PRESENT: Comm1ssioners Acker, BaJ.ser, Robertson end Vachon. .ABSENT: Comm1ssioners Daly, Davison end Pratt. Ol'HERS PRESENT: Carozza, Mansur, Phillips, McGlasson and '1'Blley. The m1nutes of the meeting of March 26, 1957, were approved se written end mailed. Pursuant to notice given, a publ1c hearing was heJ.d on the appl1cation of Dorothy M. LoQu:l.dice to perm:1t the continuation of the presently ex1sting zone var1ence end to JDSke such var1ence permanent to allow the conduct of a children I s day nursery, not to exceed 35 children, at 530 West LaB Tunas Drive. The Secretary read. a communi cation from Carl E. end Florence A. Bengston, 521 Workman Avenue, opposing the zone varience. Mra. Dorothy 10 Qu:l.dice spoke in favor of the varience. She pointed out that there have been no complaints from tbe neighbors on ei tber side. Sbe stated that the nursery was started because of financial necesBi ty, end bas been continued because it bad. developed into a tloe institution. She stated that she does not wish to increase the number 01' children to more tben 20, end bas no desire to add IIIOre buildings. She stated that the reason tor requesting en increase to 35 children was to facilitate a poSSible sale 01' tbe school. She pointed out that there was a thick bedgJI at the rear 01' her property, shutting off the view from neighboring properties end reducing noise. Mr. Ra.lph Stogsdill, 2710 South BaJ.dw1n, stated tbat all residents 10 the area teel that Mrs. LoQu:l.dice is dalog wonderful work. He stated that !Ie bas heard no complaints. No one else spoke tor or agpi nst the requested zone varience, The Chairman declared that the public hear1ng would be contloued at the next meeting on APril 23, 1957, tor the sole purpose 01' re- ceiving reports from the Stan' and the pl..nning Consultant. The application 01' G. GleIlO Dollinger end others tor a chenge 01' zone from Zone B-3 to Zone CoO on proerpty located on the north side 01' Las Tunas Drive between El Monte Avenue end the Arcadia Wash Channel, was considered. The reports 01' the City Engineer end the Planning Consultant were read.. A plot plen, as requested at tbe previous eeting, was displayed. It was pointed out that it this property is placed in Fire Zone 2, the two existing dwellings on the two lots adjacent to the Wash, would become non-conforming. Mr. Robertson raised the question 01' parking area requirements. The City Engineer illustrated by diagram the parltlog lot improvements which would be needed. He stated that a masonry wall end otber parking iot improvements were not required by ordinance tor Zone C-O, but that sucb standards bave been discussed. He stated that since condi tiona c8lUlot be applied to zoning, the matter of tire zone and parking requirements should be considered tirst. Mr. Robertson stated tbat standards tor tire zoning end parking are not part 01' thiB action, end would have to be considered separately. Mr. Acker .stated that whatever was lacking could be included in the recommendation to the City Council. Mr. BaJ.ser expressed the opinion that there should be a 6 toot masonry wa.ll a.long El Monte Avenue, the full length at the property, to protect residentia.l property to tbe west. Dr. Dollinger stated tha't there is en existing driveway on El Monte Avenue end diagrammed 8 posBible ex1t on El Monte Avenue. Mr. Vachon suggested that the office building could be lIIOVed to tbe east. Mr. Robertson stated that it was the intent of the Commission to control the development 01' this area so as to prevent a flow 01' traffic into El Monte Avenue. Mr. BaJ.ser stated that tbe property should be placed in Fire Zone 2, end the two existing dwelllogs relllOved. Motion by Mr. Vachon, seconded by Mr. BaJ.ser end carried that tbe City Attorney be 4-9-57 " , ~, instructed to draw the necessary resolution recommending that the request for a change of zone from Zone R-3 to Zone CoO on property located on the north side of Laa Tunaa Drive between III Monte Ayenue and the Arcadia Waah Channel be approved subject to the property also bging placed in Zone D with the following conditions,: 1. ,That no ingress or egress from the property be allowed to III Monte Avenuej 2. That a 6 foot maaonry wall be constructed at a 10 foot setback from El Monte Avenue with the area betweall the wall and El Monte Avenue to be landscapedj 3 3, That there be no conversion of dwellings to commercial UBej 4. That all nonconforming buildinSli be relliovedj 5. That other requirements of Zone D be submitted by theSts.ff and Planning Consultant for approval. Mr. Acker stated that if the two dwellings could be brought up to the requirements for Fire Zone 2, they should not have to be removed. Mr. Balser expressed the opinion that it was poor de-.relopment to leave dwellings surrounded by fire walls. The application of G. Glenn Dollinger and Patricia C. Maxson for a zone variance on property at the northeast corner of Las Tunas Drive and El Monte Avenue to allow the operation of a pharmacy in a proposed professional building if a change of zone from Zone R-3 to Zone CoO is granted, was considered. The report of the City Engineer was read. Mr. Robertsoll asked Dr. Dollinger about . the number of doctor's offices to be provided. 