The City Planning Conun1ssionmet in regular meeting with Chairman Pratt
presiding.
PRESENT: Conun1ssioners Acker, Balser, Daly, Pratt, Sorenson and Vachon.
Colllllli.ssioner Robertson entered the meeting at 8:05 P. M.
ABSEIlT: None.
OTHERS PRESENT: Camphouse, Carozza, Mansur, Nicklin, McGlasson and Talley.
The minutes of the meeting of January 24, 1956, were aPproved as writtell
and mailed.
Pursuant to notice given, a public hearing was held on the application of
David F. and Helen K. BucldnghaJII for a zone variance to allow the property at
5 East Floral Avenue to be used as a dental office. The request was for the
use of one a:partment of a four-unit apartment building. Dr. Buck1ngham stated
that in his opinion, judging by the layout of 25 foot and 35 foot lots, the
property was originally intended to be used for business. He stated that park-
ing of cars would not be a prOblem bedause only one or two patients would visit
the office at a time, and only on appointment. Robert D. ~facPherson, II East
Floral Avenue, stated that he had sold the property to Dr. Buchingham in Septem-
ber, 1954, and had no objection to the requested use.
Communication from A. 5temnan, 16 East Floral Avenue, protested the granting
of the request on the grounds that it would commercialize the street, create
parking .problemsand create added value to the subject property at the expense
of the remainder of the block. Mr. '1'. A. Wiegand, 27 )Last Floral Avenue, ad-
dressed the Commission, stating that Floral Avenue was strictly a resiClential
street with all families except one owning their homes. He stated that the
granting of the petition wouId depreciate values and chllJ'lge the character of the
street from its quiet residential nature. He submitted letters of protest from
Hr. and I.lrs. ThDinas }1cQuarrie, 15 East Floral Avenue; Mrs. Helen L. Busby,
12 East Floral Avenue; Adeline H. Radenbush, 31 East Floral Avenue, and }Ir. and
Mrs. Thomas Hefferon, 40 East Floral Avenue, all of which requested that busi-
ness not be allowed to opera,te on this residential street.. Mr. John Hoeppel,
35 Bast Floral Avenue, opposed the variance on the grOund that such a uee would
be detrimental to public safety and investments. Mrs. Zeva C. Long, 26 East
Floral Avenue, also protested. The Cha1.rman called for a showing of hands and
ten persons in the audience protested the application. No other person desired
to be heard and the matter was taken under advisement. The Chairman requested
that the Planning Consultant submit a report on the I1latter for study at the next
meeting.
Final map of Tract No. 22279, loc.ated on Eighth Avenue south of Camino Real,
was considered. Report from the City Engineer was read. The subdivider sub-
mitted a plot plan showing the possible location of a house and garage on 101; 7,
which has only about 60 feet width at the building line, but greater width to-
ward the rear of the lot. Motion by Mr. Robertson, seconded by VJI'. Vaohon and
carried that final map 01: Tract No. 22279 be recommended for approval, subject
to the follOWing fees and deposits:

structed to advise the City .of .Manravia that the develapment daes nat meet the

The Chairman alsa stated that in his apini.on the Commissian shauld confer
and wark with the .owners .of praperty an Las Tunas Drive and Live Oak Avenue
west .of Santa Anita AVenue in .order ta secure a desirable develapment .of the
praperty. He requested that Mr. Rabertsan. Mr. Balser. !-Jr. sarensan. Hr. Carozza.
~lr. l'lanaur and Mr. Talley wark with the owners. if they desired such help..
The matter .of the creatian .of a praposed Architectural Design Zane was
cansidered and discussed. The City Attarney stated that unless same narm were
established that. at best it would be only a matter .of persuasion and that strict
enfarcement cauld nat be .obtained. It was the general apinian that such cantral
was desirable if a satisfactary plan cauld be devised. The Chairman requested
that the City Attarney. the Planning Cansultant and Mr. Sarensan study the
matter and make same recommendatian at the next meeting.
Resolution Na. 210 recarnmending the denial .of the applicatian .of Herbert
Kalliwada far a change of zone an Live Oak Avenue was presented and discussed.
Matian by Mr. Balser, secanded by Mr. Rabertsan and carried that the reading .of
the full body .of the resalutian be waived. Matian by Mr. Balser, secanded by
Mr. Sarenson and carried that Resalutian Na. 210 be adapted. .

The secretary stated that he had inspected the building at 652 West Duarte
Road and found that it did not conform with the requirements of the building
COde, and could not be used for the requested repair of musical instrumen~s.
There being no further business, the meeting adjourned.
