The City Planning Commission met in regular meeting With Chairman Pratt
presiding.,
PREsENT: Commissioners Acker, Balser, Daly, Pratt, Robertson, Sorenson and
vachon.
ABSENT: Hone.
OTHERS PRESENT: Camphouse, Carozza, l~ansur, Nicklin, 14cGlasson and Talley.
The minutes of the meeting of November 22, 1955, were approved as written
and mailed.
Pursuant to notice given, a public hearing was held on the application of
Goodyear Tire and Rubber Company for a zone variance to allow tire repair and re'"
capping at 55 East Huntington Drive. 11r. Henry Ewald of the real estate depart-
ment of Goodyear addressed the COJIllllission stating that the recapping would be a
small portion of the business conducted on the prem:1.ses. He stated that three or
four electric molds would be operated; that buffing would be collected in a dust
collector, and that all operations would meet the requirements of the air polutio~
control. ~1r. R. N. Moore, sales manager, ad~ssed the Commission, stating that
all equipment would be of the latest type, arid that the recapping material would
be synthetic type, praoticaJJ.y odorless. Protests were registered by Mr. Ed. Beatt
Chamber of Commerce manager, and Nr. Everett \'Iatt, realtor, each statirtg that they
welcomed Goodyear into the City, but objected to the recapping process in the heart
of the bus1nessdistrict. COlllJ1Iunications from the Arcadia Chamber of Commerce and
l-u-. S. Morein eacn protested the granting of the variance at the location relluesteC
~Io other person desired to be heard, and the Chairman declared the hearing closed.
He requested that the Planning Consultant submit a report and recomrnend,ation on till
matter.
Pursuant to notice given, a public hearing was held on the application of
Ross Himes for a zone change from Zones R-l, R-2, R-3 and PR-3 to Zones PR-3 and
C-3 on property located at the northwest corner of Santa Anita Avenue and Live Oak
Avenue. Communications from R. V. senior. 119 West Live Oak Avenue. and Herbert '
Kall1woda each favored the granting of the application. Mr. Himes addressed the .
Commission stating that in the last few years he had b,een unable to secure a desir
able tenant for the property under the, present zoning. He stated that he now has
leases pending wi ih a chain mark;et and chair drug store. contingent upon this ,
change of zone to allow the buildings to be set back ltith parking in the front. '
He stated that the application was not to establish a business district, but to re
arrange the present zoning to provide the modern requirement of parking near the ,
etreet. He said the market would be 40,000 square feet in area, and that the par\!
ing ratio under the requested zoning would be about l;t to 1. Mr. Foto. ,
Mr. W. H. Rowland and Mr. C. D. Anderson each spoke in favor of the change. stat...
ing that it would bring a desirable development to the south part of the City.
Mr. Robert Moser, 62 Woodruff Avenue, stated he felt this change would bring
business too close to residential, and that a wall would not eliminate noxious
odors and noise coming from a large commercial project. l'lr. Al Clark, 109 Sandra
Avenue, objected to garbage and unsightly boxes in connection with markets. He
also stated that the additional traffic to be expected would be a hazard on Live
Oak Avenue. He recommended that the City acquire the land and convert it into a
park. Mr. Brooks Thompson, 57 Woodruff Avenue. urged retaining the residential
character of the area. io'.rs. Harry Thompson, 103 Sandra Avenue. objected to the
extension of Sandra Avenue and stated that commercial zoning an,y nearer her pro-
perty would depreciate properly values. Hr. llaymond Noser, 17 Woodruff Avenue.
objected to ad!fitional traffiC. !'irs. Marie stouder, 116 Sandra Avenue. objected
to additional traffic, and felt that some plan, possibly a wall, should be devise,

