The City Planning Commission met in regular meeting.
PRESENT: Commissioners Acker, Balser, DalY., Sorenson and Vachon
ABSENT: Commissioners Pratt and .Robertson
OTHERS PRESENT: Camphouse, Carozza" Y.ansur, Nicklin, Rice, !lcGlasson and
Talley. .
In the absence of the chairman and vice-chaiman, the secretary called the
meeting to order and requested a nomination for chairman pro tam. Motion by Mr.
Mr. Vachon, seconded by ~fr. Acker and carried that Mr. Balser act as chairman pro tam.
Mr. Balser then assumed the position of chairman pro tam.

The minutes of the meeting of March 13, 1956, were approved as written and
mailed. .
Pursuant to notice given, a public hearing was held on the application of Rancho
Santa Anita, !nc., for a zone variance to allow the property at Colorado Place and
l:!an Juan Drive to be used for an office type building for the purpose of transacting
general office work for carrying on the business of the California Thoroughbred
I!reeders Association, including the maintenance of a library for use of its members.
Qommunications from The Westerner Hotel, W. T. Beckwith, realtor, and Edna A.
Lundberg, realtor, each favored the granting of ths variance. Petition signed by
67 persons and reprssenting approximately 37 parcels of land, located primarily on
~anta Rosa Road protested the application on the ground that the use would not be
qompatible with the character of the surrounding residential properties, and that the
incrsase in traffic would reduce the security and safety from fire, panic and other
~uch dangers.
Mr.F. Wesley Davies, manager of Rancho Santa Anita, submitted a revised
r,endering of the proposed building, and stated that he did not think the requested
~se would depreciate adjoining properties. He called attention to existing uses on
Colorado Place, and stated that a variance for a motel or some such use would probab-
ly soon be requested for the property to the northwest of the subject property. He
fltated that the property to the east would be developed with an apartment house, and
'Ghat north there existed a private street and an apartment, He stated that probably
qot more than 12 or 15 cars would be parked on the premises at a'J13' time, and that the
'lee of the north portion of the subject property would depend on the development of
the Arcadia Wash, am might be used for parking.
Colonel Koester, general manager of the Association, stated that their
ob.1ective was to assist breeders with their problems. That most contact was by mail,
':nd some by field representatives calling at the farms. He stated that the Associa-
tion now had nine regular employees, and tilat the work at this location would be
D'!Ostly administrative. He stated that this site would not be a place of congrega-
tion; would be visited by few people except a directors meeting once each month, and
that no social activities would be held there.
Mr. Louis R. Rowan, president of the Association:, stated they now have offices
on Sunset Boulevard in Los Angeles. Also that the library would be available to
interested persons, but that it would consist of technical works and would not be of
general interest.
The application was verbally opposed by 141'. Richard Eric, 304 Santa Rosa Road,
Mr. Mutschler, 231 santa Rosa Road, and Howard Cheney, 316 Santa Rosa Road. They

the kitchen was for snacks and coffee only and that the building would have thesarne

No other person desired to be heard, and the chairman declared the hearing
qlosed. He requested that reports be sublidtted by the Planning Consultant, the City
liingineer and the Safety COI11IIlittee.

. Pursuant to notice given, a public hearing was held on the application of the
$outhern California Edison Compan;vfor a zone variance to allow property on Second
.l\venue north of St. Joseph Street to be used for the modernization and extension of
~ ~xisting electric distribution substation. Communication from Dave Schiffler
tavored the application. Mr. Rishworth, 150 st. Joseph Street, inquired about
qddi tional radio and television interference, and Hr. Paul Langlie, district manager
Clf Edison Compazv, stated the equipment would be modern and that :there should be no
:ipterference. He stated that the appearance of the site would be improved by placing
s,ome of the wiring underground.
, No other person desired to be heard and the chairman declared the hearing closed.
He requested reports from the Planning Cons,ultant and the City Engineer.

The Conunission considered a decision on the application of Camden~ilshire
Compan;v for a variance to allow a setback of 15 feet on property on Vista Avenue.
Report from the Planning Consultant stated that probably lot 18 would offer the only
hardship to conform to 25 foot setbacks but that the 15 foot setback requested would
provide for deeper rear yards. Motion by Hr. Balser, seconded by Mr. Acker and
carried that the requested variance be recOllllllended for approval. The matter of the
six months expiration time or a variance was discussed. The City Attorney ruled
~at this requested variance was actually a yard variance and could be expedited by
l1and1ing as a modification. Motion by Hr. Balser, seconded by Mr. Acker and carried
t;hat the former motion be rescinded, and that the Commission, acting as the Modifi-
c;ation Committee, grant the requested variance to allow a 15 foot front yard on lots I
13 to 22, inclusive, of Tract No. 18702, located on Vista Avenue. /
Lot split No. 92, being the request of Robert R. Hopper to divide property at
l214 South Eighth Avenue, was again considered. The request was to divide a 115
~oot lot into two lots each 57.5 feet wide and with a depth of approximately 440
teet. Report from the Planning Consultant called attention to the approved street
}.\!lan Imich shows a proposed nortl:1-south street through this property,' parallel with
Santa Anita Wash. He stated that the division, if granted, would allOw three houses
on each parcel; that this would probebly encourage other owners in the block to re-
quest similar splits with the result that the development of the future street plan
wpuld be impossible, and .recommended denial of the application. Motion by Mr. Soren-
uon, seconded by Mr. Vachon and carried that the request be recommended for denial
ipr the reasons set out by the Planning Consultant.

