ABSENT: CODDDissioner Daly. onums l'RBSENT: Caroua, Mansur, Nicklin, McGlasson and Talley. The minutes of the meeting of June U, 1957, were approved as written and mailed. The application of Carl D. and Lorraine B. Anderson for a change of .ema from Zone a-3 to Zones C-2, Pll-3 and R-2 at 2611 South Second Avenue, was considered. CollllllUllication from B. N. Berger statmg that his property to the vest should also be changed to Zone C-2, or that a buffer of ZoDe 1l-3 be left on the Anderson property, was read. Report from the Planning Consultant was read. It was the SeDerd opinion of the Collllllissioners that. due to the depth of property available, the requested Zone C-2 was not needed, and that Zone C-l would allow all the development that misht be anticipated on this property. Mr. Acker disagreed, stating that, in his opinion, the property should be Zone C-2 to correspond with the present 801ling on the south side of 1 the street. Hr. Balser and Mr. Robertson stated that at ona time, they preferred Zone C-l for the comer of Second Avenue, and Zone C-O through the _tel' of the block. Mr.. Balser stated that because the applicant was cooperating in the opening. of a street to develop tbe residential property to the north, he was willing to recommend granting Zafte C-I, but thought the larger developments allowed in Zone C-2 would be injurious to the surrounding residential property. Motion by Mr. Vachon that the City Attorney be instructed to prepare a resolution recommending reaonin8 as follows: Parcel No.1. That portion of lot 4, Tract No. 12670, lying within proposed Trect No. 19709 and westerly of the proposed street therein to be changed from Zone 1l-3 to Zone R-2~ Parcel Ho. 2. That portion of said lot 4,being a strip of land varying in width frOll 20 to 25 feet and located adjacent to tbe south line of proposed Tract No. 19709, to be changed from Zone R-3 to Zone Pll-3; Parcel No.3. J The Commission further considered the proposed rezoning of the triangle bouncled by Las Tunas Drive, Live Oak Avenue and El Mante Avenue, which had been referred back for iurther study by the City Council. Mr. Robertson briefly reviewed former study and recommendations for zoning in this area. Be stated that the colllll1.ttea had held further meetings with the property owners and the protestants in an effort to reach a mutually satisfactory solution. Communication from John Orsi, spokesman for the South Arcadia Property Owners, stated that the consensus of the majority of the protestants remains the same and that they object to any type of IIl8IlVfactud~ .in this ~ At the eolIlIIli.ttee meeting with the property owners, Mrs. Coates stated that her father, owner of the property west of the flood control channel now occupied by Market Town. was "U11n8 to accept a Zone D on thb property and leave it in Zone C-2 if the property east of the flood o_~rol ~_l w.!re zone C-M with a Zone D. Motton by Me. a-l__L that this Commission amend its former recommendation contained in Resolution No. 242 as follows: That that portlon of lot 68, Santa Anita Colony. lying west~ly of the Flood Control Channel, e3cept the westerly 317 feet thereof, remain ln Zone C-2 and that it also be placed in Zone D. and that the CoIIDDhsion further reaffirm its former recollllll8ndatton that all of lot 68. except that portion lying westerly of the flood control channel. and that portion of lot 69 lying south of Las Tunas Drive, be reclassified from Zone C-2 to Zone C-M and also Zone D. Said motion was seconded by Hr. Pratt and carried on ~ll call vote 88 follows: AYES: . ComIII1ssioners Acker, Balser, Pratt, Robertson and Vachon. NOES: Hone. ABSENT: Commissioner Daly. NOT VOTING: Commissioner Davison. Lot split 'No. 162, being the request of Glenn D. l~ll, 14 La Sierra Drive, to divide property was reported on by Mr. Acker and Mr. Vachon. The request was to sell the property to the owner at 1223 Soutb Santa Anita Avenue to be used as a site for a swimming pool. The City Engineer's report vas read. Hotton by Mr. Vacbon, seconded by Mr. Acker and carried that the request be . recommended for approval, subject to tbe following conditions: 1. FUe a final map with the City Engineer; 2. PUe a covenant to ins.ure that the divided parcel will not become a separate building site. Lot split Ho. 148, being the request of Genevieve Burnell Porgey to divide p~perty at 290 West Pootbill Boulevard, which was considered on April 23, 1957. ud referred back to the surveyor, was again considered. A revised map had been filed. The Chairman referred the matter to Mr. Pratt and ~. Davison to study and report. First revised tentative map of Tract No. 24031, located wast of Santa AIIita Avenue and north of Camino Real, was considered. Additional property on the soutb side of the street west of Santa Anita Avenue had been added to the tract to make 12 lots instead of 10. Letter from Fred L. Tingley, 29 West CamiDo Real, stated that he would not sell any of his land for subdivision, which necessarily made lot 10 of tbe tract very irregular shape. Lots 7, 8 and , 9 ware shown 88 73 feet wide, but contained tbe required minimum area. Motion by Mr. Vachon, seconded by Mr. Balser and carried tbat approval be rec01lllll8nded. subject to the following conditions: - 2 - 6-25-57 .'. I. Dedicate, land adjacent to lot 1 to blend the 50 foot street into the 60 foot street; 2. Dedicate land for a radius at each corner at Santa Anita Avenue; 3. Establish a 25 foot setback on the entire frontage of lot 10; 4. Furnish the necessary rear line and access easements for utilities; 5. Install full improvements as required by the svbdiv1sionordiaaace; 6. L. Murray requested that a veterinary cUnic be clas~ified as a use permissible 10 Zone C-2, specifically at 727 West Duarte Road. adjacant to the West Arcadia post office. It was represented that no animals would be kept overnight. In the opinion of the CollllDission, thh would cause unnecessary noise, odors and objectionable factors in a fine commercial dhtrict. It was pointed out tJiat if allowed in Zone C..2, it would apply anywhere in that zone. Motion by Mr. Davison, seconded by Mr. Vachon and carried that the business of veterinary clinic be classified as a use permissible in Zone M-l. the same as a veterinary hospital. The Secretary announced that the annual conference of the League of California Citles would be held in San Francisco September 22 to 25, and that reservations were required. Mr. Carozza stat d that he had tentatively made five reservations for the CollllDission and Secretary. Mr. Robertson, Mr. Vachon and Mr. Acker stated that they would probably attend. 'Mr. Car088a 'asked that',tbese reservations be confirmed this week.. The Secretary raised the question of whethersigas should be permitted in residential zones for semi-commercial variances and non-conforming uses. It was the consensus of the CollllDission that signs in these cases were probably justified, and that they should be handled by the Modification Committee. Communication froD! William Dickl!off, Chairman of the Annexation CollllDittee of tha Newell Estates, informed the Commission that they ware working on new facts to present to the Commission in favor of the annexation, and that they preferred to annex to Arcadia, and were trying to keep their proceedings alive. The Chairman requested that a copy of the minutes of the meeting of May 14, 1957, be maUed to Mr. Dickhoff. Mr. Balser, on account of thh being his last meeting with the Commission, stated that he felt the Commission had made some worthwhile accomplishments during the time that he had served. and thanked the lIleIDbers of the Commission and the Staff for their help and cooperation. The Chairman, with the unanimous consent of all the ColllDlission, requested that the minutes reflect the apprecia- tion of the C01IIlDission for the six years service which Mr. Balser had rendered to the CollllDission and to the City. The Chairman also thanked Mr. Mansur for the cooperation and the help that he had rendered to the City, and wished him success in all hh endeavors.'
