COUNCm'IEN AND PLA.'iNING CONlilS':iIONERS SllBJEX:T: PLANNING COllMISSION MINUTES The City Pllllll1ing Commission met in regular meeting with Vice-Chairman Robel'tson presiding. PRESENT: Commissioners Acker, Balser,Robertson, Sorenson and Vachon. ABSENT: COIIIInissioners Daly and Pl'att. OTHERS PaESENT: Camphouse, Carozza, Mansur, Nicklin, McGlasson and Talley. The minutes oX the meetings of October 11, 1955, and October 25, 1955, were approved as written and mailed. Pursuant to notice given, a public hearing was held on the application of Hanusl and Lee Haler, and Resolution No. 206, for a change of zone from Zone' R-3 to Zone C-2 on certain property located south of Huntington Dl'ive bet~reen Third Avenue and Fourth Avenue. Col)D1lUIlication from ~giene Products Company favored the change. Petition bearing the names of 10 ownel'S on Fourth Avenue and Huntington Drive, pro- testing any change in zone, was filed by l-ir.R. G. Williams.. 111'. Eugene Radding, attorney representing ~ir. Maler, addressed the Commission, stating that in his opinion the rear of the lots facing Huntington Drive were not suitable for residen- tial purposes, with the only entrance through commercial property. He stated that 11' only the property ,of Hr. Maler were rezoned, a fence or wall 1I10uld be constructed to protect adjoining property. Robert A. Casey mmer of pl'operty in front of a portion of the ~Ialer property, urged the rezoning. Mrs. Owsley, mmer of property on Third. Avenue, favored the change of zone for the Haler property but requested that her pro- perty be 1ef,t in Zone R-3, as it is presently improved with rentals. R. G. Williams, 46 South Fourth Avenue, Mary Felos, 10 South Fourth Avenue and D. A. UnderwOOd, 30 South .Fourth Avenue, all protested any change to COmlllerciaJ. on the ground that it would be detrimental to the existing residential investments on fourth Avenue. It was the ,!!pinion of the Commission that this entire block should be eonsi&.lred as a unit, rather than individual lots. Motion by Hr. Balser, seconded by Mr. Vachon and . carried that the matter be held until the next meeting to allow,the-Commi~"innars to again view the property and study the matter. Robertson, seconded by Mr. Acker and carried that permission to divide a portion of ::'ot 3, Block 98, Santa Anita Tract, having a frontage of 160 feet on Orangewood Lane and a depth of 1.44.40 feet on Sierra Madre Boulevard into the north 75 feet and the south 85 feet. be recommended for approval, subject to the following conditions: 1. That a final map be filed with the City Engineer; , 2. That a sewer lateral be constructed to serve parcel NO.1; 3. That 5 feet be dedicated for the widening of Sierra Hadre Boulevard, including a 15 foot radius at the corner; 4. That a recreation fee of :)2,.00 be paid. aequest of Theodore D. Bressers. llOO South Eighth ilvenue, to divide property was reported on by Mr. Sorenson and Nr. Acker. Report from the City Engineer was read. Nr. Sorenson s,tated that the property next door south had been divided into two narrow lots, but did not confonn with other lots on the street. Also that 11' the proposed street is constructed near the rear of this property, the requested split would result in six lots, each 57.81 feet wide. Motion by Mr. Sorens.,n, seconded by 11r. Acker and carried that the request be recotmnended for denial, because the re- sulting lots would not conform with other lots in the vicinity. It was suggested that the construction of a street near tlJe rear of tha property, as shown on the ap- proved street plan, would be a more logieal way to develop the property. 11-8-55 . . . I:equest of Fred Marlo, 18~ Hest Camino Real, to divide property; for a change of setback, and permission to cut the curb for driveways. was reported on by Hr. Balser. He stated that because of the shallow depth of the property near the north end. that the north lot requested would not be in keeping with other lots in the vicinity, and that in his opinion the property should not be divided into more than two parcels. Motion by Hr. Balser. seconded by Mr. Vachon and carried that the request be reconunended for .denial. Hr. Harlo addressed the' Commission stating that each requested parcel contained more that the minimum lot area. and that in his op- inion. the north lot was sufficient if' a dwelling were properly planned. After dis- cussion, Mr. Marlo amended his request to provide for two lots only. jYiotion by i'1r. Balser, seconded by Mr. Vachon and carried that permission to divide the south 1~0 feet of the west 90 feet of lot 20. Santa Anita ColonY, be reconunended for approval, sub.1ect to the following conditions: 1. That a final map be filed with the City Engineer; 2. That a sewer lateral be constructed to serve the north parcel; 3. That a recreation fee of ~2~.OO be paid; and that Ordinance No. 2~7 be amended to eliminate the existing 40 foot setback. and that the proper ordinance be !IJ1lended to allow a driveway to be cut in the existing curb. and that a revised sketch be submitted showing the proposed two lots before submission to the City Council. Final map of Tract No. 19974. located on Third Avenue bett-rean Las Flores Avenue and Alster Avenue was considered. Report of the city Engineer was read. Motion by ;'Jr. Balser. seconded by i,:r. Acker and carried that final map of Tract No. 19974 be recOlJllllended for approval, sub.1ect to the following conditions: 1. A survey shcming all buildings within 10 feet of the outside tract boundary; 2. The dispensation of the house and garage located on Lots 2 and 3; 3. The staff will arrange for the clearing of the future street shown in Tract "10. 