SUBJECT: P1ANNIliG CONMISSION MINUTES
The City Planning Commission met in regular meeting with Chairman Pratt
presiding. '
PRESENT: Commissioners Acker, Balser, Daly, Pratt, Robertson, Sorenson and
Vachon.
ABSENT: None
OTHERS PRESENT: Carozza, Mansur, i'1cGlasson, and Talley. Mr. Nicklin entered
the meeting at 8:45 P. i.:.
The minutes of the meetings of December 13, '1955, and Dec6l)lber 27, 1955, were
approved as written and mailed.
Pursuant to notice given, a public hearing was held on the application of
Herbert Kalliwoda for a change of zone from Zone C-2 to Zone M-l on the south part
of the property located at 82 Hest Las Tunas, Drive. Communication from Ii. v. Senior,
119 West Live Oak Avenue, oJ;lposed any change of zone unless it applied to1;he entire
area. A petition bearing 18 signatures and representing eight lots on Las Tunas
Drive and four lots on Sandra Avenue protested any l1-l zoning in the area, stating
that it would depreciate the residential property. Attorney Henry W. Shatford
represented the applicant and stated that the request would leave the Las Tunas
Drive frontage in Zone C-l for a buffer, and that the 11-1 zoning on the south part
of the property would be in line with the thinking of the Planning Commission.
tlr. Ross Himes, L. A. Z1ma and Kenneth D~alJ. favored the application. No other
person desired to be heard. The Commission took the matter under consideration and
requested that a report be submitted by the Planning Consultant.
The application of Ross JUmes for certain zone changes on property at the
northwest corner of Santa Anita Avenue and Live Oak Avenue was again considered.
Report of the Traffic Safety Committee was read, pointing out certain recommendations
relative to entrances into the parking lot, and the openirig of Sandra Avenue. Re-
port of the Planning Consultant pointed out certain phases of the requested rezoning
that could be detrimental to surrounding residential property and precautions that
should be taken to avoid such effects. He recommended certain rezoning with con-
ditions applied to eiiminate detrimental conditions to surrOunding property.
Hr. A. J. Clark, 109 Sandra Avenue, favored the change of zone with a cul-de-sac at
the end of Sandra Avenue to close it from the parking lot. ~!r. Rabert E. Moser,
62 Hest Woodruff Avenue, presented tl~o petit.:Lons bearing 115 signatures opposing any
change in zoning. He stated that a siX foot wall would not eliminate odors and
noises from a super market. He stated that the portion adjoining the Woodruff Avenue
pr,operty should be zoned and developed for R-2 uses. Mr. John Hallock, 137 Sandra
Avenue, stated he would not object to opening Sandra Avenue to Santa Anita Avenue,
but objected to the creation of two lots as a buffer zone. fIe stated that any change
should be by variance, in order to control the future development. No other person
desired to be heard and the Chairman declared the hearing closed. After considera-
tion and' discussion by the COJ!IlIIission, motion was made by fill'. Rd::lertson that the
City Attornery be instructed to draw a resolution recommending the granting of the
request, with certain exceptions, as follows:
1. That the requested change from Zones R-l, R-2, R-3 and PR-3 to Zone C-3
be recommended for l1-pproval, except the easterly 425 feet thereof, and
except a strip within 30 feet of the westerly and southwesterly lines
of the church property;
2. That the requested change from Zones R-l to Zone PR-3 be recommended
for approval for a change to Zone PR-l;
3. That a five foot landscaped strip and a six foot solid masonry walJ. be
prOVided along the north and west lines of the property, except that
the walJ. shall be three and one-half feet high between the building

4. That a driveway connection be provided to the ch=h property, if'
satisfactory to the church officers;
5. That Sandra Avenue be exteilded easterly approximately 15 feet with a
40 foot radius cul-de-sac at the east end, or that such turnaround
be constructed at the present end of Sandra Avenue if' satisfactory
to the present ownersJ
6. That the location and width of all driveway entrances to public streets
be approved by the City Council upon recollllTlElndation of the City Engin-
eer and Planning Col1ll1lission.
Said motion lias seconded by Kr. Acker and, carried by the following vote:
AYES: COIIIIllissioners Acker. Daly, Pratt, Robertson. Sorenson and Vachon.
NOES: Ccmunissioner Balser.
The request of Ross Himes to divide property near the eas,t end of Sandra Avenue
was held pel'lding the final determination of the, zoning of the property.
The Ccmunission considered ,a decision on the application of Goodyear Tire and
Rubber COII!,p&IV for a variance to allow recapping of tires at 55 East Huntington
Drive. Report from the Planning Consultants,tated that in his opinion the applicant
had not shown the necessary cond! tions to justify the granting of a variance, and
recommended denial of the application. Motion by Mr. Balser, seconded by Mr. Vachon
and carried that the City Attorney be requested to prepare the necessary resolution
recommending the denial of the applicatiol1O
Request of QRS Neon Corporation for a change of setback to allow the erection
of a sign at the property line at 1150 ilest Colorado Street for Eatons relltaurant
was reported on by Mr. Balser and Mr. Robertson. Mr. 3aton presented a revised
sketch of the sign. being 28 feet high to the top of the sign and 30 feet, nine
inches to the top of the supporting posts, with no part of the sign to overhang the
street. Motion by Mr. BUser. seconded byEI'. Sorenson and carried that the neces-