1>:. Dollinger stated that due to tile cost he had not obtained finislled cirawinSli, and therefore could not sllow tile exact number of offices to be provided. Mr. Robertson po1J:.ted out that a plot plan and plans for tile building and the phe.T.macy were necG:;lla:':N before a decision could be made. Mr. Vachon inquired, considering that this is to be a professional building, if the pha.."IIl8cy sllould be faced toward the parking lot in the rear. He stated that the Commission did not wish to have commercial operations in Zone CoO. The report of the Planning Consultant recommending denial was read. Mr. Robertson asked if Dr. Dollinger intended to use the building for other than medical offices. Dr. Dollinger informed that if the buUding cannot be filled with doctors and dentists, he intends to take in lawyers, arcllitects, lumber salesmen, etc. At this point, Dr. Dollinger withdrew his application. . Motion by Mr. Balser, seconded by Mr. Vacllon and carried that the City Attorney be instructed to draw the necessary resolution recommending that the request for a zone variance on the property at tile northeast corner of Laa Tunaa Drive and El Monte Avenue to allow the operation of a pharmacy in a proposed profeaaional building if a change of zone from Zone R-3 to Zone C-O is granted, be denied on the basis of its withdrawal by the applicant. Lot split No, 143, being the request ofP. E. Peterson, 86 West Longden Avenue and Paul C. Westphal, 83 West Palm Drive, and Lot 'Jplit No. 144, being the request' of the Park Investment Company, 76 West Longden Avenue, which had been held over for study from the last meeting, were coneidered. The report of the City Engineer was read. The City Engineer displayed maps of the area and discUBsed possible land uses and additional streetntherein. He stated that the lot splits as proposed presented problems, and then discussed alternate plans. Mr, Acker pointed out that the division of this property might come in as a regular subdivision. Mrs. Park stated that she was willing to work out another plan, but did now wish to develop the property as a subdivision. She pointed out that there are already four existing lots, and she proposes to add only three more. Mr. Treadwell expressed the opinion that the Subdivi!Jion Ordinance required procedure for a subdivision only when one parcel is divided into more than four lots. This matter was referred to the City Attorney. Motion by Mr. Acker, seconded by Mr. Vachon and carried that Lot splits' No. 143 and 'mo. 144, as aubmi tted, be denied without preJu("J.ce. Mr. Robertson stated that the Commission would give the matter thorough study and consideration. Reports from the street, Water, Police and Fire Departmente were requested. A committee consisting of Commissioners Balser, Davison and Acker, was appointed to study the matter an,d report. Joint meetings are to be arranwed between the Committee, the Stef't and the Planning Consultant. The Planning Consultant stated that he had written reports on this matter dated FebruarY 7, 1955, and June 1, 1953. The request to detach certain property locate.d at the rear of ~, 924 and 1004 South Alta Vista Avenue from the City of Arcadia for annexation to the City of Monrovia, was considered. The report of the City Engineer was read. The City Engineer explained certain points of the report. He pointed out that lots in the area are sub-standard. He stated that access to a subdivision proposed for the area would have to be through Monrovia or the County. He stated that if the area is deannexed, the proposed westerly line, which would be the new City boundary line, should be adjusted 20 feet in order to eliminate the Jog and straighten the boundary .He stated that the deannexation could be accomplished by mutual consent of the legislative bodies involved. Mr. Robertson stated that stra:l.ghtening the boundary line should be made a defin1 te condition of deannexa- tion. Mr. Treadwell, engineer, discussed possibilities for revising Tract No. 19029, which is included in the area in qUestion. Motion by Mr. Vachon, seconded by Mr. Acker and carried that the request to detach certain property located at the rear of 904, 924 and 1104 South Alta Vista Avenue from the City of Arcadia for annexation to the City of Monrovia, be recommended for approval with the condition that the west line of the southerly 107.5 feet be moved 20 feet to the west in order to straighten the boundary line. Lot split No. 146, being the request of FraDk O. GuBta1'son to divide property at l2l2 South Santa Anita Avenue, WBB assigned to Commissioners Davison a1id Balser to investigate. The second revised tentative map of Tract No. 19707, was considered. Mr. Vachon stated that the map was substantially in line with the matters dis- cussed at the previous meeting. He pointed out that Lot 9 was slightly substand- ard. He stated that Lots 7 end 8 were R-2 end R-3, respectively, end should both be R-2. He suggested that Lots 7 and 8 should be adjusted to make both about 73 feet wide. He stated that the change of zone should be considered at such time as Dr. Anderson, owner of the property to the south, files for the change. Motion by Mr. Vachon, seconded by Mr. Balser and carried that the second revised tentative map of Tract No. 19707 be recommended for approval subject to the following conditions: 1. That lots 7 and 8 be rediVided to make each lot 73 feet wide; 2, That a one foot strip 'along the east side of "A" Street north of Lot 9 and at the north end of "A" street, shown as Lota 10 and 11, to control the orderly future development of property east of "A" Street, be dedicated in fee to the City; 3. That lot 8 be changed to R-2 zoning; 4. That all streets be tully improved as required by the Subdivision Ordinance; 5. That the subdivil!er shall provide all necessary rear line easements and access easements for utility lines; 6. The resolution was read. by the Secretary. Motion by Mr. Acker, seconded by Mr. Balser and carried thet Resolution No. 248 be adopted. The Secre'tary presented Resolution No. 249 recommending the claasification of the business of cheese sl1cing and wrapping aa a use permissible in Zone C-2 unc2er Ordinance No. 760. Motion by Mr. Acker, seconded by Mr. llalser and carried th~t the read1ng of the body of the resoluUon, be waived. Motion by Mr. Vachon, seconc2ed by Mr. Balser and carried thet Resolution No. 249 be adopted. The Plenn1ng COnsul tent was requested to prepare a report on the limitation of residences in Zone M-l, He stated.that' he hed received material from two comm1 ttees which he Will condense and incorporate in a report. He stated thet he would also report on the limitation of residences in Zone C-2.
