TO: ALL CITY COUNCILMEN AND PLANNING CmlMISSIONERS SUBJECT: PLANllING COMMISSION MINUTES The City Planning Commission met in regular meeting with Chairman Robertson presiding. PRESENT: Commissioners Acker, Balser, Pratt, Rober:tson.and Sorenson. ABSENT: Commissioners Daly and Vachon. OTHERS PRESENT: Carozza, Nansur, Nicklin, Phillips, McGlasson and Talley. The. minutes of the meeting of October 23, 1950. were approved as written and mailed lr.i.th the exception of the following: on page 3. in the paragraph regarding lot split No. 133: in line 6, the figuro 48.5 should read 45.5. Pursuant to notice given. a pUblic hearing was held on the !lPplication of Harold L. Voltz for a zone change from Zone R-l (Second Ono-family zone) to Zone R-2 (Two-family zone) at- the rear of 822 North First Avenue. Mr. Voltz addressed the Commission to expross his reasons for wanting the' zooe change. There was no one else'who desired to be heard for or against the proposed zone change. Motion by Mr. Pratt, seconded by Mr. Acker ::l,I1d cllrried that the hearing be continued at the next meeting on November 27, 1950, for the sole purpose of receiVing reports from the staff and the Planning Consultant. The City Attorney suggested that the survey :md reports include all divided properties to tho north as well as the prOperty in question. Pursuant to notice given, a public hearing was held on the application of C. P. Cassady. Inc., for a zone variance to allow automobile parking at the' rear of 84 t!est HuntingtEln Drive. Mr. Cassady spoke in behal.f of the application. He explained that he was planning a 10 unit oUice building at the rear of his present Office, and was in need of adequate parking area. He stated that he owned 1,800 lineal feet along Huntington Boulevard nnd wanted to develop 250 feet for offices with parking at the rear. He pointed out that there was parking in the surrollnni ne area, and that tho use would be the same. Ther:e WD.S ne one else who desired to be mard. Motion by Mr. Balser. seconded by Mr. SorensGn and carried that the hearing be continued at the next meeting on November 27. 1950. for the sole purpose of receiving reports from the staff and the PL:l.nning _ Consultant. The City Engineer pointed out that the present planned developmant of lfuntington Boulevard 'includes 3 lanes of traffic with no parking aJ.lowed on the streot. He sto.ted that possible pavement widening requirements for par!d.ng would be taken into consideration in the survey. The request of Johanna M, Wenz for a zone variqnce to allow the proporty at 1820 South SMto. Anita Avenue to be used us a mortuary, was considered. The Planning Consultant submitted and read a report on the proposed variance. Mr. BiLser stated that mortuaries had been purposeJy omitted from the zoning ordinence in order to control their location. He stated that the City could use another mortuary. Mr. Balser stated that he had been impressed by the excellent presentation and exhibits. He pointed out that zoning must protect residential areas, and that thus far the COmmission had protected Santa Anita Avenue from business expansion. He expressed the. opinion that spot zoning wvuld be the beginnihg of additional varilUlce requests. Mr. Balser stated tho.t, in his opinion, a mortuary should not be allowed in this area. Mr. Pratt congratulated the proponents ('.rId opponents on their presentation, He stated that there l1ere other lccations in Arcadia for a mor,tuary. He sto.ted that the number of opponents should be considered. He pointed out tho.t only one of the requirements stipulated for a zone variance by the Zoning Ordinance had been met. He stated that he was not in favor of granting th<: vari;mce. Mr. Sorenson and ~1r. Acker stated that they concurred with Mr. Balser and Mr. Pratt and the Planning Cvnsultant. Mr. Robertson stated tho.t the purpose :md intont of the Commission WD.S to maintain residential areas as such when the majority so desires. He stated that the 11-13-56 ". . . Commission always tries to uphold this purpose and not spot zone. He pointed out that the majority in this area were opposed and that only one proponent had spoken for the proposed variance. Motion by YJr. Balser, seconded by Mr. Acker and carried unanimously" by roll call vote that the City Attorney be instructed to draw the necessary resolution recommending denial of the request of Johanna M. Wenz for a zone variance to allow the property at 1820 south Santa Anita Avenue to be used as a mortuary because it does not meet the majority of the conditions required for the ~anting of a variance. The report .from the Planning Consultant on the proposed almexation of property bounded by Jeffries Avenue, Peck Road and Monrovia and Arcadia boundaries, was considered. The City Engineer reported that since filing of the petition for annexation to the City, the City of Monrovia has cOlllllleDOed annexation proceedings on a portion of this area under the Uninhabited Area Annexation Act of 1939. He also stated that a ~tition for annexa'!;ion had been filed with the City ot Monrovia and Monrovia has started proceedings on the entire area. Mr. Balser expressed the opinion that because of smaller houses and narrow streets, the area is below Arcadia standards. He stated that he would recommend denial. Mr. Pratt pointed out that if the area were in the City., the City would then have control of sUch conditions. The Planning Consultant quoted from the State Government Code which requires a report or recommend.ation of the Commission to be forwarded to the City Council. Motion by Mr. Pratt, seconded by Hr. Acker and carried that the report of the Planning Consultant on the proposed annexation of the area bounded by Peck ROad, Jeffries Avenue, Arcadia and Monrovia boundaries be accepted and forwarded to the Council as representing the report of the Planning Commission. The Secretary read a letter from Mr. phu Patters 011 requesting i;hat the matter of the Aylesworth Car Wash. 66 West Las Tunas Drive, be placed on the agenda for the November 13, 1956, meeting at which time, they were to submit a plot plan for the Commi.ssion's approval. There being no one in the audience to submit the plan, the matter was not considered. . The Secretary requested a classifioation on an application of D. F. Malloy, " vloodland Lane, for a heat treating and tempering plant at La Porte Street and Sant.::l Anita Avenue. Mr. l1al1oy lives in Arc.adia and has been trying to move his plant into the City. His fim treats small airplane parts, bolts, fasteners, etc. A general discussion of the operation was carried on by the Commi'ssion. Motion by Mr. Sorenson. seconiied by Mr. Acker and carried that the City Attorney be instructed to draw the neoessary resolution classifying heat treating as an allowable use in Zons M-2. The Secretary requested a clarification of parking requirements as regards the Masonic Lodge. Mr. Balser and the Planning Consultant expressed the opinion that the use should be classed as occasional assembly", 'which WOuld require one parking space for each 8 seats. t'Jr. B. E. Turner, representing the ~lasonic Lodge. pointed out that the 11asons meet once a month, end that the hall is used as a church on SUrxia.v. He stated that they need a larger hall and parking area. The organization wishes to build a structure which would be a credit to Arcadia, he stated. He pointed out that fire restrictions limit the present building to approximately" 250 persons. He st.ated that the largest attendance would not crowd parking facilit.ies. Motion by Mr. Pratt, seconded by Mr. Sorenson and carried that the Masonic Lodge be classed as a place of occasional assembly" for purposes of determining required parking area. Mr. Acker inquired about the feasibility of increasing the allowable floor area in Zone 0-1 from ,.000 square feet to 10.000 square feet. The Secretary pointed out that this restriction was designed in order to eliminate larger businesses, which belong in Zone C-2 or Zone C-3. The City Attorney stated that there were some who attempt to squeeze C-2 uses into Zone C-l. There being no further business, the Chairman declared the meet:i:ng adjourned. j;'-hv. r~. L. M.
