'1'0: ALL cm COUNCILMEN AND PLANNING COMMISSIONERS SUBJECT: PLANNING COMMISSION MINtl'l'ES The City PI8DDing Commission met in resuJ,ar meeting with Cha1rman Robertson presiiUlIg. PRESENT: Commissioners Acker, Balser, Daly, DaviBonj Pratt, Robertson end Vachon. ABSENT: None 0iBERS PBE8BN'r: Carozza, Mansur. Nicklin, Phillips, McGlasson and Talley. The minutn of the meeting of May 14. 1951, were approved as written end mailed. Lot Split No. 156, being the request of Betty St. Clair to divide property at SOl West N01"lll8ll Avenue was reported on by Hr. Balser end Hr. Daly. The report of the City Engineer was read. Hr. Balser stated that the division conformed in geueral with other lots in the vicinity. Motion by Mr. Balser, seconded by Mr. Daly end carried that tha request to divide the west 63.4 feet of lot 11, Tract No. 4869, be reco_ded for approval, subject to the following conditions: 1. rile a final map with the City Engineer; 2. Payment of $25.00. recreat ion fee; 3. R8IIIOve the chicken shed end chicken cage at the rear of parcel 2 as indicated on the application. Lot Split No. 151, being the :r:equest of Maurice A. Berkner to divide proparty at 801 Arcadia Avenue was reported on by Mr. Balser end Mr. Daly. Mr. Daly reported that the house at 893 Arcadia Avenue was now on a lot 40 feat wide end that this division of 8 feet would materially improve its condition. The report of the City Engineer was re.d. Motion by Mr. Daly, seconded by Mr. Balser end earried that the request to divide the east 8 feet of the west 100 feet of lot 19..Tract No. 2131, be recommended for approval, subject to the following conditions: 1. PUe a final map with the City bgineer; 2. ReDDve the abandoned chicken coop at ~ rear of parcell; 3. Leave all buildings on parcel 1 with. conforming Bide yards. , Lot Split No. 158, being the :r:equest of A. B. Rude, 143 Bast SYC8lllOA Avenue, to divide property adjacent to 1222 08kglen Avenue, was reported on by Mr. Acker and Mr. Pratt. Tbe report of the City Engineer was read. Mr. Acker recommended that because Mr. Rude owns both properties and this is in an area of larger houses, 8Dd because Hr. Rude bad on fUe 8D epplication for a raar yard modification to allow the erection of a large, house. that the owner split additional property to squere _the lot. Mr. B/;lckwith, representing Mr. Rude, stated that the fence had already been IIIOved, \that the ground dropped off at the rear, and that location of trees made it impractical to include IIIllre area thaD had been requested. After discussion, it was the conssneus of opinion that because the original lot had been approved in the subdivision, the CoIIIIIission could not be too strict in the 8IIIOunt of land that was to be added to it. File e final IIllIP with the City Engineer. Lot Split No. 159, being the request of N. A. Bertram, 1511 South Santa Anita Aven\l8, was referred to Mr. Balser and Mr. Davison to investigate. Lot Split No. 160, being the request of Tom Harin and W. RenUf, 135 East Las Flores Avenue, vas referred to Mr. Jla].ser and Mr. Daly to investipte. . The committee to investigate the proposed annemtion of property west of . Baldwin Avenue and south of Duarte Road submitted a written report, which was read and discussed. Among the conditions which would be favorable to the annexation were the facts that each side of Baldwin Awn\l8 ancl Duarte Road being in the City _ld sf.mplify aoninS, street widening, street maint_ce, and uniform house numbering. Motion by Mr. Balser, seconded by Mr. Daly and carT1ed thet the Commission recommend that the City Council give coneent to proceed with the annexation proceedings. Mr. George Gaffney, 935 West Duarte aoad, stated that ona lot 1I8ar Golden West Avenue and Duarte Road was now zoned M-l. lie was informed that if annexed, the area would automatically be a.l unless other zoning were adopted concurrently with the 8IUIemtion. Referring to the proposed zone change to Zone c-o and Zona D on Runtinaton Boulevard, the City Ingineer submitted a report reco_nding that the Zoning Ordinance be _ded to require the rear yard of Zone C-O to be 30 feet instead of 20 feet, thus maintaining open land to provide the alley dedication at a future date. Also, that the Modification Committee should have authority t,o reduce the 30 foot yard to not less than 20 feet in those cases where an alley is not required. The Commission agreed that an alley was desirable at the rear of the Huntington Boulevard property. Motion by Mr. Vachon, seconded by Mr. Acker and carried that the proposed reaoning' on IluDtiilSton Boulevard be held in abeyance psnding coneideration of the above proposed rear yard change in Zone C-O. Motion by Mr. Pratt, seconded by Mr. Vechon and carried that the City Attorney be instructed to prepare a resolution initiating proceedings to amend the ZoninS Ordinance to require a rear yard of 30 feet in Zona (;-0 insteed of the present 20 foot requirement. Report of the Pl8lUling Consultant rec_nding that the Zoning Ordinance be _nded to prohibit dwellings, except tbose for caretakers and watchmen, in Zones C-M, M-l and 11-2, and suggesting that such prohibition might be qtended to Zones C-l, C.2 and C-3 was read and diacussed. It was pointed out that dwellingS ware not a compatible use in. the M Zones, and the prohibition of dwellings in the C Zones might eliminate SllJll8 of the requests for reaoning for c_rdal, with the attendant requests to convert old dwellings into business uses. Motion by Mr. Vachon, seconded by Mr. Balser and carded that the City Attoney be 1ne~ucted to prepare a resolution iniU,ating proceedings to _nd tbe coning ordinance to prohibit dwelli~gs, .except for caretakers or watchmen, in Zones C-l, C-2, C-3, C-M, 11-1 and M-2. Notices from the Regional Pl8lUling Commission regarding various requested variances and IlOne changes were ordered filed 8S not affecting tbe City. The City Attorney presented ed read the title and tlte findings of Resolution Ro. 255 reeo_ding tha gretina of the application of the Church of Christ of Arcadia for a Bone variance to ellow an addition to the present building at 1027 South Pirst Avenue, thus eltmlnating all automobile parking on the lot. Motion' by Mr. Pratt, seconded by Mr. Vachon and carried that the read- ing of the, full body of the.resolution be waived. Motion by Mr. Daly, seconded by Mr. Davison and carried that Resolution No. 255 be adopted. - Co_icatlon from the Bugo Reid P. T. A. protested the granting of a liquor lieenee to the new bowlillg alley to be buUt at Las Tunas Drive and 11 Monte Avenue. Planning Consultant, had submitted his reSignation effective as of June 30, 1957. Motion by Hr. Pratt, saconded by Mr. Balser and carried that this Co_bsion go on record as cOllllllllndillg Mr. Mansur for his years of service to the City. Hr. earoaza informed the Collllllission that the appl1cants for 8IIIl8X8tion of the NeweU Estates bad requested the City Council for an extension of time to allow the 8ubmission of more evidence and facts.
