Robertsonpres1ding.

ABSENT: Commissioners Balser, Daly and Pratt.
OTHERS PRESENT: Forbes, PI>ilHps, lmsur, McGlasson, Nicklin, Rics and
Talley.
The minu:tes of the meeting of August 14, 1956, were approved as written and
mailed.
Pursuant to notice given, a public hearing was held on the application of
Model Linen Supply Compan,y, Inc., for.a zone variance to allow the enlargement of
existing covered loading areas on the east and south sides of the present laundry
building at 122 North Santa Anita Avenue. Mr. ~raI'd R.Hellman, 290 East Foothill
Boulevard, architect for the owner, stated that the building extension would
solve traffic and parking problems and generally improve the area. Mary Anne
Phelps, 17 Wheeler Avenue, stated that the alley is often blocked by trucks while
loading. She stated that she is not opposed to enlargement of the laundry, but
suggests that loading be confined to the rear of the buUding. She pointed out
that she is IIIllinly interested in having the congestion cleared up. Mrs. Iqnn
Uriffin, owner of the ~ barn south of the laundry, protested the variance and
stated that laundry trucks have damaged her builcling. Mr. Nathan Schleisinger,
president of the Model Linen Supply Compan,y, offered to answer questions. He
explained that the new loading canopy on the south would be 19 feet, 6 inches
Wide and that only one truck was over 16 feet long. He stated that he believed
that the cOI1Iphintants were justUied in their protests, but that the granting of
the variance would allow him to correct the situation. He explained that the
smaller trucks would' load on the side and the iarger trucks in the rear. He
offered to make restitution for damages to the bay barn. There being no one else
Who desired to be heaI'd, the Chairman declared that the public hearing would be
continued at the next meeting for the sole purpose of receiving technical reports
trom the Staff and the Planning Consultant.
Pursuant to notice given, a public hearing was continued on the proposed
amendment to the zoning ordinance to provide for cash ps,yment to the City in lieu
of providing parking area on a lot, as contemplated by Resolution No. 222. The
report of the Planning Consultant, recommending adoption of the resolution with
minor revisiOns, was read. The Chairman declared the pUblic hearing closed.
M.otion by l4r. Sorenson, seconded by Nr. Acker and carried that the City' Attorney
be instructed to draw the necessary resolution recommending the amendment of the
zoning ordinance as oontemplated bY' Resolution No. 222, with the added proviso
that the formula for payment therein described be made applicable only to one
story buildings, and further, that in the case of unusually low assessed
valuations, the amOlUlt of pa,vinent to be made shall be subject to adjustment bY'
the City Council.
Lot split No. 124, being the request of Bekins Van & Storage ColDpllI\V to
divide property at 37 \\fest Huntington Drive, was cOllSidered. A cOllllllU!l1cation
from. Incian VI. Shaw, Secretary of Bekins, regarding the parking area at the rear
Of the storage building W$S read by the Secretary. Mr. Sorenson stated that he
had viewed the property and considered the plot plan and that, in his opinion,
there was adequate parking area for the proposed use of the divided portion.

Secretary of Bekins Van & Storage CompaIliV.
Lot split No. 125, being the request of George E. Filldns and Russell W.
Darlington to dirlde property at 1560 south Santa Anita Avenue and 1564 South
Santa Anita Avenue, respectiveJ,y, was considered. The report of the City Engineer._
which pointed out that the north portion of the lot would be o~ 70 feet wide,
was read. Mr. Sorenson stated that, after viewing the property, he agreed that
the split could not be made uniform in width. Motton by Mr. Sorenson, seconded
by Mr. Acker and carried that the request of GeorgeE. Filkins and Russell W.
Darlington to divide the easterly 70 feet of the westerly 230 feet of the norther-
ly72.5 feet of the southerl;y" 147.5 feet and the easterly 80 feet of the westerly
230 feet of the southerly 75 feet of lot 22, Arcadia Acreage Tract, be'reconnnended
for approval subject to the following conditions:
1. That a final map be filed with the City Engineer;
2. That a recreation fee of ~25.00 be paid.
Lot split No. 126, being the request of Eugene Reneson to divide property at
ill5 Arcadia AvenUe, was considered. The report of the City Engineer was read.
Hr. Sorenson stated that this split would allow for improvement of a portion of a
lot which is now neglected. Motion by Mr.. Sorenson, seconded by Mr. Acker and
carried that the request of Eugene Reneson to divide the westerly 80 feet of
lot 95, Tract No. 2731, be recommended fOr approval subject to the following con-
ditions :
1. That a final map be filed with the City Engineer;
2. That a sewer lateral be provided for the westerly 80 feet;
3. That a recreation fee of '.25.00 be paid.
The revised tentative map of Tract No. 14818, located north of Sierra. Madre
Boulevard at Rodeo Road, was considered. The Secretary read a cOllllllUI1ication
from Egil Hopenwhich stated that the owner wished to retain .lot 10 with a width
of 125 feet,. and that all lots would be covered by deed restrictions which would
prohibit aIliV further lot splits. Mr. Vachon stated that the map was generaJ.l;y
in conformity with the requirements previously set forth, although he would have
preferred that lot 12 be larger. Motion by Mr. Vachon, seconded by Mr. Robertson
and carried that the revised tentative map of Tract No. 14818 be reconnnended for
approval subject to the follo~dng conditions:
1. That adequate rear line utility pole easements to serve the subdivision
be provided;
2. That all street improvements be made according to City standards,
including curb, gutter and pavement along Sierra jigdre Boulevard and
the construction of a catch baslVl at the Sierra Nadre Ifashj
3. That all fees and deposits required by the Subdivision Ordinance for
street trees, street light poles, street name signs and recreation
fees be paid. _,
The revised tentative and final map of Tract no. 22862, located on Orange
Grove Avenue east of Baldwin Avenue, was considered. The report of the City
Engineer was read. Hotion by Mr. Vachon, seconded by Mr. ACker and carried that
the revised tentative and final map of Tract No. 22862 be recommended for approval
subject to the following conditions I