Lot split No. 94, being the request of W1ll1am E. Parkins, 1140 West Orange
".rove Avenue, to divide property was considered. Report from the City Engineer
CJal1ed attention to sewer access problems and existing deed restrictions governing
~he number of housea allowed. l~otion by Nr. Vachon, seconded by Mr. Balser and
~arried that pe.rmission to divide the east 96 feet of the west 500 feet of the north
;;35.60 feet of lot 2, Tract No. 948, be recommended for approval, sub.iect to the
following conditions:
1. That a final map be flied with the City Engineer;
2. That at the time of sale of this property, a sewer easement, approved
by the City Engineer, be retained for the use of the westerly portion;
3. That a recreation fee of $25.00 be paid;
4. That existing deed restrictions be amended to permit this size lot
and the erection of a dwelling.
Lot split No. 95, being the request of M. H. Pingle, 1808 South Sixth Avenue,
was referred to Mr. Sorenson.and Mr. Acker to investigate.
Lot split ~lo. 96, being the request of James Keith, 501 Woodruff Avenue, was
referred to ~rr. Balser and Mr. Daly.

~ Request of the Flamingo Hotel, 130 West Huntington Drive, for a change of
~etback to allow a sign, 36 feet, 6 inches ihigh, to be placed at 4, feet from the
center of Huntington Drive instead of the required 7, feet, was reported on by the
~ign committee. This permanent sign was to: replace the temporary sign being used
<luring construction. Notion by Mr. Vachon, 1 seconded by Mr. Daly and carried that the
~quest be recommended for approval.
Tentative map of Tract No. 22862, located at ,00 West Orange Grove Avenue, was
qonsidered.Report from the City Engineer stated that the proposed street should
tntersect Orange Grove at right angles, and provide a minimum of 1, feet between t~
right of way and the existing dwelling on lot 3. That a five foot planting easement
~ould be required along each side of the street and along the south side of Orange
qrove Avenue. Curb and gutter should be constructed along Orange Grove Avenue.
:Qrainage easeMent to be a minimum of ten feet wide. Sewer to intersect San Carlos at
night angles. Show all buildings and improveMents adjacent to the proposed easeMent.
!fr. Reeder, 1444 Oak1awn Road, req'lested that lot sizes and building restrictions
qonform with others in the Oaks, and inquired about the maintenance of the easement.
Motion by Mr. Vachon, seconded by l1r. Balser and carried that the matter be referred
tlack to the subdivider to furnish a new map showing the requirsd conditions.

Final map of Tract No. 21924, located on Rosemarie Drive, was considered. Tte-
Ilort from the City Engineer stated that the final map conformed with the approved
tentative map and that all construction had been completed. He set out the amount
qf fees and deposits to be required. All such fees gad been paid. Motion by'.
Mr. Vachon, seconded by Mr. Balser and carried that final map of Tract No. 21924 be
recommended for approvai.
, The matter of the application of Ross Himes for certain zone changes at Santa
Allita Avenue and Live Oak Avenue was referred back by the City Council, along with a
niap submitted by Mr. Moser, for further consideration. The map submitted proposed
that Sandra Avenue be extended easterly to Santa Anita Avenue, with the property
north of Sandra Avenue extension used as residential property. Mr. Himes stated
that unless the north portion of the property could be used as a parking lot, the
teases now under consideration would not be signed. He stated that the property
would be developed, but without the additional parking, it would not be in accordance
with present plans for large businesses. All of the Conunissionens present, except
111-. Balser, stated that they still felt that the previous recommendation would be for
~he best interest of the City and the vicinity. loIr. Balser stated he was still not
in concurrence with the recommendation made to the City Council. The matter of en-
forcing the maintenance of the recommended walls and planting areas was discussed.
.It was suggested that the enforcement of the conditions could be best obtained if the
parking lot were granted by variance instead of zone change. I Motion by Mr. Sorenson.
1::hat the substance of the prior recommendation of this COnunission, contained in
Resolution No. 2ll, be reaffirmed; that for the purposes of enforcement, the portion
recommended to be changed to Zone PR,...l be denied, and that the same property be given
I( zone variance to aliow automobile parking; that the variance require the construc-
~ion and maintenance of the wall and landscaped strip provided for in condition
~umber 1 of Resolution No. 2ll, said planting to consist of trees and shrubs approved
l:iy the City Engineer; and that the varianoe further require that no access to the
southerly extension of Sandra Avenue be allowed from any port.ion of the parking lot
on the Himes property. Said Motion was seconded by Mr. Daly and carried by the

Notice from the Regional Planning Coimnission of a proposed change of zone from
Zone RA (Residential Agricultura) to Zone R-3 (Limited Multiple ReSidence) on the
south side of Duarte Road between Golden lvest Avenue and Baldwin Avenue was ordered
filed.
The Planning Consultant submitted three reports with suggested amendments to the
zoning ordinance concerning zoning upon annexation, extension of variances, and off
street parking area approval. The chairman requested that copies be sent to each
Conunissioner.

The City Attorney submitted and read the title of Resolution No" 214 instituting
proceedings for the amendment of the zoning ordinance by adding a new section 12.1
qemg an Architectural Design Zone. Motion by Mr. raJ.y, seconded by Mr. Acker and
carried that the reading of the entire body of the resolution be waived. Motion by
}jr. Sorenson, seCOnded by "'.r. Daly and carried that Resolution No. 214 be adopted.
