The City Planning Conunission met in regular meeting with Chairman Pratt
presiding.
PRESENT: COlIII1iissioners Acker, Balser, Daly, Pratt, Robertson, Sorenson and
Vachon.,
ABSENT: None.

OTHERS PRESENT; Carroza, !clansur, Phillips, 1.1cGlasson and Talley.
Approval of the minutes of the last meeting were held for clarification of
the motion pertaining to the Himes zoning application.
The reconnnendation made January 10, 1956, for approval of the application of
Ross Himes for a change of zone was again considered. Communication from Ross
Himes requested that his application for division of property be withdrawn and
that the Conunission not reconnnend the extension of Sandra Avenue into Las Tunas
Drive, but that it ,remain at its present terminus with the construction of a turn
around. Report from the Planning Consultant and the administrative staff, submitted
three sketches showing alternate methods by which Sandra Avenue might remain a
dead end street or be extended into Las Tunas Drive, and pointing out the advant-
ages and disadvantages of each method. Mr. Robertson etated that he felt the
present 1100 foot length of Sandra Avenue was too long for a dead end street, and
that it should have an outlet into Las Tunas Drive. }lotion by Mr. Vachon.
seconded by Nr. Acker and carried that the filth condition to the motion recommend-
ing the granting of the application of Ross H:1ines for a change of zone on property
located at the northwest corner of Santa Anita Avenue and Live Oak Avenue. as
noted on page 2 of the minutes of the meeting of January 10, 1956, be amended to
read as follows;
5. That Sandra Avenue be extended to Las Tunas Drive adjacent to lots
14 and 35 of Tract lio. 13540; that one new R-l lot be created on the
north side of Sandra Avenue adjacent to lot 13 of said tract; that a
one foot, strip along the east side of extended Sandra Avenue be
deeded in fee to the City to control access to the parking lotj(that
a 6 foot masonry wall be erected along, the east side, of the new lot
and along the east side of extended Sandra Avenue to the building
line of Las Tunas Drive, then reducing to 3t feet, l and that land-
scaping be provided along the wall ad.iacent to the' new 10,t and in
the east parkway of e>..-tended Sandra Avenue.
The Secretary was instructed to correct the motion reconunending a change of
setback to allow the erection of a sign at 1150 West Colorado Street, as noted on
page 2 of the minutes of January 10, 1956, to show that such motion was seconded
by Mr. Robertson instead of Mr. Sorenson.
With the above two corrections, the minutes of the ,meeting of January 10, 1956,
were approved as written and mailed.
The Connnission considered a decision on the application of Herbert Kalliwoda
for a change of zone from Zone C-2 to Zone !!i-l on a portion or the property ,lo-
cated at 82 Wiest Las Tunas Drive. Report from the Planning Consultant pointed out
that the application referrei _ to a "limited !!i-l use" and stated that enforcement
would be 1mpossible under a rezoning to the M-l zone. Also that because this
application is for one parcel only, llhich would constitute spot zOning, and be-
cause no provision has been made to prevent the 0-2 frontage on Las Tunas Drive
from being us~d for ingress and egress to the subject property, he recommended
that the application be denied. Mr. Robertson stated he agreed 1d.th Mr. Mansur's
recommendation and felt that the property in the so called triangle had been ill

