The City Planning Commission met in regular meeting with Chatman Pratt
presiding.
PRESENT: Comm1ssioners Balser. Daly, Pratt, Robertson, Sorenson and Vachon.
ABSENTs Comm1ssioner Acker.
OTHERS PRESENT: Carozza, Nicklin. McGlasson and Talley.
Revised request of R. W. Dr/liY'tOn and D. M. Cooper for a division of property
on the sout!1 side of Las Tunas Drive between Longley i'l~ and GUpin W~ was re-
ported on by Mr. Balser and l'Ir. Daly. The Secretary stated that apparently deed
restrictions require a dwelling site of 11,000 square feet. The new lot proposed
would conta:l.n IIlOre than'this area, but the balance of the two lots would contain
less. Report :from the City engineer was read. )11'. Balser stated that in his
opinion the proposed division was a gOOd utilization of the land, and was good
from a planning standpOint, but that he was concerned with the deed restrictions.
Mr. Nicklin pointed out that it was'not the duty of the City to.enforce deed re-
strictions, but approval of the request might set a precedent in the area.
y~. Robertson stated that he felt much effort had been put into the original de-
velopment of the larger lots. Mr. Pe,terson, broker representing the ownere, stated
that he felt this was the only location in the tract where improvements allowed
such a division, and asked approval subject to the lifting of the deed restrictions,
stating that the neighbors would gladly cooperate. Notion by Hr. Balser, seconded
by Mr. Daly and carried that the request be recommended for denial because the
division would violate the spirit, if no!- the letter, of the deed restrictions.
Request of R. N. Chase, 1907 South Second Avenue, to divide property was
reported on by Mr. Sorenson. Report from the City Engineer was read. Mr. Sorenson
stated that the proposed division met all requirements, except that after dedica-
tion for street, the corner lot would have a width of 70 feet. Communication from
the owner stated that he :l.ntended to construct a new house on the west parcel, and
that at some future time the existing house would be torn down, before any building
on the two east parcels. Motion by JIf~. Sorenson, seconded by Mr. Vachon and
carried that pemission to divide the north 125 feet of the east 232 feet of lot 39,
Arcadia Acreage Tract, into three lots, the east lot having a width of 62 feet and
the others ltidths of 75 feet, be recommended for approval, subject to the following
conditions:
1. That a final map be fUed with the City Engineer;
2. That an 8 inch sewer main be laid in \listaria Avenue, with 6 inch
house connections to serve the two west parcels;
3. That 12 feet be dedicat.ed for the widening of Second Avenue;-
4. That a recreation fee of ~;25.00 each be paid for the two new lots.
Requests to divide property were assigned for investigation as follows:
Ralph N. \ialker. 1701 and 1709 Orangewood Lane to Mr. Robertson and Mr. Pratt;
The9iforaD. ,Bressers, 1100 South Eighth Avenue, to Hr. Sorenson and }l.r. Acker; and
Fred Marlo, 165 \'lest Camino Real, to Mr. Balser and 1l.r. Daly.
Second revised tentative map of Tract No. 19107. located on the north side of
Sycamore Avenue east of the Santa Anita Wash, was considered. Communio ation from
Ii. T. BeCkwith, realtor, was read. enclosing report frem the Los Angeles County
FlOOd Control District stating that in their opinion the tract would be reasonably
free from flood hazard. Report from the Staff Committee ltas read. Mr. Beckwith
stated that all conditions could be met, but that he preferred to construct a grape
stake fenoe along the west line of the tract. instead of the chain link fence
suggested by the Flood Control. He also stated that the small parcel of land lying
e,ast of lot 11 would be combined with other land to I1I8ke aetandard size lot.

Motion by Mr. Robertson, sec(lnded by Mr. Balser and carried that second rerlsed
tentative map of Tract ~!o. 19101 be recOllll1l9nded tor apprOV'al, subject to the
following conditions:
1. Oakglen Avenue to be dedioated to the north line of lot 9, and that
a one foot wide lot across the north end of Oakglen Avenue and along
the west side north of lot 8 be deeded to the City, to oontrol future
street extension,;
2. Dedicate 5 feet along the north side of Syoamore Avenue from Oak Haven
Lane t:> the Santa Anita ~lash, for street wideningJ
3. The angle point in the east line of Oakglen Avenue, opposite lot 3,
be elVdMted and a smooth curve be provided, giving a unUorm width
of 60 feet for the street,;
4. Oakglen Avenue and the north halt of Sycamore Avenue to be :1Jnproved
as required by City Ord1nanees, and a deposit made for the cost of
street trees, street name','signs, street lights, and the required
recreation fee.

Tentative map of Traot No. 22279, located east of Eighth Avenue and south pf
Camino Real, was considered. Report from the Staff Conun1ttee was read.. A study
by the City Engineer showing some suggested rearrangement of the lots was presented.
The Secretary reported that he had talked With 11rs. Gleason, owner of property at
830 East Camino Real, and that she stated that they were raising horses on their
property, and did not desire to enter into the subd:!. vision. It was the consensus
of opinion that the Gleason property should be included in the tract, ,as well as
property to the west to provide a full 60 foot street, and that the future street
lying north of Norman Avenue should be improved. Mr. Robbins, broker, stated
that property to the west was used for horse raising and three chicken ranches, and
that it would take time to liquidate the stock. Uotion by l-1r. Robertson, seconded
by' Hr. Vachon and carried that tentative map of Tract No. 22219, as submitted, be
recollll1l9nded for denial. It was suggested. that the map be resubmitted. including the
property to the east and west, and providing for a full width street.
The Secretary stated that tentative map of Tract ~ro. 21919, located in the
Elldns Tract ,north of Elkins Avenue, had been filed and referred to the Subdivision
COIlIIII:I.ttee for consideration.
The Chairman stated that no action would be taken at this time 'on the proposed
LC-o and ON zones.
There being no further business, the meeting adjourned.
