The City PlanIrlmg Commission met in regular meeting with Chairman
Robertson pre31ding.
PRESENT: ColllDl1ssioners Acker, Balser, Dal>r, Pratt, Robertson, Sorenson
and Vachon.
ABSENT: None.
OTHERS PRESENT: Carozza, Jacobi, Mansur, McGlasson, Nicklin and Talley.
The minutes of the meeting of July 10, 1956, were approved as written and
mailed.
Pursuant to notice given, a public hearing was held on the application of
Fred M. Coxon and others for a change of zone from Zone a-l (One-family Zone))
Zone R-2 (Two-fami1y Zone); and Zone C-l (Limited Commercial Zone) to limited
Zone C-2 (General Commercial Zone) and Zone P (Automobile Parking Zone) at 125,
134, 140 and 20B East Duarte Road and at 902 South Second Avenue. The
application requested a change to Zone C-2 with the exception of items 13, 15,
24, 27, 30, 36, 43, 64 and 66 as listed in original Ordinance 760, and a llmit
ot six pumps in any tWingstation. A communication from l'Ir. Leo Neuer,
130 East Duarte Road, expressing bis reasons tor supporting the zone change,
was read. A cOllllllUllication from Mr. Harry G. McUahon, attorney representing the
Arcadia Civitan CJ.oo, was read which stated that the ai'f'icers of the club were
neither for nor against the zone change but felt that one condition should be
that no alcoholic beverages be .sold on the site of the proPClSed zone change.
Mr. Harold \11". Davidson, representing the applicants, addressed the Commission
and distributed a brochure describing the proposed recreation center, consisting
of a bowling alley and bUllard room at 1.34 East Duarts Road. He cited the need
for a modern facility, and explained the benefits to tsan-agers and adults. He
stated that the proposed 1mprovemsnt would cost about (\650,000 and that the
llmited C-2 zoning was necessary because loan companies woilld not underwrite
such a project on a ons-purpose building that might be allowed by a zone
variance. if<> other person spoke for the proposed rezoning, and no mention was
made of possible uses for the other two parcels included in the request.
Mr. Thomas R. Suttner, 50 North First Avenue, attorney rspresent1ng
residents on Greenfield Avenue and Magna Vista Avenue. addressed the Commission
to express opposition to rezoning lots 1.3 and 14, Tract iio. B06, on the south
side of Duarte Road. He pointed out that since the area was onJ;y recently
rezoned to Zone C-l, this request was premature, not allowing for sufficient
trial of the present zoning. He stated that there were more suitable locatione
in Arcadia and elsSlfhere for a bowling alley. He mentioned several zone ohange
applications which had been rejected, and stated that they of:t'ered ample
precedent for rejection of this request. Mr. Suttner presented two petitions;
one containing 39 signatures of residents on Duarte Road, First Avenue and
Second Avenue. and the other containing 42 signatures of residents on Greenfield
Avenue and Magna Vista Avenue protesting the requested zone change. Ylr. Thomas
C. Sullivan, 1124 ,Greenfield Avenue, Reverend J. Davis Barnard, pastor of the
Presbyterian Church and tlrs. C. G. l-lsssenger, 260 ~lest Longden Avenue, allepoke
against the zone change. ~lr. Harold Davidson filed two letters with the
Commission, one from the Hawthorne Bowl and one from the Reseda Bowl explaining
their relation with l<<:al schools. The Chairman stated that the publio hearing
would be continued at the next meeting for the sole purposs of receiving
technical reports from the Statf, Safety COlIlIIIi.ttee and the Planni..,g Consultant.
Pursuant to notice given, a public hearing was held on theappllcation of
Herbert Kalliwoda for a zone variance to pe:nnit the erection and operation of
an automobile laundry at 66 Hest Las Tunas Drive. Mr. Henry 11. Shatf'ord,
attorney for the owner, rlr. Kalliwoda, and for the prospective tenant,

Mr. ~lesworth, addressed the COIIlIIrlssion and presented pictures of the area.
