tpn. Anthony Salerno. Delia H. Cooper and i.Irs. Doroth;r A. Keller to divide portions of lots 13. 14 and 15. Tract No. 12619. was reported on by Nr. Balser and lIr. Daly. A report from the City Engineer was read. i:r. P. S. Peterson. representing the owners, stated that the rear 5 feet of lot 15 was re- quired to provide 75 foot frontage on Las Tunas Drive and the irregularity of the line along lots 13 and 14 was necessar,rto provide the 11,000 square feet of area required by deed restriction. l{otion by lIre Daly, seconded by ~Ir. Balser and carried that the request to divide the easterly 62 feet of lot 13, the easterly 69.9 feet of lot 14 and the westerly 5 feet of lot IS, Tract No. 12619, be re- commended for denial as not cOnforming to other lots in the area. The request of Nargared Tepper to divide property located at 1424 South Fourth Avenue was reported on by Nr. Sorenson and l'Ir. Acker. A report from the City Engineer was read. l-1otion by 111". Sorenson, seconded by j'Ir. Acker and carried that the request to divide the easterly 145 feet of the north 77.25 feet of the south 231.25 feet of lot 44, Tract No. 808, be recommended for approval subject to the following conditions: 1. That a final map be furnished the City Engineer's Offices 10-U-S5 . . 2. That a sewer lateral be installed to the property line; 3. That the easterly 10.5 feet be dedicated to the City of Arcadia for street purposes, to be part of Fifth Avenue; 4. That a fee of ;;25.00 be paicl to the lteoreation Fund; 5. That the amount of subdivision costs allotted to this lot and set up in trust be paid, and the one foot, strip be deeded to the City and dedioated for street purposes, to be, part of Fifth Avenue; 6. That all existing buildings be l'eIIlOV"ed from the property. Tentative map of Tract No. 22220 located east of Hungate Lane on Southview Road was considered. The City Engineer stated that the 8llbdivider wanted an ex- pression from the COlIIIIlission with regard to vacating the alley dediCated in TI'flOt No. 19503 and creating a 20 foot alley east of lot 6 in proposed Traot No. 22220. Mr. Robertson stated that the tract conforma to the general plan of the area and that the Subdivision Committee would indicate approval of moving the alley pro- vided that the costs are borne by the subdivider. A oonunumcation from the Los Angeles Turf Club requesting a change of setback to allow the erection of a freeway t~'Pe sign on the north side of Huntington Drive was read. The City Engineer stated that he had discussed the request with the Chief of Police and that it met with the approval of the Police Department and would relieve traffic congestion during racing season. Motion by Mr. Robertson, seconded by Mr. Vachon and carried that the request for a change of setback to allow the ereotion of a sign 4 feet by 28f feet at a height of 20 fee,t within the setback area on the north side of Huntington Drive approx:iJnately 1.000 feet east of Baldwin Avenue be reconunended for approval. The Commission discussed the application of Hanusl and Lee ,Maler for a ohange of zone on property located at 312-314 East Huntington Drive. Yll'. Robertson ex- pressed the opinion that it would be better to rezone the entire block rather than the portions of the lot requested by Mr. I~aler. l'iotion by Mr. Acker. seconded by Mr. Sorenson and carried that the City Attorney be instructed to institute pro- ceedings to rezone all of lots 2, 3, 4 and 5. Tract No. 5205, not already zoned C-2. from Zone R-3 to Zone C-2. Later in the evening the City Attorney presented and read the title of Resolution No. 206 instituting proceedings to rezone all those portions of lots 2, 3, 4, and 5, Tract No. 5205, lying north of the Atchison, Topeka and Santa Fe Rail- road right of way, except the northerly 150 feet thereof, from ZoneR-3 to Zone C-2. Motion by Mr. Robertson, seconded by Mr. Vachon and carried that the reading of the body of the resolution be waived. Motion by Nr. Sorenson. seconded by Hr. Daly and carried that Resolution No. 206 be adopted. Discussion of the proposed uses allowable in a c-r~ Zone was continued to the next meeting. !-ir. G. L. Robbins ad~ssed the Commission regarding a proposed traot south of Camino Real between Sixth Avenue and the Santa Anita Wash. He felt that with the cooperation of the City allowing a half street on Eighth Avenue, he would be able to open land on the west side of Eighth Avenue with a full 60 foot street. ~Ir. Robbins also ad!iressed the Commission with regard to a possibl!3 easement for a half street extending Seventh Avenue south to the CaJllino Grove School. The Commission felt that these matters should be presented to the Subdivision Committee for formal consideration. Mr. Carozza submitted an oral report on deposits in the Recreation Fund, which embraces acquisition, development and maintenance of recreational areas. He stated that there is approximately ~J.5,OOO in the fund to date. The Commission concurred in the opinion that the maintenance of recreational areas should remain as a use for the funds. A request for a joint meeting of the Planning Commission with the City Council was discussed. A dinner meeting on Wednesday, October 19, 1955. was pro- posed. and the Commission tCl be notified of details.
