SUBJECT: PLANNING COMMISSION MINUTES
The City Planning Conunission met in regular meeting with Chairman
Robertson presiding.
PRESENT: COI1II1\i.ssioners :!>ratt, Robertson. Sorenson and Vachon.
ABSENT: COIlIDIiss:Loners Acker. Balser and Daly.
OTHERS PRESENT: Mansur. McGlasson and Talley.
The minutes of the, meeting of December 11, 1956, 'Were approved as written
and mailed.

Lot Split No. 136. being the request of Johanna M. Wenz to divide property
at 1820 South Santa Anita Avenue. was considered. The report of the City
Engineer was read. Mr. Sorenson stated that, ii1 his opinion. parcel 2 should
extend to the rear property line and parcel 1 should be extended to abut
parcel 2. Motion by Mr. Sorenson. seconded by Ur. Pratt and llarried that the
request to divide property at 1820 South Santa Anita Avenue. be recOIl\l1lended
for denial as Sl.l~ ttoo.
The final map of Tree,t No. 16618, located on Pamela Road west of Second
Avenue, wllo\l considered. The report of the City Engineer was read. Mr. Vachon
stated that the final map was in substantial llompliance with the approved
tentative map. llotion by Mr. Vallhon, seconded by 111'. Pratt and carried that
the final map of Tract No. 18618 be recCllllllended for approval subject to the
following conditions:
1. That a bond be posted to cover requiredimprove:ments,;
2. That adequate rear line utility pole easements to serve the
subdivision be provided prior to City Council approval;;
The fence plans"tor the proposed car wash at 66 West Las Tunas Drive was
considered. Mr. Smith of the firm of Smith and Williams. Architects. presented
a plan for control of cars on the 12 foot parkway by landscaping rather then
by construllUon ofa masonry wall. He stated ,that he has retained Mr. Ralph
Smith, architect, to plan the landscap1ng. Mr. Robertson stated that he
personally prefers the idea of landscaping. He suggested that the staff
consider the architectural plan lWr the entire area, and make a cOl1lplete report
on the matter. Mr. Robertson reconunended that Mr. Smith submit a detailed plan
of the proposed planting for consideration at tlle next meeting.
The Secretary presented ResoluUon No. 238 declaring intention to institute
proceedings for the consideration of and making recCIlIIIlendations concerning the
reclassifillation from Zonas R-l and C-2 to Zone C-M with a "D" overlay of
property bounded on the south by Live Oak Avenue, on the north by Las Tunas
DriVEl. on the west by El Monte Avenue, and located west of Santa Anita Avenue.
Motion by Mr. Vachon, seconded by Mr. Pratt and carried that the reading of the
body of 'the resolution be waived. Motion by Mr. Sorenson. seconded by
Mr. Vallhon and carried that' Resolution No. 238 be adopted.
The secretary reported on a meeting with the Monrovia Planning COI1II1\i.ssion
regarding commercial zoning on Duarte Road. He stated that most of 'the
property' owners in the area were in favor of such a llhange. The Monrovia
Planning Commission finds it difficult to deny a request to rezone this area
since it is shown on their master plan as a proposed commercial area. No action
has been taken as yet. The Secretary stated that the City of Monrovia has been
infol'lll6d that the City of Arcadia would consider the proposed change to
cOJlllllercial zOning on Duarte Road. as spot zoning.

Mr. Robertson expressed the opinion that there was a need for the
COIIII1I:i.ssion to be furnished with a complete map of the City indicating commerciaJL
and industrial zoning ai1d which lots are unoccupied. He stated that there was
considerable area suitable for light industrial development. He pointed out
that these industries are at present going to neigliooring cities. There was
considerable giscussion on the possible redevelopn;ent of First Avenue south of
Huntington Drive and other areas, and .a1so regarding the proposed master plan.
Mr. Rcbertson requested that such a map be 1'urn:i.shed and that t.he Commission
devise a plan for good commercial and industrial development.
Mr. Robertson advised the Commission that he would be absent from both
meetings in January. .
There being no further business, the Chairman declared the meeting
adjourned.