to protect the residential property. Mr. Garth Greer. representing the Arcadia
, Congregational Church felt that the requested change would bring the cOllllllercial too
close to the church. The Chairman called for a showing of hands from the audience
and the Secretary counted nine in favor and fifteen opposed to the proposedrezon-
ing. The Chairman stated that the hearing would be continued to the next meeting
and requested reports from the Planning Consultant, Police 811d Fire Dep!!rtments
and the City Engineer. The Secretary was instructed to send copies of the appli-
cation to each Commissioner.
The Cominission considered a decision on the application of Dr. R. H. Jones
for a zone variance to permit the property at 1L1 vlest' Las Tunas Drive to be, used
ss,a doctorots office. ,on ~lhich a publ:~c..iularing was held on November 22. Report
from the Planning Consultant stated that on account of the property being in Zone
R-3, which formerly allowed doctor's offices, and being across the street from
commercial property, he saw no objection to the granting of the request. Motion
by Mr. Acker, seconded by Nr.D~ that the City Attorney be instructed to prepare
the necessary resolution to recommend the granting of the variance. Said, motion
carried by the following vote:
AYES: Commissioners Acker, Daly, Robertson and Pratt
~OES: Commissioners Balser. Sorenson and Vachon.
llequest of Albert T. Case. 2~12 South Santa Anita Avenue, to divide property
was reported on by Mr. Acker, who stated that the request was in full conformance
with all requirements. Motion by Hr. ACker. seconded by ~lr. Sorenson and carried
that permission to divide the south 115e625 feet of the north 2.31.25 feet of lot 62.
Arcadia Acreage Tract. except the east 285 feet thereof, into three lots be recom-
mended for approval, subject to the following conditions recommended by the City
Engineer:
1. That a final map be filed tiith the City Engineer,
2. That a sewer lateral be provided for each parcel;
3. That Louise Avenue be dedicated as shown on approved tentative map of
Tract ;\fo. 22087, and all improvements and deposits required by the
Subdivision Ordinance be made,
4. That a recreation fee of :)50.00 be paid for the two new lots;
5. That one foot at the north end of Louise Avenue be deeded in fee to
the City.
Request of Fred Eo Alers, 1009 South Sixth Avenue, to divide property was
reported on by tf.r. Sorenson, who stated that the lot depth should be 155 feet to
correspond with the lot to the north. Motion by ll.r. Sorenson, seconded by Mr. Acker
and carried that permission to divide a lot facing Fifth Avenue from the south
71.25 feet of lot 53, Tract !lo. 808, be recommended for approval, sub,iect to the
follO\1ing conditions:
1. That a final map be filed with the City En:;ineer;
2. That a recreation fee of ;:25.00 be paid ,for the new lot,
3. That, the lot depth be made 1" feet instead of the proposed 140 feet.
Request of Hollis H. Barron, 10.34 South First Avenue, to divide property was
reported on by 141'. Balser. He stated that while the lots to the north are only
50 feet wide, the requested division of 57.25 feet width did not conform with the
majority of lots in the area. Motion by Mr. Balser, seconded by }'III'. Daly and
carried that the request be recommended for denial.
Request of Harry A. \'Jardell, 500 West ,Walnut Avenue, to divide property was
reported on by Mr. D~, stating that it met all requirements, providing the rear
portion of the property is subdivided in Tract No. 21924 as contemplated. Mr.
HOffeditz, engineer. stated that all deeds for the tract are in escrow, and that
const:ruction has been delayed by the current' strike affecting rock and concrete.
Motion by Mr. D~, seconded by Mr. Balser and carried that approval to divide the
east 87 feet of the west 197.4 feet of the south 203 feet of the north 23.3 feet of