He explained that modern automobile laundries are better looking and less noisy
than before. He displ~ed photographs of new auto laundries in other areas.
He stated that this operation liOlUd be entireJ;r enclosed and more desirable
than a service station. He stated that there would be exits on both Las Tunas
Drive and Live Oak Avein1e, aIXithat traffic would not be increased. ~lr. Pratt
requested that a complete plot plan and architecturalla;yout be submitted.
1.1'. ShIltfOrd stated that both would be supplied. Mr. Al Woller, 1564 North
ClIS\iell,Pomona, representing the manuf'a::turer of the proposed auto laundry
equipment, stated that the pressure chamber, having a two inch fiber-glass
insulation, was not as noisy as street traffic. He explained that the blowers
would not be noticeable at any corner of the lot. He pointed out that the
nearest modern rack is located at Rosemead and lrJhitt.ier Boulevards. The City
Engineer wished to know if this type of equipment lias a,pproved by the City of
Los Angeles, and was advised by ~Ir. lofoller that it was. No one else desired to
be heard and the Chairman stated that the public hearing would be continued at
the next meeting for the sole purpose of l'eceiving technical rep02-ts from the
staff and Planning Consultant.
The request of the T1mes-Mirror Company for a zone variance to allow
additional parld.ng area at the rear of the property known as U50 West Colorado
Street, was considered. The report of the City Enginser Was read, recommending
that the open drainage channal across the subject property be filled,; that the
parking lot be redesigned for better usage; that the drainage be designed to
flow toward Michillinda Avenue; that a six foot masonry wall be constructed on
the southerJ;r boundary of the new parking lot; ar.d that a live foot landscaped
area be provided north of the suggested rence. The report also presented a
recOllllllendation of the Traffic Safety Committee that Pl'oper curb and guttal' be
COl'lBtructed along 11ich1ll1nda Boulevard. The repor,t of the Planning Consultant
was read, stating similar recommendations, and furthel' recommending that no
futu1'e variance be ~anted .for parking or other coznmercial development on the
remaining 105 foot parcel to the south. A letter fl'om Mr. Bert. H. Wheelhouse,
ll67 Volante Drive, and a petition containing 10 signatures ot residents on
Volante Drive and one on Altura Road protesting the variance wel'e presented.
MT. Balser st.ated that he agreed with the concern of the property owners about
the south 105 feet of the subject property. He suggested that mOl'e than 105
feet be allowed and a row of R-l dwellings or soma other buffer use be provided.
The City Engineer pointed out .that by paving the open drainage channel,
additional parking area would be available. The City Attorney stated that it

possible protective covenants. The Chairman stated that hearing would be con-
t:l:nued at the next meeting for the sole purpose of considering the reports and
the plot plan.
Lot split No. 11.9, being the request of Vernon \'1'. Bakkadahl, to divide
property atllOO South EigHth Avenue, was considered. The report of the City
Engineer was read. Mr. Balser stated that a 57.81. foot lot was not in conformity
with other lots in the area. i.lotion by Mi'. Balser, seconded by Mr. D~ and
carried that the request to divide the west 200 feet of the south 57.81 feet of
the north ll5.62 feet of Lot 79, Tract No. 808, be recOlllDlended for denial.
Lot split No. 121, being the request of E. B. Ousley to divide property at
14 South Third Avenue, was held over untU the next meeting at the request of
the prospective purchaser.
Lot split No. 122, being the . requsst of Carl W. and Irene A. 111l1s to
divide property at 202 East Sycamore Avenue, was considered. The report of the
City Engineer was reaci. ~iotion by Mr. Pratt, seconded by Mr. Balser and carried
that the request to divide the south 75 feet and the north 95 feet of lot 13,
Tract No. 12834, be recommended for approval subject to the following conditions:
1. That a final map be fUed with the City Engineer;
2. That a sewer laterals be provided for Parcels 1 and 3;
3. That a recreation fee 01' i;j50.00 be paid for theneti lots;

4. That a curb and gutter be constructed on Sycamore Avenue and Second
Avenue adjacent to lot 13, grade to be approved by the City Engineer.
