TO: ALL CITY COUNCILMEN AND PLANNING COMMISSIONERS SUBJECT: PLANNING COlolMISSION MINUTES The City Planning Commission met in regular meeting with Chairman Pratt presiding. PRESENT: Commissioners Acker, Daly, Pratt, Robertson and Sorenson. ABSENT: Commissioners Balser and Vachon. OTIlERS PRESENT: Camphouse, Carozza, Mansur, Nicklin, McGlasson and Talley. The minutes of the meeting of November 8, 1955 were approved as written and ulled. Pursuant to notice given, a public hearing was held on the application of Dr. R.H. Jones for a zone variance to allow the property at 141 W. Las Tunas Drive to be used as a doctor's office. Mr. E.J. Baer, San Gabriel. spokesman for Dr. Jones, stated that the applicant desired to use the heme for patients on evenings and holidays, and that the request was only for a use which the property had for- merly enjoyed. Communication from R.V. Senior, 119 W. Live Oak Avenue, stated that the property was across t~e street frem commercial property, that the request was for a proper use and urged the granting of the variance. Glen Nygard, 135 W. Las Tunas Drive, stated that the property was not in a good location for residential use, and favored the variance. No other person desired to be heard. The Chairman declared the hearing closed, and ordered the utter held until the next meeting for a report from the Planning Consultant. The Commission considered a decision on the proposed 'rezoning from Zone R-3 to Zone C-2 on property south of li'lll:'ington Drive between Third Avenue and Fourth Avenue. Communication from Mrs. Lida R. Harper, 322 E. Huntington Drive, with- drew her former objection to the rezoning and requested that her property also be zoned C-2. C~un1cation from Mrs. E. B. Ousley, 14 S. Third Avenue, etated that she had no objection to rezoning the Maler property, but requested that her property be left in ZOne R-3 because of the five reeidential rentals nOw existing. Report from the Planning Consultant r.ecommended that the rezoning of the property be subject to the dedication ,of an alley along the rear of the property at least 20 feet in width, frem Third Avenue easterly the entire length of the commercial property with a satisfactory turnaround at the east end or a connection to Pourth Avenue, including provision for drainage. He also recommended that the State Highway Department be notified of this proposed action before the zone change is made and given an opportunity to advise the City whether or not this might be a future freeway location. It was the consenSUS of opinion that any rezoning should include the entire pro?erty under consideration and not any individual parcel. Motion by Mr. Robertson, seconded by Mr. Acker and carried that the City Attorney be instructed to prepare the necessary resolution to recommend that the property deecribed in Resolution No. 206 be changed from Zone R-3 to Zone C-2, subject to the dedication of a 20 foot alley along the rear of the entire property, with a uufficient turnaround at the east end, or a connection to Fourth Avenue, including proper provisions for drainage. Request of Clarence Hearn, 2021 S. Santa Anita Avenue, to divide property at 22 W. Las Flores Avenue, was reported on by Mr. Sorenson. He stated that the re- 'l"ested division would leave a25 foot strip, which should be used with lots facing Santa Anita Avenue. Mr. Carozza pointed out the possibility of creating t~lree lots out of lots 21, 22, and the 25 foot strip, where the character of the lots in the neighborhood are larger. Motion by Mr. Sorenson, seconded by Mr. Daly ~nd carried that the request to divide be recommended for denial as submitted, ~nd that the owner be advised of the reason, stating that the Commission advised a ':..subdiviBion be recorded. Request of Chester .T. Mackie, 1105 Sunset Boulevard, to divide property, was ;:"ported on by Mr. Acker. Report from the City Engineer was read. Motion by Mr. !Ic.ker, seconded by Mr. Sorenson and carried that the request to divide the south -L40 feet of lot 103, Tract No. 2731, be reconmended for approval, subject to the f.ollowing conditions: -1- 11-22-55 r, ...., " . . 1. That a final map be filed with the City Engineer. 2. That a recreation fee of $25.00 be paid for the new lot. 3. That $69.20 be paid to the City for a sewer connection installed in 1950. Tentative map of Tract No. 22220, located on Southview Road east of Hungate Lane, was considered. Report from tbe City Engineer was read. Mr. Robertson stated that lot sizes conform with those in Tract No. 19503 to the West. Motion by Mr. Robertson, seconded by Mr. Acker and carried that tentative map of Tract No. ~2220 be recommended for approval, subject to the following conditions: 1. The institution of proceedings to vacate the alley in Tract No. 19503. All expenses to be born by the subdivider. 2. Dedicate in fee to the City the lots to control the extension of the street and alleys. 3. All existing improvements in the aUey to be vacated to be removed by the subdiVider. 4. All improvements, deposits and fees to be as requiBd by ordinance. s. Establish by ordinance a 20 foot front eetback. line in this tract and in Tract No. 19503. 6. Furnish a survey to show all existing buildings within 10 feet of the outer boundary of the tract. ~ \ Communication from the City Engineer stated that the map showing existing buildings within 10 feet of the outer boundary of Tract No. 18241, located on Encino Avenue, showed four dwellings made non-confOrming as to required rear yard by the resubdivision. The yards in qUn~tion ranged from 9.5 feet to 1.5 feet. Mr. Robin- son, subdivider, stated he did/l<riow of, the non-conforming buildings. Mr. Robbins, broker, stated that rough measurements taken on the tentative map did not indicate such results,and that :l.n the future a survey would be made before setting the outer boundaries of any new tract. It was agreed that in the future such condi- tions would be watched more closely. The Secretary was instructed to notify the four owners that their buildings are presently non-conforming, and that no altera- tions or additions may be made. Commun~cae3on from Charlotte Sutton set out costs incurred in the extension of Third Avenue and Las Flores Avenue and requested that a portion of these costs be Bet up in t-cust to be ?aid by owners of adjacent property. Motion by Mr. Robe-ctson, seconded by Mr. Daly and carried that the matter be -ceferred to the City Bngineer for a determination of the portion of the costs properly chargable to such a trust. Request of Hollis H. Barrow, 1034 S. First Avenue, to divide property was re- ferred to Mr. Balser and Mr. Daly for investigation. The Planning Consultant submitted a tentatiye report on the proposed rezon~~ of the north side of Live Oak Avenue between Santa Anita Avenue and Sixth Avenue, stating that C-l zoning might be allowed after the dedication of streets and alleys; the removal of deed restrictions; the provision for facing buildings on Live Oak Avgnue, and the approval by the Planning Commission of all site and building plans. He suggested that the plan be put in effect block by block as conditions are com- plied with. He was requested to complete his maps SO that they might be printed ~nd furnished to each Commissioner for study. I , / The City Engineer discussed the inclusion of more land in Tract No. 22279, located east of Eighth Avenue and south of Camino Real, stating that there was a pc,ssibility of securing more land if the owner can move his horses to another loca- i~1on. on the lot. The Chairman stated that the COImIIission would look with favor on !.h.. idea if the moving of the horses could be made to conform with the necessary . ,.gulations. \ The Secretary stated that Mr. Ed. Beatty, Manager of the Chamber of Commarce Jes::'red a meeting' between tbe COlIIDission. the City Council. and the Land Use Com- ~ittee of the Chamber, to discusS matters of mutual interest.
