TO: ALL CITY COUNCILMEN AND PLANNING COMMISSIONERS SUBJECT: PLANNING COMMISSION MINUTES the City Planning Connnission met in regular meeting with Vice Chairman Vachon presiding. PRESENT: Conunissioners Acker, Balser, Daly, Pratt, Sorenson and Vachon. ABSENT: Commissioner Robertson. OTHERS FRESENT: Forbes, Mansur, Nicklin, Phillips, McGlasson and Talley. The minutes 01' the meeting 01' December 26, 1956, were approved as written and mailed. Pursuant to notice given, a public hearing was held on the proposed zone change from Zone R-l to Zone R-2 on the rear 01' properties at 900 to 1010 North First Avenue. Mr. Paul Massier, 1000 North First Avenue, aaked the Conunission if Lorena Avenue waa to be extended north in the future. He was advised that this extension was not contemplated at present. Mr. Massier asked w~ the proposed zone change had come up for consideration. The Commission advised him that the change had been proposed in order to allow unif'O:nl\ development 01' the rear 01' these properties. It was pointed out that all properties from First Avenue east to the wash, except one small parcel, are each under one ownership, with R-2 one in f'ront and R-l zone at the rear. The City Attorney asked Mr. Massier if he had aIV particular reason for wanting the rear portion 01' his lot zoned differently from the front. !f;r. Massier replied that he was indiffer- ent about the matter. There was no one else who desired to be heard. Motion by Mr. Pratt, seconded by Mr. Sorenson and carried that the hearing be continued at the next meeting on January 22, 1957, for the sole purpose ot receiving reports f'rom the staff' and the Planning Consultant. The Secretary read a communication from John H. and Vera Colvin regah:1ing a lot split on West Wistaria Avenue. The Secretary was instructed to file the letter. the planting plan for the proposed car wash at 66 West Las Tunas Drive was considered. A plot plan and planting plan were displa;yed indicating that the drivewa;y into and out 01' the wash mechanism was to be located right at the prop~y line t1ith much of' the planting in the public parkwa;y. Coneiderable discussion on the relative merits of screening the property by means of a wall or plantings, or both, was carried on by members of' the Commission and Mr. Smith 01' Smith and Williams, architects. . It was pointed out that it would be necessary to keep the bulk of the heavy plantings on the owner's property. Motion by Mr. Pratt, seconded by !fll'. Acker and carried that the proposed plot plan and planting plan be approved subject to the following conditions: 1. That curb and gutter be constructed on Live Oak Avenue entirely across the property; 2. That 5 foot sidewalks be installed on both the LasTunaa Drive and Live Oak Avenue frontages 01' the property; 3. That an 18 inch minimuJn height masonry wall be installed along both the Las Tunas Drive and Live Oak Avenue property lines; 4. That all large plants and trees be located on the owner's propertyl 5. That the area bstween the sidewalk and property line be landscaped with ground cover and low planting subject to the approval of the City Engineer. 1-8-57 r ., . -, The requested change of zone from Zone R-3 to Zone C-M on Fifth Avenue north of Huntington Drive was considered. The Secretary told the CllIl1III1ssion the histor,y of zOning in this area. He pointed out that the triangular R-3 parcel south of the area in question should be includsd in this request for zone change. He inquired if the Commission wanted architectural overla,y on the entire ,area if rezoned to Zone C-M. Mr. Pratt stated that rezoning the R-3 parcel south of the area requested for a zone change to Zone C-M would increase its value if and when acquired for flood control channel. It was determined to include the parcel and the D zone overla,y. The City Attorney presented Resolution No. 239, declaring the intention of the COIIlJlIission to institute proceedings for the consideration of and making recommendations concerning the reclassification from Zone R-J to Zone C-M with a "D" overla,y of property located on the west side of Fifth Avenue north of Huntington Drive. Motion by Mr. Pratt, seconded by I.Ir. Balser and carried that the reading of the body of the resolution be waived. Motion by Mr. Acker, seconded by Mr. Sorenson and carried that Resolution No. 239 be adopted. The Secretary was instructed to notif'y the City of Monrovia of the public hearing which is scheduled for January 22. 19$7. Mrs. D. C. Wheeler, 228 East Sycamore Avenue, addressed the Commission regarding a lot split which was denied. She stated that she had been billed for and paid a ~50.00 recreation fee and understood this to be evidence of approval of the split. She stated that on the strength of this, orange trees were removed. a loan negotiated. and the new house sold. before she was informed that the split had been denied. The City Attorney pointed out that the error ,did not alter the fact that the split was denied. He statsd that the new owner could nulli.t'y the purchase. He pointed out that mattY' real estats and escrow men do not pa,y attention to City Ordinances. He stated that the best solution would be for all owners on East Sycamore Avenue to cooperats in subdividing their property, including dedication of a new street. Mr. Vachon suggested that l>1rs. Wheeler submit a new application. The City Attorney suggested that Mrs. Wheelsr submit an amended application setting forth subsequent happenings for consideration. Mr. Balssr and ~Ir. Sorenson were assigned 1;0 investigate the problem. The Planning Consultant stated that he had a map of properties, zoned for industrial use, which he would present at the next meeting. He further stated that the amount collected for recreation fees now totals about ~20,OOO. Mr. Acker suggested that the CllIl1III1ssion review the available C-l and. C-2 properties in the City.