14665 that is contained in Lots 1 and 2; 4. The 2 foot lot at AlsterAvenue and Third I,venue shall be dedicated for street and highwat purposes by the City of Arcadia; ~. Third Avenue, southerly of this traot, has not been dedicated at this time. All improvements are now in and dedication is a condition of a lot split. It will be necessary that the deed for this portion of Third Avenue be given to the City in order that drainage and sewers f~r Tract No. 19974 can be taken c are of. 6. Mr. H6pen, engineer for the subdivider, stated that the tentative map of Tract No. 20211 provided for the north- erly extension of :illid.ns Place. which was eliminated at the request of the City, and that such extension could not now be made. He reviewed the history of the d'evelop- ment of the area for a period of four years. He stated that all conditionsrecom- mended by the Staff Committee, except"the extension of "A" Street,' would be com- plied with. Motion by Mr. Vachon, seconded by loli'. Balser and unanimously carried by roLl call vote that the tentative map of Tract No. 21919 be recommended for denial as ::.t'br.rl.tted, and returned to the subdivider for further study. Hr. i~euho.rr. attorney for the subdivider. asked if it would be necessary to submit another map. He was tcld that another map, or a revision of the present map showing the extension of "A" Street would be required. The matter of proposed rezoning of Live Oak Avenue betl'leenSanta Anita Avenue and Sixth Avenue was referred back to the Commission by the City Council with the re- commendation that they consider a C-l zoning lor the entire length, provide an alley - 2 - 11-8-5$ . . approved by the City Eitgineer,be dedicated, also that the Commission consider the uneven lengths of the lots to the north of the alley and consider their proper usage to safeguard the R-l property. The Chairman ordered the matter held for study, and requested the Planning Consultant and the staff committee to submit their'recommenda- tions. Communication 1'rom the Regional Planning Conunission gave notice 01' an applica- '~ion for a zone exception to allow the establishment of a church at the southwest ;:orner of Duarte Road and Sunset Boulevard. The Chairman requested the Secretary to notL."Y the Regional Planning Commission of. the parking requirements of the City of Arcadia. The application of Edwin H. Wendling, 531 \;est Duarte Road, 1'or approval. 01' a third dwelling to be erected on the property was referred to the Commission by the i'lodification Committee without recommendation. The original. plan showed the carport to be located 143 feet south of the north line, which made it doubtf'ul that a future street could be satisfactorily located at the rear of the property. A revised sketch showed the carport to be located 174.5 feet from the rear line. Notion by. Mr. Sor- enson, seconded by Hr. Vachon and carried that the location of the third dwelling and the carport be approved as shOlm on the revised sketch. First revised tentative map of Tract No. 22279, located on.Eighth Avenue south of Camino Real, was considered. The revised map showed a dedication 01' 50 feet for Eighth Avenue, with 10 feet to be dedicated in the future by property to the west, which resulted in a jog in the road. 11%'. Robbins stated that property owners to the west had beel) contacted, and that he felt that it was only a matter of a short time until that property would be subdivided. Mr. l"~sur pointed out that if the original. was accepted with a half street that it would only be a matter of time until the other half was opened in a future subdivision, whereas if this revised plan was ac- cepted, the jog in Eighth Avenue would be permanent. That the division between lots land 2 be rearranged to provide two lots 61 feet wide facing Camino Il.eal; 2. That the west lines of lots 6 and 1 be rotated so as to be radial to the cul-de-sac; 3. That the "future street" dedication to the south, in ~l'ract No. 14339, be accepted by the City and improved by the subdivider; 4. That a one foot wide strip along the west side of Eighth Avenue and along the north end of the "future street" to the south be deeded in fee to the City; 5. All improvements and deposits to be as required by ordinance. Request of Clarence Hearn, 2021 South Santa Anita Avenue, to divide property was referred to .'Ir. Sorenson and l'ir.