Tentative map of Tract No. 1.5033. located on Sharon Road between Homan
Avenue and Lemon Avenue. was referred to the Subdivision .COIlIIIIittee.

regarding proposed rezoning of the Live Oak triangle. Since the Live Oak Zoning
Comndttee' had instructed property owners to bring in a plan for development of
the east end of the triangle, Boller, Buttner & Bo11er are to be advised
accord1ng~.
The revisad plot plan for the proposed Our Savior Lutheran Church at 512
West Duarte Road, was considered. A oollllllUl1ication from Culver Heaton, architect,
was read. A revised plan was displBiY"ed, showing compliance with the requests of
the COlllIIIission at the last meeting. Mr. Pratt asked if the parking area met the
requirements of the ordinance, and was informed by Mr. De:rler Jones, attorney
for the church, that there is more than required. Mr. Jones stated that it was
the opinion of the church that the 30 foot dedication on the east was for the
benefit of residents on the proposed future street, and that the church should
not bear the entire cost of street improvement. The City Attorney stated that
the cost could be distributed among all the lots on the future street. Motion
by Mr. Vachon, secomed by Mr. Sorenson and carried that the revised plot plan
be accepted, including dedication of 12 .feet for widening on the south side ot
Duarte Road and the offer of future dedication of 30 feet on the east side of
the subject property and that the necessary dedication and the offer of
dedioation be submitted.
The Secretary read a cOl1Dllun1cation from the City of Monrovia regarding the
abandoned Pacific Electric right of we;v. The City Engineer was requested to
submit a report on this matter to the COlllIIIission for etudy. The Secretary was
instructed to acknowledge receipt of the communication and edv:i.se the City of
Monrovia that they would be invited to confer on the matter.
Mr. Jolm colvin, 502 "Iest Lemon Avenue inquire4 about the extension of
Wistaria Avenue. He was inf'omed that the Planning Consultant had prepared a
report on the matter which wiJ.:l, be copied and mailed to the Commission for study.
The Planning Consultant presented a report regarding additional dwellings
on R-l lots. Various points of this problem were discussed. It was decided
that the practical and legal aspects would be worked out by the Committee and
resubmitted to the COlllIIIission in the form of a resolution instituting proceedings
for the amendment of the ordinance
The Chairman announced that a joint meeting with the City Council would be
arranged for the fifth Tuesday in July, if possible.
The City Attorney presented Resolution No. 224 recomment\ing the ~endment
of the ZOning Ordinance as contemplated by Resolution No. 219. The title of' the
resolution was read and the contents discussed. Notion by Hr. Acker, seconded
by 11r. Pratt and carried that. the reading of the body of' the resolution be waived.
Motion by ~Ir. Sorenson, seconded by Mr. Pratt and carried, that Resolution No. 224
be adopted.
The City A~tornay presented Resolution No. 22> recormnending the grenting,
with conditions, of the application of Our Savior Lutheran Church f'or a zone
variance at 512 \"lest Duarte Road. The title of' the resolution was read and the
contents discussed. Hotion by Mr. Vachon. seconded by lir. Sorenson and carr:l.ed
that the reading of' the resolution be waived. Motion by Mr. Balser. seconded by
Nr. Daly" and carried that Resolution lfo. 225 be adopted.
The Chairman announced that the SUbdivision Comndtte \iOuld consist of'
Mr. Vachon, Chairman. }lr. Balaerand Mr. Pratt. l>1r. Sorenson was reappointed as
a member of' the Modification Conunittee.
There being no further business, the Chaiman declared the meeting adjourned.