handled in its development and should remain in its present zone with no spot
zoning. Mr. Acker and Mr. '!achon agreed that spot zoning was not desirable, and
that the property , under its present zoning. could be developed as an asset to the
City. 110tion by Mr. Vachon, seconded by Mr. DaJ,y and carried that the City Attor-
ney prepare the necessary resolution to recozmnend the denial of the appllcation
for a change t;.. Zone M-l.
The request of Mary S. v~beeler. 252.0 South Santa Anita Avenue. for division
of property was reported on by !-ir. Sorenso:!l' who stated that all requirements
were complied with. Heport from the City Engineer was read. Motion by Mr. Soren-
son. seconded by Mr. Balser and carried that permission t,o divide the south
77 feet of the west 225 feet 'of lot 62, Arcadia Acreage Tract. b'e recommended for
approval. subject to the following conditions I,
1. That a final map be filed with the. City Engineer;
2. That a recreation fee of :~;25.00 be paid.
The request of Aileen W. HOWard. 2522 Florence Avenue, for division of
property was reported on by Hr. Balsel', who stated that the requested width..!)!
60 feet was substandard. but that other such lots existed on Woodru:t'f Avenue and
on Florence Avenue. Report from the City Engineer was read. Motion by Mr. Balser,
seconded by Nr. Sorenson and carried that pennission to divide the east 60 feet of
lots 10 and 11, Tract No. 9610, be recOllllllended for approval. sub.iect to the follow-
ing conditions;
1. That a .final map be filed with the city Engineer;
2. That a recreation fee of ~;25.00 be paid.
CollDmlDic:ationfrom Charlotte L. Sutton requested a modification of conditions
on a lot split granted July 26. 1955, by reducing the depth of the lot on Third
Avenue from 149.50 feet to 130 feet and by eliminating the requirement of dedica-
tion for widening Second Avenue from thenortherl;y' parcel, over which she had no
control. Motion by Mr. Robertson, seconded by,Hr. Balser and carried that inas-
much as Mrs. Sutton had complied with all conditions which were possible for her to
meet, that the revised map be recommended for approval.
Communication from James Sheldon Riley reauested a modi.tication of conditions
on a lot split granted July 12, 1955, on property at the southeast corner of
Nichillinda Avenue and Orange Grove Avenue, by eliminating the requirement of dedi-
cation for widening Michil11nda Avenue along the north 320.60 feet of the property.
He stated that he originally purchased the property thinking it was two parcels,
and had subsequently sold the north portion, not !mowing that a lot split was re-
"uired. Since selling the property, he had lost all right to dedicate for street
1;idening on that portion. He stated t.hat he was willing to fulfill ail other
COnditions. l10tion by Mr. Vachon. secvnded by Mr. DaJ,y and carried that the re-
quest that the requirement for street dedication along the north 320.60 feet of
the property be eliIninated be recozmnerded for approval.
Communication from RussellH. Uh1 requested that he might discuss with the
Commission the possibility of erecting a sign on a post at the front property line
a.t 614 West Las Tunas Drive. in Zone C-l, at his new miniature golf course. He
was informed that it would be necessary to ,apply for a variance from the sign
regulations imposed by Zone C-1..
COlllIIlunication from the Shell 011 Compal\Y requested a change of setback to
allow the erection of a cOmbination light post and identification sign within the
setback area at 700 '-lest Huntington BOulevard, to replace a sign that had existed
at a comparable location before the widening of Baldwin Avenue and the reconstruc-
tion or the service station. Motion by Mr. Vachon, seconded 'by ~1T. Acker and
carried that the request be recommended for approval.
Final map of Tract No. 19107, located on Oakglen Avenue north of Sycamore
Avenue, was considered. Report from the City Engineer st.ated that it was in sub-
stantiill compliance with the approved tentative map and set. out the fee,S that
would be required. Motion by Mr. Robertson, seconded by Mr. Vachon and carried
that final map of Tract No. 19107 be recommended for approval, subject to the
following deppsits and fees:

Resolution No. 209 recommending the classifiCation of the business of
automobile tops and seat covers as a use permissible in Zone C-2 was presented and
discussed. Hotion by Mr. Robertson, seconded by ~~. Vachon and carried that the,
reading of the entire body of the resolution, be waived. Motion by l-lr. Baiser,
seconded brl1r. Sorenson and carried that Resolution No. 209 be adopted.
Resolution No. 210 recommending the denial of the application of the Goodyear
Tire and Rubber ComParw for a variance to allow repairing and recapping of tires
at 55 East Huntington Drive was presented and discussed. Motion by t-lr. Vachon,
seconded by Mr. Acker and carried that the reading of the entire body of the
resolution be waived. ~lotion by Mr. Sorenson, seconded by Y.r. Daly and carried
that Resolution No. 210 be adopted.
The Commission was notified that the l'lanning Congress would hold their
regular meeting in Arcadia in February.
Mr. Bill Horn, 652 ~lest Duarte Road, addressed the Commission relative to the
business of musical instrument. repair. The $ecretaJY was instructed to investi-
gate the location.
Mr. Mansur stated that the new El Monte zOning ordinance, which includes an
architectural design zone. had been adopted. and that something similar might be
used along \fest Huntington Boulevard. The Secretary was inetructlld to furnish
copies of the requirements to the Commission and to the City Attorney.
The City Engineer stated that he was attempting to arrange a date for the
subdivision committee and the Commission to vieW the area included in the new
tract proposed north of Elkins Avenue. with reference to grading and h1ll-side
development. He was instructed to arrange a date and notif')" the Commission.
There being no further business. the meeting adjourned.
