The City Planning COlIIIII1ssion met in regular meeting with Chaizman Robertson
presiding.

ABSENT I Cpmm1ssioner Pratt.
OTHERS PRESENT: Carozza, Mansur, Phillips. j~icklin, ~lcGlasson and Talley.
The minutes of the meeting of September il, 1956. were approved as written
mnm~ed. .
The Chairman sta~ that he had received a call from Mr. Pratt re,quest1ng a
leave of absence for this meeting. Hotion by ~Ir. Balser, seconded by Mr. Vachon
and carried that Mr. Pratt be granted the requested leave of absence~
Pursuant to notice given, a public hearing Has held on the proposed
amendment to Ordinance No. 760 creating a new C-Ii COlillIIercial-Hanufacturing Zone
as contemplated by Resolution ~lo. 230. A letter from Hr. and ~lrs. JO~. Simpson,
2715 ill f.lonte Avenue, protesting the new zoning as regards the Live Oak 1Tr1angle
area, was read. It was pointed out 'that the protest applied to a specific area.
and did not affect the matter under consideration. The letter is to be filed
until such time as the "Triangle" is considered for rezoning. No ons desired to
speak for or against the propOsed amendment and the hearing was declared clo'sed.
110tion by ~Ir. Vachon, s,econded by Mr. Sorenson and carried that the City Attorney
be instructed to draw the necessary reso1ut:ion recommending amendment of
Ordinance No. 760 as contemplated by Resolution tlo. 230.
Lot split No. 127, being the request of f.lildred C. Fertie. at 9l5, tR ,Cadena
Avenue, was consider8d. The report of the City Engineer was read. He l'Urther
recommended that the 5 foot strip on the west side of La Cadena Avenue" vacated
by Ordinance No. 101, be rededicated for street purposes along the east line of
the property in question. }lr. Balser stated that this was a natural split, but
Pllinted out the non-ooni'orming shed in the northwest corner of the lot. The
Planning Consultant stated that the setback on both La Cadena and Fairview
Avenues should be kept f'ull width. ['he City Attorney stated that this could be
accomplished by recordizig a covenant if and when the split was granted. Hotion
by Mr. Balser. seconded by 1.1r. Da4r and carried that the ,request to divide the
north 75.19 feet of the southerly 210 feet of Lot 9. Tract No. ~be reconnnende4
for approval subject to the following conditions: 31';'0 '
1. That a final map be filed with the Cit.Y Engineer;
2. That a recreation fee of ~25.00 be paid,
3. That the 5 foot strip along the west side of La Cadena Avenue the
length of the applicant's property, vacated by Ordinance No. 101, be
rededicated for street purposes;
4. That a covenant, guaranteeing the maintenance of 'the present setback
.;!- along La Cadena Avenue and Fairvieu Avenue, be recorded at the time
I of final approval of the split,
5. That the existing shed be removed.
Tentative maps of Tracts No. 2289l and No. 23376, located in the City of
Monrovia, were considered. The Secretary was advised to aclmowledge the maps
and advise the Cit.Yof l10nrovia that there was no objection.

Lot I3Plit No. 128, being the request of Hai'jorie -,I. l/hittaker to divide
property at the rear of 1020 Uest Hwltington Drive was referred to Ih'. Acker and
Mr. Sorerll3on.,
A cOllllllUn1cation f1'Olll I~. John L. Barnes, 1560 ~outh Tenth Avenue, regarding
lot split No. llh, was read. l~. Barnes requested that the condition requiring
that the barn be removed, be reconsidered. He wishes to retain 'a portion ,of the
barn and revise the lot width. }Ir. Vachon and Mr. Acker wre instructed to
reinspect the property and report, to the COIIDlIisaion at the next meeting.
The Secretary stated that l~or CaIIqlhouse had contacted him during the week
regarding m1nilnum floor areas and the number of houses allowed on a lot. The
Planning Consultant's report of September 30, 1953, was read. The Planning
Consultant recommended that restrictiollS of this kind he provided for in a special
ordinance rather than in the Zoning Ordinance, and that the m:I.nimwn for R-l
zone be approx1inately 1,000 square feet. The City l2lgineer pointed out that soma
cities have more than one R-l Zone, with dii'ferent minimum lot and floor areas.
He stated that R-I areas in which deed restrictions allow only one single fam1J.y
dwelling should be protected. TJ:le Planning Consultant's report of JulY 23, 1955,
was read. 1.1r. Robertson'stated that the report or J~ 23, 1955, should be
considered further. He stated that such restrictions should be by an amendment
to theZordng Ordinance. The Planning Consultant was requested to b,ring his
recOllll1lendations up to date, check the statistics on similar restrictions through-
out the State, and make a report to the Cammission.
The City Attorney presented Resolution No. 231, recommending the gralJtjng
of a variance for enlargement of covered loading areas at 122 North Santa Anita
Avenue. 110tion by Mr. Acker, seconded by }Ir. Vachon and carried that the reading
of the bOlly of the ,resolution be waived. Hotion by YJr. Vachon, seconded by
Mr. Acker and carried ~hat Resolution No. 231 be adopted.
,The City Attorney presented Resolution No. 2.32, making certain findings and
recOllll1lendations relative to the proposed llllIendmentof Ordinance no. 760, as
regards the creation of a naw C-14 Zone. Motion by }fr. Sorenson, seconded by
Mr. Da4r and carried that the reading of the body of the resolution be waived.
Hotion by }1r. Balser, seconded by Mr. Da4r and, carried that Resolution No. 232 be
adopted.
The Planning Consultant presented a rough draft of the .Annual Report of the
Planning Cammission for consideration. He was requested to consult with the
Secretary about cOlllpletion of the report. Copies of the report are to be made
available to meinbers of the COIl1Illission.,
1.fr. Acker asked if' the State of Cali:fomia book on recreation requirements
was available to the Commission. The Secretary is to obtain one copy to present
to the COl11IIIiss1on.
Councilman Phillips made mention of the ArthUr Little report, and recommended
that the membere of theCammission read it. The Secretary is to obtain a copy
of this report.
There being no further business, ,the Chairman declared the meeting adjourned.