sewsr easement lying outside of the tract, the existing planting be
restored to the satisfaction of the owner;
5. That a 5 foot planting easement along Orange Grove Avenue and the
new street be granted to the City of Arcadia.
The request of Los Angeles County for approval of acquisition of property
adjacent to the Arcadia County Park, was considered. A communication from
David A. Stemmler, Property Agent of the County of Los Angeles, was read.
Motion by Mr. Vachon, seconded by Mr. :'cker and carried that the Planning Commis-
sion go on record as approving the acquisition by the County of Los Angeles of
the property adjacent to the park, to be USed for park purposes.
The Secretary read a cOlDlllunication from the Los Angeles county Regional
Planning Commission regarding riding and hiking trails. The Secretary was
instructed to aclmowledge the communication and file it. pending future develop-
ments.
The Secretary read a notice of hearing for a variance for Sears, Roebuck &
Company- before the Board of Directors of Pasadena on September 4, 1956, at
10:30 A. M. The Planning Consultant was instructed to present the resolution
previously adopted by the City Council to the Board of Directors of Pasadena on
September 4, 1956.
The Secretary read a communication from 11r. and Mrs. John T. Simpson,
2715 El Monte Avenue, regarding the proposed C-M development of the "triangle"
area. The Secretary was instructed to file the letter until rezoning of the
triangle actually comes up for public hearing.
The City Attorney presented Resolution No. 223, makLng certain findings and
recolllJl1Elndations relative to the proposed amendment of Ordinance No. 760, affecting
required parking area as set forth in Resolution NO. 222, including the revisions
aforementioned. Motion by Mr. Acker, seconded by Mr. Vachon and carried that the
reading of the body of the re.solution be waived. Motion by Mr. Vachon, secomed
by Mr. Sorenson and carried that Resolution No. 223 be adopted.
The City Attorney presented Resolution No. 226 recolDlllending the granting of
a variance for automobile parking, at the rear of 547 i-lorlanan Avenue and at
2714 South Baldwin Avenue. Motion by Mr. Vachon, seconded by Mr. Acker and
carried that the reading of the body of the resolution be waived. Motion by
Mr. Sorenson, ssconded by Mr. Acker and carried that Resolution No. 226 be adopted.
The City Attorney presented Resolution No. 227 recOllll1lending the granting of
a variance to pe1'lllit the erection and operation of an automobile laundry at
66 \vest Las Tunas Drive. A discussion followed ooncerning the enclosure of noise- .
produoing l1lachinery. Notion by Mr. Aoker, seconded by Nr. Vaohon and carried that
the reading of the body of the resolution be waived. Motion by Mr. Vachon,
seconded by Mr. Acker and carried that Resolution No. 227 be adopted ldth the
added condition that all noise-produoing machinery be enclosed within the building.
The City Attorney presented Resolution No. 228 recommending the denial of a
requested ~one reclassifioation from Zones R-l, R-2 and C-l to Zones C-2 and P

affecting certain real property at 125, 134, 140 and 208 East Duarte Road and
902 South Second Aveuue. Motion by Mr. Vachon, seconded by Mr. Sorenson and
carried that the reading of the body of the resolution be waived. Motion by
Mr. Sorenson, seconded by Mr. Acker and carried that Resolution No. 228 be
adopted.
The City Attorney presented Resolution No. 229 recommending the grantirlg of
!l. variance for automobile parking at the rear of 1150 West Colorado Street.
Motion by Mr. Vachon, seconded by Mr. Acker and carried that the reading of the
body Of the resolution be waived. Motion by 111'. Sorenson, seconded by Mr. Ackel'
and carried that Resolution No. 229 be adopted with the added condition that
suitable drainage be provided subject to the approval of the City Engineer.
The City Attorney presented Resolution No. 230 declaring intention to
institute proceedings for the consideration of and maldng recommendations con-
cerning the amendment of Ordinanoe No. 760 by adding thereto new sections 10.1
and 15.1 and amending Sections 3 and 11 as may be required to conform lnth said
new sectione. Said resolution provides for the creation of 'a new C-M Zone.
Motion by Mr. Vachon, seconded by Mr. Acker and carried t.hat the -:reading of t.he
body Of the resolut.ion be waived. Mot.ion by Mr. Acker, seconded by Hr. Vachon
and carried that Resolution No. 230 be adopted.
The Planning Consult.ant brought. up the matter of an annual report required
of all City and Regional Planning COIIIIIlissions. He also stated that the State has
funds available for assist.ing cities of a certain size in connection wit.h housing
surveys. The secret.ary was instructed to write to the Director of Finance for
inforlllation on this matter. The Planning Consultant. was instructed to draw l.\P all
outline .for an annual report.

There being no further business, the chairman declared. the meeting adjourned.
