The City Planning COllIIIIission met in regular meeting .dth Chairman Pratt
presiding. lfr. Rice acted as Secretary in the absence of Mr. Talley.

The Illinutes of the meeting of June 12, 19$6, were approved as written and
msiled.
PurS\lant to notice given, a public hearing was held on the application of
OUr Saviol' Lutheran Church for a zone variance to allow the construction and
m.a:lntena.nc:e of a church at $12 .i-lest Duarte Road. A petition containing eleven
signatureaprotesting the variance was read. Mr. Dexter D. Jones, Attorney for
the Church, presented photographs of the site and a drawing of the proposed
buildings. A plot plan was displayed, sho~1ing that provision had been made for
a 12 foot widening of .Duarte Road; that parking space at the rear had been
planned fOr 82 cars with adequate ingress and egress. He stated that this large
lot is more suited to R-2, R-3 or church use than for a single family residence.
He described Duarte Road as a street of churches and schools, and in the area
near Bald\lin Avenue, commercial. He pointed out that .many residents in the area
are planning to petition for a change of zone from Zone R-1 to Zones R-2 or R-).
He citedi'igures obtained from a traffic count which indicated an average now of
800 automObiles per hour on week days and 400 automobiles per hour on SUndays.
He stated that the added load resulting from the church operation at this location
would amount to approximately 80 automobiles during the 10 to 12 A. M. period on
Sunday mo1'mings. He brought out the fact that there woUld be no 'da.v school
operated by the church. Ifr. Jones also stated that the chapel seating 17$ persons
would be Qonstructed first to accomoda,te an approximate membership of 200 persons,
and that the sanctuary providing seating for 350 persons would be constructed
later to provide for future groWth. Reverend. Clair vliederhoft, pastor of the
church, pointed out the beneficial effect of the church on children and the
people of the cOllllllUnity in general. He stated that the value of the adjoining
property would be increased if the church were allowed to be built on this site.
Reverend. lI. E. vlebbeld.ng of the ltiasouri Synod also spoke in bEiliali' of the
Church.Nr. Arnold E. Maron, l'e'pIlcsenting Culver-Heaton, architects for the
church, explained the way in which his firm attempted to solve the problems be-
tween cOl1ll1lUl1ity and church. He stated that an R zone was more suitable for a
church than a C zone. i'lr. LeRoy Anderson, 474 ~lest Duarte Road, spoke in protest
of the variance. He stated that he had no objection to the church, but that he
was opposed to spot zoning. He pointed out that IlIlll\V property Omlers in the area
no longer feel that R-l zoniIlg is practical and that. it should be rezoned to R-2

Duarte ROad, and Nr. John R. street, 515 West Duarte Road, all expressed opposi-
tion to spot zoning for the church. There being no other persons desiring to be
heard, th\1l Chairman declared the hearing closed. The matter was taken under
advisement until the next meeting, and a report from the Planning COI1II1lission and
the staff was requested.
PurSl1ant to notice given, a public hearing was held on the proposed
amendment of Ordinance No. 760, Section 3. pertai,ning to zoning property not
otherwise specifically classified and zoning property upon annex;1tion; Section 811,
pertaining to allowable uses in Zone C-O, Professional Office Zone; Section 15,
pertaining to the extension of variances, exceptions, and modifications; and by
the addit:l.on of a new Section 12.1, creating a new architectural design zone. l~o
one in the audience spoke for or against the proposed amendment. The Planning
Consultant suggested that item 10, "Lighting of building, signs and grounds" be
added to Section 12.1, B of the amendment. . The Chaiman declared that the hearing
would be Qontinued at the next meeting.