lot 2, E. J. Baldwin's Addition No.1 to Santa Anita Colo~, be recommended for
approval, subject to the following conditions:
1. That a final map be filed \uth the CiW Engineer;
2. That a recreation fee of ';25.00 be paid for the new lot;
J. That the division not be finally approved until the recordation of
Tract No. 21924.
Request of John H. Colvin, 502 des.t Lemon Avenue, to divide property was
reported on by ~h'. Balser. The depth of the lot was discussed, and l1r. Colvin
stated that he intended to build on the new lot and desired more yard space.
Motion by Mr. Balser, seconded by Mr. DaJJi' and carried that permission to divide
the south 234.33 feet of the west 65.70 feet of lot 68, Tract No. 4869, be re-
commended for approval, sub.1ect to the following conditions:
1. That a final map be filed with the City Engineer;
2. That a sewer main and lateral be constructed to serve the new lot;
3. That Wistaria Avenue (60 feet wide) be extended across the lot and
improved as requd.red by the Subdivision Ordinance. That the west one
foot and the south four feet be deeded in fee to the City to control
future extension of the street;
4. That a recreation fee of )25.00 be paid for the new lot;
5. That lot 7, Tract No. 20290, owned by the City, be dedicated for
street purposes.
Request of H. S. Brookover, 650 i.Jest Huntington Boulevard, to divide property
was reported on by Mr. Vachon and Mr. Hobertson. Mr. Vachon pointed out that all
other properties in the area extend the full depth of the lot a.,d that the Pattern
of a dedicated alley at the rear had been established. ~lotion by I".z:. Vachon,
seconded by Hr. Robertson and carried tha,t the request be recommended for denial
because it does not confonn with other properties in the vicinity.
. Request of Ross Himes to divide property at the east extension of Sandra
Avenue was considered. Motion by l-'.r. RObertson, seconded by Mr. Vachon and c.arried
that the matter be held pending a decision on the proposed change of zone affect-
ing this property.
The request of the Arcadia Unii"ied School District to divide the nortll 15.21
feet of their portion of lot 2, Tract No. 949, located at 305 North Santa Anita
Avenue, was discussed. This division was proposed on account of an existing
warehouse Which encroaches on the propert.y. No new lot would be created by this
division. Motion by Robertson, seconded by ~~. Sorenson and carried that the
request be recommended for approval.
The City Engineer submitted a .report on the amount of funds to be required
to be paid by the developers of Tract No. 19974 for their share of the cost of
opening and improving Third Avenue and Las Flores Avenue. ~lr. Marshall Pond,
engineer for the developers of the tract, stated that the interested parties had
reached a satisfactory settlement. The Chairman ordered the matter removed from
the agenda.

COnununication from BOller., Suttner &"Boller urged .further considera.tion of ;~
the zoning on the north side of Live Oak Avenue west of Santa Anita Avenue. The
Chairman ordered the matter to be placed on the agenda for the meeting of
January la, 1956, and that Mr. Boller be notified accordingly.
Naps prepared by the Planning Consultant sholung proposed location of future
streets and alleys to be considered in the proposed zoning of the north side of
Live Oak AV'enue between santa Anita Avenue and Sixth Avenue were considered.
Mr. C. D. Anderson objected to the street shown west of Second Avenue and sug-
gested that it be turned east into Second Avenue. Nr. Mansur stated that these
plans were of a general nature only and could be changed later as required to show
exact locations. It was the opinion of the C,onunission that approval of these
street and alley plans should be given before consideration of zoning. Motion by
Mr. Vachon. seconded by l'1r. Acker and carried that the location of proposed streets

and alleys as shown on Sheets 17 and 22 be recommended for approval by the City
Council.
Communication from the Knutsen Building Company requested that the
Secretary be authorized to notLf'y certain poultry ranches on Lemon Avenue of the
complications concerning the keeping of poultry that might arise upon the recor.

cerning the matter.
Communication from QRS Neon Corporation requested a change ot setback to
allOli the erection of a sign at the property line for Eaton's Restaurant at 1150
West Colorado Street. The matter was referred to Mr. Balser and Mr. Robertson to
investigate.
Resolution No. 207 recommending certain rezoning to Zone C-2 on property south
of Hlmtington Drive between Third Avenue and Fourth Avenue was introduced and the
findings read. Mot),on by !'Jr. Sorenson. seconded by Nr. Vachon and carried that the
reading of the fUll body of the resolution be waived. Motion by Mr. Vachon.
seconded by Mr. SOrenson and carried that Resolution No. 207 be adopted.
There being no further business, the meeting adjourned.
