.SUBJECT: PLANNING COMHISSION MINUTES.
The City Planning COIlll7lission met in regular meeting with Chairman
Robertson presiding.
PRESENT: COlIDnissioners .Acker, Balser, RObertson, Sorenson and Vachon.
ABSENT: Commissioners Daly and Pratt.
OTHERS PRESENT: Carozza, Camphouse, Mansur, Nicklin, Phillips, McGlaSson
and Talley. .
Motion by Mr. .Acker, seconded by Hr. Vachon and carried that a leave of
absence, to and including the meeting of January 8, 1951 be granted to
Commissioner Daly.
The minutes of the meeting of November 27, 1956, wer,e approved as written
and mailed.

Lot split No. 135, being the request of Edward A. Kirtlan to divide
property at 1840 stonehouse Road:was considered. This request is for a minor
revision of lot split No. 50, which was approved l'Iev 24, 1955. The report of
the City Engineer was read. Motion by 14r. Balser, seconded by Mr. Sorenson and
carried that the request of Edw~ A. Kirtlan to divide the southerly lh feet
of: the easterly 70 f:eet of parcel 3 of lot No.7, Block 98, Santa Anita Tract,
to be added to parcel 4, be recommended for approval, subject to the filing of
a new final map.
The revised tentative map of Tract No. 22220, 1oca1;ed on Hunga1;e Lane and
Southview Road, was considered. The report of the City Engineer was read.
Hr. Vachon pointed out that the proposed subdivision provides for access from
Huntington Drive to Fairview Avenue, and also allows better drainage. Motion
by Mr. VaChon, seconded by Hr. Balser and carried that the revised tentative map
of: Tract No. 22220 be recommended for approval subject to the following
conditions :
1. That one foot lots B, 9 and 10 be deeded to the City to control the
extension of alleys and streets;
2. That the five foot portions of lots adjacent to mmgate ~e at
Fairview Avenue be deeded to the City or sold to ad.iacent property
owners so as not to become separate parcels of 1and;
3. That the existing alley running 'south from Southview Road west of
mmgate Lane, and a portion of lot UO.17, Tract No. 19503, be
vacated in order to fom lots 6 and 7. The City of Arcadia should
be reimbursed by the subdivider for the costs involved in these
vacation proceedings;
4. That all improvements and deposits required by the Subdivision
Ordinance be madej'
5. That all existing improvements, within the alley to be vacated, be
removed by the subdivider, with the exception of the sanitary sewer;
6. 'l'hat the improvements in the drainage easements, now located between
the alley and Fairview Avenue, be removed in conjunction with the
cons~ction of this subdivision, unless the owner of the lot
requests that they rEll1Ulin.
Mr.Marke, the subdivider, stated that one owner ad,1acent to the
subdivision wanted the black top in the drainage easement to remain. The City

Engineer stated that there would be no objection provided that a letter f'rom
the owner agreeing to this condi~ion be submitted.
The tentative map of' Tract No. 15194, located at Lemon Avenue and Bradbury
Ayenue in Monrovia, was considered, Because of' the distance f'rom Arcadia, the
Chairman ordered that the map be f'iled without comment.
A communication f'rom the City Attorney relative to meeting datesof'various
boards and commissions was considered. The Secretary read the cOllllllWlication
which establishes the second and f'ourth Tuesdays of' every IIIOnth as the regular
meeting date of' thePlanningCammission. Motion by Mr. Vachon, seconded by
~lr. Acker and carried that meeting dates established by the City Attorney's
commun1c ation be recommended for approval.
The Commission discussed the date of' the next Illeeting and decided that it
would be held on Wednesday, December 26,1956, since the ~egular meeting date
falls on Christmas Day. Notices are to be sent to members of the Commission
advising them of this date.
The City Attorney presented Resolution No. 2.36, recommending the
reclassif'ication of real property at the rear of 822 North First Avenue from
Zone R-l to Zone R-2. Motion by Mr. Vachon, seconded by Mr. Balser and carried
that the readii1g of the body of the resolution be Waived. ~fotion by Mr. Balser,
seconded by l-lr. Sorenson and carried that Resolution No. 2.36 be adopted.
The City Attorney presented Resolution No. 237, recommending denial of a
requested variance to allow property in an R-l Zone to be used tor autOlllObUe
par!d.ng. Said property is located at the rear of, 84 West', Huntington Drive.
Motion by Mr. Vachon, seoonded by Mr. Acker and oarried that the reading of' the
body of the resolution be waived. Motion by Mr. Sorenson, seconded by
Hr., Balser and carried that Resolution No. 237 be adopted.
Lot split No. 136, being the request of Johanna H. ifenz to divide property
at 1820 South Santa Anita Avenue. was referred to ~.r. Aoker and Mr Sorenson for
investigation.
The Seoretary advised the COIIIIIlission .that the newly created CooM Zone would
beoome effective January 4, 1957. The Commission disoussed the new Boning in
relation to the "Triangle" area. J';:otion by Mr. Balser, seconded by Mr. Aoker
and oarried that the City Attorney be instruoted to draw the neoessary
resolution to institute prooeedings f'or rezoning the entire "Triangle""areai.4lo
Zone C-M lnth an architectural overlay.
The City Engineer presented a map showing the proposed roUte of the Foothill
Freeway as disoussed ,at a meeting with representatives of the state Highway
Department, Decernbe~ 10, 1956. It is expected that the freeway will oarry
98,000 vehioles per day by 1976. It lilia pointed out that the Foothill area
provides the most logioal tie-in with Highway 66. It is predicted that it would
take 7 to 10 years to complete the freeway, depending upon the availability of
federal funds.
There being no further bUSiness, the Chainnan declared the meeting
adjourned.