PursUant to notice given, a public h8k-ing was held on the matter of
allocating costs in connection with property owned by W'alter .and Alice Wolmer,
730 East camino Real, adjacent to but not a part of Tract No. 22279. A report
frOlll the City Engineer was read, giVing a breakdown of the costs, the prorated
shere for this property being ~3,19B.00 to be paid to the title company before
access to the street is allowed., The City Engineer stated that the amount
represented the benefit to the owner :from sewer installation, pavement of hall'
the street, water, street light poles and street name signs. 111'. Balser stated
that he cone1dered the report a fair estimate of costs. Hotion by Mr. Balser,
seconded by i'ir. D~ and carried that therecollllllendation of the City Engineer that
$3,19B.00 be allocated to the Wolmer property as its just share of the costs in
the subdivision be approved.
The request of the Camden-Irlilshire Company for a zone variance to allow the
property at 1666 North Santa Anita Avenue to be used for a real estate office
was coneidered. The Planning .Consultant presented a 'report in which he said that
he could not see where the applicant had spown that such variance was necessary
for the preservation and enjoyment of a substantial property right of the
applicant possessed by other property owners in the S3llle zone and vicinity.
Mr. Acker pointed out the dual responeibUity of the Commission to carry out the
wishes of the residents and. to show coneideration for one of the chief developers
of the community. Mr. Acker and Mr. Balser both stated that the variance should
be denied, but that the Camden-Wilshire Company should be given a reasonable
period of time to make the change. Motion by Mr. Balser, seconded by Mr. D~
and carried that the City Attorney be instructed to prepare the necessary
resolution recollllllending that the application be denied. and that a period of 120
~s be allowed for the applicant to move to another location.
The request of the First Baptist Church of Arcadia for a change of zone from
Zone R-l to Zone R-2 of the property located on the south side 01' Forest Avenue
west of First Avenue. including the rear portione of the lots located at 53 and
57 East Haven (Lot split No. lOB), was coneidered. The Planning Consultant read
a report recoDllllending that the zone change be granted. The City Engineer
delivered a verbal statement from the Safety Committee that the additional off-
street parking is needed for the church. llr. Balser stated that more parking was
needed and that the lots were too deep for good R-l use. Motion by Mr. Balser,
seCOnded by Nr. Acker and carried that lot split No. lOB, being the request to
divide the north 100 feet 01' the east 2.5 feet of lot 6 and the north 100 feet
of the west 62.5 feet of lot 1. and the north 150 feet of the east 62.5 feet of
lot 7. Tract No. 3112, be recollllllended for approval subject to the .filing ofa
final map with the City Engineer. and that the City Attorney be instructed to
prepare the necessary resolution recOllllll!lnding that the application for a change
of zone frOlll Zone R-l to R-2
Lot split No. 116. being the request of l'/'ende11 H. Macki.e to divide property
at l1l1-11l7 SUnset BOuleVard, was coneidered. The report of the City Engineer
was read. It stated that all buildings on both parcelS do not meet the code
and should be removed. Motion by Nr. Balser, seconded by Mr. Acker and carried
that the request to divide the north 70 feet of the south 140 feet of lot 103,
Tract No. 27~1, be recommended for approval subject to the following conditions I
1. That a final map be filed with the City I!:ngineer.
2. That a sewer lateral to the property line be prov:lded for Parcel NO.1.
3. That a recreation fee off?25.00 be paid for the new lot.
FinalIllaP of Tract No. 21241, located on Seventh Avenue. was considered.
The City Engineer's report stated that the final map is in substantial conformity
with the tentative map as approved. It is noted that there is a three foot
utility easement to the City of' Arcadia along the north line. Motion by
Mr. Balser. seconded by Hr. Da4r and carried that the final map of Tract No. 21241
be recommended for approval subject to the following fees and deposits:

secured for the MBifOr and City Clerk to sign the title sheet; and further;, that a
resolution must be passed by the City Council accepting dedication of the future
street at the end of seventh Avenue.
The Secretary read a cOI1lIlItD1ication f'rom George V. POtlt, P. O. Box 534,
Arcadia, requesting that the zoning be clarified in regard to a business he wishes
to operate at 17 Morlan Place. The let1;er explained that this is to be mainJy a
sales and office headquarters for distribution of a hand massaging device,
including minor hand assembly of component parts. The Planning ConsUltant stated
that this is a borderline case between a C-2 ani an M-luse. Motion by }ir. Balser,
seconded by Mr. Daly and carried that the proposed operation be classified as a
C-2 use.
. The Planning ConsUltant stated that he has prepared a report in regard to
additional dwellings on R-l lots. Copies of this report are to be made and
mailed to the members of the Commission.
The Chainnan announced that a new chainnan shOUld be elected at the next
meeting.
There being no further business, the meeting adjourned.