Communioation ~rom Mr. R. B. Retzer. 1326 South Firat Avenue, appeale,d the
deoision of the Modification Committee denying his application for approval of the
location of a dl.re11ing to be erected on the re,ar of the property. Report from the
Committee pointed out that the reason for denying the application was the lack of
kno~11edge of the layout of &IV future subdivision of the area. Motion by 1'11'. Soren-
son. seconded by l'lr. Balser and carried that the request for approval of the looa-
tion of the dwelling be approved, sub.iect to the follolnng conditions:
1. That the dwelling be constructed at least 55 feet west of the east
property line. and face the east, toward the future street;
2. That a 10 foot minimum side yard be provided on each side of the
dwelling.
Tentative map of Tract No. 22498. located on Sixth Avenue south of Longden
Avenue was considered. Considerable discussion was had relative to eliminating jogs
in rear lot lines, to enable the construotion of pole lines. Hotion by Mr. Robert-
son, seconded by 111'. Vachon and carried that tentative map of Traot No. 22498 be
recommended for approval, subject to the following conditions:
1. That lot 15 be lengthened and lot 16 be shortened to provide a uniform
depth of approximate~ 120 feet;
2. That the north and south lines of lot 11 be made straight lines;
3. That all improvements be installed in accordanoe with the subdivision
ordinance and the requirements of the engineering department. includ-
ing one street name sign and 34 street trees;
4,.. That a deposit for street lights be made after a layout is obtained
from the Edison Company;

S. That the driveway to the existing house on lot 10 be reconstructed with
an entrance from the new street.
Final map of Tract No. 18702, located on Vista Avenue, partly in the city of
Arcadia, and partly in the City of Sierra Madre, was considered. Notion by
Mr. RObertson, seconded by Mr. Balser and carried that final map of Tract No. 18702
be recormnended for approval, sUb,iect to the construction of all ,improvements required
by the Subdivision Ordinance and the payment of all required fees and deposits.
Tentative map of Tract No. 22S90, located south of Foothill Boulevard between
Merry Oak Lane and San Carlos Road, was considered. Report from.the City Engineer
called attention to the tact that the tract consisted of four lots, all less than the
required 7S foot width, all facing directly into the Santa Fe Railroad right of way,
two lots being key lots, and leaving a large parcel of land to the north with no
satisfactory future development. ~!otion by I'Jr. Ropemon, seconded by Mr. Vachon and
carried that the tract, as subniitted, be recomr.lended for denial without prejudice.
Communication from Leo R. Facto, realtor of 140nrovia, requested approval of the
business of automobile tops and seat covers in Zone C-2. Motion by Mr. Balser,
secollied by Nr. Acker and carried that in the opinion of the Commission the business
of automobile tops and seat covers is a permissible use in Zone 0-2'.
Mr. Fred Alers, 1009 South Sixth Avenue, requested that the division of his
property approved on December 13, 1955, with a depth of 155 feet, be amended to a
depth of 130 feet to correspond .."1 th the subdivision lots to the south. Motion by
Mr. Sorenson, seconded by ~lr. Balser and carried that such amendment be recOllllllended
for approval.

Communication from the City Clerk referred to the COmmission the request of
llrs. Mayme L. Pickard that certain property southwest of Arcadia be annexed to the ,
City. The City Engineer stated that copies of a report compiled in 1953 covering ';,"
the same property was now in the mail to each Commissioner. The matter was ordered
held pending restudy of the 1953 report. '
The Commission furthar considered and discussed the necessity and advisability
of the creation of a new Zone C-M, which niight be applied to property on the north
side of Live Oak Avenue west of Santa Anita Avenue. It was the consensus of opinion
that such a zone was not needed in the City. Motion by l'Jr. Vachon, seconded by
Mr. Acker and carried that this Commission discontinue further consideration of the
creation of a new Zone C-M. Motion by ~Jr. \.',achon, seconded by Mr. Robertson and
carried that the City Council be notified that in the opinion of this COIIIIIlisad.on,
there is no need for a Zone C-M'on the property located on Live Oak Avenue west of
Santa Anita Avenue, and that with proper development and use of the propert,y in its
present Zone C-2 it would be a definite asset to the City.
Report from the Planning Consultant recommended that the Zoning Ordinance be
amended as it applies to parking lots, to provide that all plans for the improvement,
maintenance and operation of parking ,areas shall be specifiCally approved by the
Planning Commission by resolution in each case. Motion by ~;r. Sorenson, seconded by
Mr. Daly and carried that such an amendment be prepared and submitted for consider-
ation.
The City Attorney presented and read the findings of Res01u~on lJo. 208
recormnending the approval of the applic;ation 0.1' Dr. n. H. Jones for a ZOIle variance
to allow the operation of a doctor's office at 141 West Las Tunas Drive. 110tion by
Mr. Acker, seconded by Mr. Daly and carried that the reading of the f,ull body of the
resolution be waived. Motion by j'Jr. Daly that Resolution No. 208 be adopted. Said
motion was seconded by 11r. Acker and carried by the following Vote:
AYES: Commissioners Acker, Daly, Robertson and Pratt.
NOES: COmmissioners Balser, Sorenson and Vachon.
Tentative map of Tract No. 21125, located in the northeast section of the City
of Monrovia, was subniitted for recormnendation. The Secretary was instructed to thank
the City of Monrovia for submitting the map, and to inform them that due to the re-
mote location of the tract from Arcadia boundaries, no recommendation would be
made.

COIIIIIIUlI1cation from Bill Horn, 6$2 West Duarte Road, requested permission to
conduct the business '01' repairing band and orchestra musical instruments in the ex-
isting garage building on the prenti,ses, in Zone C-3. The matter was held for further
study as to the cOlllDlElrcial use 01' the present building.
, The Secretary brought up for discussion the request to install a neon post sign,
at the front property line of property at 614 West Las Tunas Drive, in Zone C-l. He
was instructed to comply with the ordinance requirement of such signs in Zone C-l
being attached to the building.
There being no further business, the meeting adjourned.
